  11. Describe the functions of Civil Protection and its general relation with other personnel:

  13. The Civil Protection, also known as Metropolitan Police, functions as a paramilitary force for the Universal Union, maintaining peace and civil behaviour within their station City/Sector. In relation order, they maintain minimal relation with civilian contacts of any sort. However, they are allowed to accept reports from the citizens regarding disruption in socio-stable environments. The Civil Workers Union is similar to the Civilian status, but with higher regards and a closer relation. However, contact between the two is minimal unless they are needed; This applies to Willard Industries and Union Medical. Other Civil Protection Units are considered comrades on and off the field. They work as a unanimous force, serving as one under the Union. With regards to the OTA, Civil Protection is to give utmost respect to the Transhuman Arm as well as maintain a level of fear as to not disrespect them. While in their presence, they are under their control at the discretion of the Dispatch. Finally, The CAB is held within high regard within the CP's ranks. They offer utmost support in their decisions, but will still follow Dispatch over their command. Another branch, often overlooked, are the Biotic Conscripts. Their relations with said faction are almost similar in relation to civilian population except they treat the biotics as slaves in a sense.

  15. What purpose does Civil Protection serve in a governmental manner? How are these purposes fulfilled in Half-Life 2? In the server?:

  17. The Civil Protection forces serve as a policing force for the Universal Union in their populated cities, enforcing their rule and authority in the allocated areas. In Half Life 2, the Civil Protection teams use methods considered unorthodox in today's (relative to real life) culture while also maintaining their relatively low status comparatively to other factions such as OTA or CAB. In the sense of HOW they do it is through beatings, executions, and social disruptions while maintaining the socio-stable environment. In terms of the server, the Civil Protection teams have a higher regard among the populace, being feared by both Civilians and rebels alike. They carry out similar tasks such as those within Half Life 2's story.

  19. Describe the pseudo-hierarchical ranking structure. Provide a general summary of the system without detailing each rank:

  21. The ranking structure of the Civil Protection teams are simple in the fact they are based on rank point system, each time gaining 25 points from the starting 00 rank. In order from highest to lowest would be 00, 25, 50, 75, and Rank Leader. These all are based on the point system without regard to dispatch as being highest over all units.. As you start out, you are given a basic stun baton and can eventually be trusted with more firepower at higher rankpoints, such as an USP-Match and MP7 to further your authority over the populace. With restrictions over junior officers, it allows a trust system to develop and ensure devotion to the Union. A key to advancement is obeying the chain of command, listening to 75, RL, and Dispatch accordingly; Dispatch over rides all other officers, regardless of rank or status.

  23. How does the administration of verdicts and general operations of civil protection ethically differ from a modern society? What are the in-character benefits of these methods from a pro-union perspective?:

  25. In modern society, such things as yelling, running, or even having something like a knife wouldn't offer penalties such as beatings and death. However, in the Half Life 2 time spectrum, the Civil Protection will kill you if you were to have a series of "Contraband" items on you such as cloth scraps, metal, wood, etc. if in excess amounts. Another significant difference is the lack of the more commonly used arrest system versus the physical beatings or "Re-educations." Crimes punishable by death are also less common than what a Civil Protection officer may instead provide. From a Pro-Union perspective, beatings and executions limit the chance of repeat offenders and keep the citizens from malcompliance and disrupting socio-stable environments. This also guarantees full authority over the civilian population, leaving little to no gap for any form of disloyalty among the ranks or fear of any one civilian. Fear and total control go hand in hand in this scenario.

  27. What is the purpose of the Dispatch Overvoice?:

Dispatch Overvoice allows a solid leader to control the units, in this case communication with the Units and providing intel for various crimes and perpetrators, as well as giving condolences among the Units with rewards, or unleashing punishments where applicable. Since the voice is fully mechanical, there is little chance of corruption at the rank of Dispatch Overvoice, allowing full control over the Units and maintaining the Unions Authority among them.

  31. Justify the significance of minimizing social contact with citizens:

  33. Maintaining minimal contact allows for full protection of the Unit's anonymity and keeping relations to citizens at a bare minimum. If such relations existed, a breach in protocol could occur, rendering the unit subject to permanent offworld relocation. Other reasons could include maintaining full attention on their task at hand. If a civilian were to waste their breath talking to them and engage in conversation, the Unit may be distracted at their task. Another reason would be to limit contact with potential anti-citizens of the Union who may attempt to grow close to the Unit, attempting to take them down while they Unit felt comfortable around said Anti-citizen.

  37. Prosecution behind closed doors allows for beatings to occur without disrupting the socio-stable environment of the community, keeping everyone and thing at a stable level of behavior. This includes but is not limited to: Re-education, amputation, terminal prosecution, etc. Furthermore, if you are to execute or punish a citizen in the public eye, an anger or other negative feelings may be spread within the viewers hence why prosecution is done behind closed doors.

  42. By eliminating witnesses of an event which defaces the Civil Protection, rumours about the Civil Protection can be limited. Not only does this support the fear of the Civil Protection, it ensures that vital information such as radio codes are not spread within the general citizen population.

  44. What does ‘code midnight’ mean, and what are the restrictions that come with it?:

  46. Code Midnight is deemed during special tasks deemed to important to give away the unit's position. This causes each unit to refrain from any form of communication whatsoever and restricting movements or sounds that they may produce that would give away the Unit's position. The code rules include: "No verbal communication authorized. As an instruction, this means to remain totally silent (no using chat input in any way). Unless told otherwise or the situation has obviously ended, you are not to breach this. This includes running, jumping, or anything else that would cause noise or bring attention." - Civil Protection Information, section Terminology.

  50. I feel myself as an applicable person for the whitelist and a person in which can be en stowed trust with along with authority. I may have one warning, but I assure you, I've had no further issues along with said warn. Furthermore, I feel I would be a great addition to not only the team of CPs, but as a CP in the community as well. In conclusion, I feel I have the determination and motivation to excel

  55. You are a 00 on patrol inside distribution block when you notice a bluesuited citizen with a bat standing just outside the hardpoint to assembly. How do you react?:

  57. I would reach for my radio, calling in, "10-91d armed with 94, on my 10-20. 10-0." I would try to keep visual contact with the citizen while reinforcements arrive on my locations, keeping my stun baton in hand to properly defend myself while also securing a somewhat suitable perimeter for citizens to keep away. Once back up has arrived, I would then assist in subduing the civilian. After amputation, I would then radio "10-91d tagged 94 expired, resuming code 12."

  59. The same scenario as above, but you are a 25. How do you react?:

  61. As before, I'd call out "10-91d armed with 94, 10-25 on my 10-20. 10-0." With the provided firearm, I'd point my weapon directly at the person, trying to subdue them into compliance. If they were to engage in an instance where they resisted and attempted to attack, I would open fire, engaging in S2K to take down the 10-91d. If they were to comply, I would tell them to drop their weapon, moving slowly to restrain them and take them back for questioning with terminal prosecution.

  63. During a residential block inspection as a 25, and with two 00’s and a 50 a floor down from you, you discover a bluesuited citizen with a pistol holed up in an apartment who engages you in S2K when you move to enter. How do you react?:

  65. I would immediately seek cover, trying to gain an advantage on the armed citizen. With my radio, I would call in "10-99, engaging 10-32. 34S during Block Inspection" If possible, I would attempt to engage the citizen while waiting for other Unit's to arrive on scene and assist with the perpetrator. With the Unit's on scene, I would attempt to contact the 50 first and foremost before attempting to get the 00's involved as they lack range to deal with the malcomplient citizen.

  67. Again during a residential block inspection as a 25, a red-tier citizen begins to resist your attempts to tie them. Breaking away, they attempt to fight you using their fists. How do you react?:

  69. Attempt to draw my stun baton to strike at the citizen's legs or head, to render them immobile. If successful, I would radio "10-91d stabilized, tagging 148." After wards, I would restrain the citizen, taking him back for questioning and amputation based on the outcome of the fight. If other officers were around during the fight, I'd possibly gain assistance with the perp. If I was not able to get my stun baton out, I would engage in hand to hand combat until subduing the civilian, giving out the same radio call.

  72. blacksuited anti-citizen standing in the condemned zone conversing with two bluesuited citizens. How do you react?:

  74. I would try to gain the attention of my fellow officers, radioing "647E armed with 94 in CZ4, two 91ds possibly 63S." Afterwards, I would assume that the two 50's would have engaged the citizens, primarily the anti-citizen while I would move to engage in cover, restricting myself from the fight due to lack of weaponry. Before moving into the area, we would of course require headcop's permission before doing so. If granted, the team could move in to intercept.

  76. Dispatch issues orders for all TAG-PT units to assemble for a screening of the condemned zone. Depending on your position, how do you react?:

  78. Well, say I was a 25, I would move to the assigned waypoint. Judging on location, I would either run or walk to it if I was at a far or close distance. Upon moving towards the destination I would radio "10-76 to TAG-PT 10-20" and upon arrival I would radio "10-97 at TAG-PT If I were a 00, however, I wouldn't respond to the call as I lack the required equipment for the protocol.

  80. At a time when there are no protection teams assembled, Dispatch reports a citizen involved in 63; criminal trespass at transit block 1. How do you react?:

  82. With the lack of a squad, I would attempt to rally any other units I could before proceeding on scene. On arrival, I would radio "10-25 on 10-91d tagged with 63, 10-26" Upon reaching the citizen tagged with 63, I would immediately attempt to subdue the civilian with the help of the squad. If successful, we would restrain him and handle him accordingly, afterwards radioing "10-91d expired tags 63, 10-65" I would then await further orders from dispatch on how to handle further directives.

  84. A biosignal loss is registered within condemned zone 4. Upon further investigation, it is revealed to be the result of a scanner having been destroyed. How do you react?:

  86. I would report in the biosignal loss, calling in the evident destruction of the airwatch unit. Without authorization from a headcop present, I would await further instructions before injecting into CZ4. Say I were to inject and found the Airwatch unit, I would asses damages and report in any unusual behaviors in the area, questioning any and all civilians coming into and out of CZ4 to find a means as to the destruction of the unit.

  88. As a 75, you observe a 00 to be patrolling production block 3 alone. How do you react?:

  90. Upon seeing the 00 in PB3, I would immediately request him to proceed to interlock on my waypoint, giving him a lesson on patrolling in PB3 alone (Non-physical, verbal). Afterwards, I would resume a patrol with the 00, calling in on another interlock to advise nearby patrols of our status. If the 00 were to fail to comply I would radio "Disp, (UNITNAME) tagged with 99, patrolling PB3 without interlock."

  92. During status green, you observe a pair of 25’s to be patrolling with their pistols in hand. How do you react?:

  94. I would move to their position, informing them of the current status level. If they complied, they would holster their weapons, resuming their patrol paths, but failure to do so I would call to dispatch with their taglines, radioing "Disp, (UNITNAME) is tagged 99, failure to follow 94 protocol. (This would apply to both of their taglines) Depending on my rank, most importantly, say I was a 25 myself, I would suggest to them to abide by the socio-status level and warn them of the failure to comply. However if I were anything less, I would go with the first statement.

  96. A biosignal loss of a unit down within control section 2 goes out. How do you react?:

  98. I'd immediately head to the scene, radioing "10-76 to 10-108; 10-0." If I was a 25, I would be armed with a USP-Match, holstered but have the pistol in reach for when I approach the scene.
  99. Example 1: The Officer has experienced an accident, resulting in a fatality. I would then radio in "10-97, possible 10-104, requesting 10-52." After then I would begin a witness sterilization to limit viewing of the downed officer. After the medical team had arrived, I would secure their perimeter and allow them to dispose of the body or give an autopsy on cause of death.
  100. Example 2: If the Officer were killed by an Anti-citizen, I would immediately begin pursing the perpetrator while radioing "11-99! 10-32 tagged 647E in CS2; 10-26!" I would then engage in terminal prosecution, (say I was a 25) trying to fire and hit the target to successfully take him down and terminate him.
