  3. This document is the standardization of Roman Law in all of the Empire's Holdings and beyond. This document gives full authorization for the actions included in the document, and allows for punishment for actions that are restricted in the document. Any army who is not an ally will be listed as a third party.

  5. -==LAND RULES==-
  6.  
  7. These land rules will apply to warfare, to management, and to protocol within all the Empire's Holdings unless otherwise posted.
  8.  
  9. <Military>
  10. - If a third party assaults a Roman military base, the base must be completely overran (ie all objective points captured) before victory against Rome is called.
  11. - Spawnkilling is acceptable for all parties.
  12. - Flying/fly-fighting is prohibited for all parties. This includes continual-thrust jetpacks or any object/script that simulates flying.
  13. - Rezzing an object to be used as a shield is prohibited for all parties.
  14. - Orbitting, pushing, or any using other push-related objects is prohibited for all parties.
  15. - If the attacking military owns land in the sim, that land must be damage, otherwise automatic victory is declared.
  16. - If a group is utilizing non-damage land that they do not own, automatic victory is declared.
  17. - If a battle is being fought on land that utilizes a spawn point, the designated spawn points must be utilized for all parties.
  18. - Autoshields, autoturrets, or autokillers are prohibited for all parties.
  19. - Trapping or inhibiting movement is prohibited for all parties.
  20. - Shooting from safe land onto damage land is prohibited for all parties.
  21. - Intentional sim destabilization or crashing is prohibited for all parties. Evidence of a sim crash is necessary, however.
  22. - Use of banned items is prohibited for all parties.
  23. - Fake tags are prohibited for all parties.
  24. - Sensor rounds are prohibited for all parties.
  25. - Full Alpha bullets are prohibited for all parties.
  26. - IM spamming is prohibited for all parties. This does not include messaging, merely messaging for the purpose of distraction.
  27. - If the home sim of one party is offline, and members of the party cannot die, a draw is to be called and the fight ended.
  28. - Rezzing objects that act as a shield to prevent spawnkilling are prohibited by all parties.
  29. - Utilizing bombs with a kill radius or explosion size of over 30m is prohibited for all parties.
  30. - Shooting through solid objects is prohibited for all parties.
  31. - Bullets over the size of 0.3m in width x/y axis or more are prohibited for all parties.
  32. - Bullets that do not die after 0.25 seconds are prohibited for all parties, with the exception of laggy sims, where script functions may take longer to finish.
  33. - Banning of enemies is acceptable when they break more than one rule in <Military>.
  34. - No Roman may surrender in a battle. If one does so, it is not representative of the group and is to be discredited.

  36. <Victory>
  37. Victory can be called in a Roman Assault against a third party if any of the following conditions are met:
  38. - Banning Romans during a battle.
  39. - Raising an access list during a battle.
  40. - Turning off damage during a battle.
  41. - Turning the parcel to no object creation during a battle.
  42. - Completely overrunning a base.
  43. - Spawnkilling every member of the base into submission.
  44. - Breaking rules under <Military>.
  45.  
  46. Failure to comply with rules listed in <Military> will lead to victory/consequences including a temporary ban until the battle is over. Repeated violation of rules are worthy of increasingly harsh punishment.

  48. Parcel bans last relatively shortly compared to other armies, and the few times we ban pale in comparison to other groups, but we do ban when rules are not followed. Banning is at the Roman's decision, not the enemy's.

  55. This simple rulebook will give a basic outline on accepted protocol within Imperial boundaries. Failure to comply with these rules will result in consequences including pushups, demotion, probation, and land ejection, but not excluding the extremes of group ejection and excommunication.

  57. Many more laws concerning battle are stated within the [Rego Romana] rulebook.

  59. <Domestic>
  60. - Romans must respect every other Roman, regardless of rank or personal background. This will be strictly enforced.
  61. - Romans must at all time call superiors "sir or ma'am" unless otherwise stated by the superior.
  62. - Spamming of gestures, particles, objects, chat, or voice is prohibited.
  63. - Killing fellow Romans is prohibited outside of mutually agreed-upon sparring matches. This will be strictly enforced.
  64. - If there are more than 5 residents in listening area, non-commanding Romans should refrain from talking on voice unless asked to or allowed to.
  65. - Non-military personnel are not allowed to wield weapons. Allies are allowed to carry weapons, check the group charter or your HUD for ally listings.
  66. - During battles, officers are not allowed to use notices to alert soldiers to fights. Group chat should be used only.
  67. - Problems should be resolved by the lowest available officer or NCO. Only contact higher-echelon Romans if the issue is serious.
  68. - If you feel offended or disrespected by another Roman, do not fight back. This behavior will escalate the problem. See Rule 1. Correct protocol is to notify your and their superior of the incident. Let your chain of command take care of it.
  69. - Romans must wield a weapon at all times in the base. Customized armor is acceptable, as long as the Roman is identifiable as Roman at a minimum of 96m, or sensor range.
  70. - Non-Roman tags are prohibited for Roman soldiers to wear when on-duty.
  71. - Higher-ranking Romans outside of your chain of command can correct you, but cannot order you to do anything unless your chain of command authorizes it. (ie, you become a detachment for a separate Legion).

  73. <Foreign>
  74. - Romans must attack enemy bases in groups.
  75. - Romans cannot surrender a battle.
  76. - Romans cannot use banned or non-Roman items such as freebie weapons, traps, autokillers, or shields.
  77. - Romans cannot fight from safe land onto damage land.
  78. - All Roman land used to launch attacks must be damage-enabled.
  79. - Conversion attempts by the enemy are imminent. If an enemy IMs you with conversion intentions, keep in mind that the only reason you are IMed is because you show skill as a Roman. They want you out of Rome to stop assisting the cause, and want you in their army to boost their ranks with Roman skill. We are the best of the best, they know this and this is why they want you.
  80. - If the enemy attempts to talk to you during a battle, ignore them until after the battle. See previous rule.
  81. - Do not brag in battles or talk smack. You know your skill, you do not need to shout it to the enemy.

  87. ======LEGION WARFARE======

  91. New Rome's military is made up of 5 different Legions. Each Legion utilizes specific fighting styles, tactics, and equipment to fulfill their specialized roles. It is essential that each Legion member has complete knowledge of the strategies, which are explained in this notecard.

  93. ==Legion Specialty==

  95. Legion I is the Assault Legion, and fight at the front lines. Legion II is behind them, preferring to fight at medium range as the tactical soldiers. At long range is Legion III, the heavy ranged-support soldiers. The Legions will form a team this way; becoming unstoppable. Do not forget your place.

  97. However, Legions IV and X yield special purposes. Legion IV is the command/support platoon of New Rome, tasked with administrative, political, logistical, or creative work for the Legions. Legion X is the recon/psychological warfare platoon, tasked with being the spearhead of assaults on both mind and avatar of the enemy.

  99. The specific names of the Legions and their leaders are as follows:
  100. Legion I - Sons of Julius - Gee Overland (ASSAULT)
  101. Legion II - Sons of Marius - Dugley Reanimator (TACTICAL)
  102. Legion III - Sons of Scipio - Mathias Barzane (HEAVY SUPPORT)
  103. Legion IV - Sons of Augustus - Cassius Luik, (STAFF, HOME DEFENSE)
  104. Legion X - Sons of Brutus - Exsilius Xue (RECON, PSYCHOLOGICAL WARFARE)

  106. You will receive your orders only from your Legion Commander, Co-Commander, and your Legion's command structure. Higher-ranking Romans outside of your chain of command can correct you, but cannot order you to do anything unless your chain of command authorizes it. (ie, you become a detachment for a separate Legion). Fellow members of your Legion will be recognized by a shoulder pad, which have the number of the Legion they belong to.

  108. **Tactics and Fighting Styles**

  110. ==Legion I==

Legion I is the iron fist of the Roman Empire, and has the glory of containing the best warriors Rome has to offer, which are all hand-picked and thoroughly trained by the Champion of Rome himself. In battle, they are strongest at close-quarters combat, preferring melee weapons rather than bullets in order to humiliate the enemy. Due to this, their ranged weapons are one-handed; such as pistols and SMG's.

  114. A common tactic amongst Legion 1 is to fire at an enemy's position as deterrent while they charge their way up close to mutilate them with their blades, if the targets are still living. However, Legion I is well-known for their ability to also dual-wield guns, and will not hesitate to replace their melee weapon with a second SMG or pistol depending on the situation.

  116. The most prominent factor in a Legion I Roman is speed, and are skilled at outmaneuvering the enemy and capturing vital points, therefore the Roman Jetpack is standard issue in this Legion. Legion I utilizes the jetpack for even more tactics, such as activating their jetpacks simultaneously towards an enemy position as they unload a bombardment of bullets from the heavens. This is known as the "Death From Above" tactic, and is most successful while Legion II is also attacking the position on foot. Legion I also favors the Movement ability and uses it as much as possible.

  118. Legion I has the strongest synergy with Legion III due to their heavy ranged support, but still fight great alone.

  122. Learning and executing advanced tactics is essential to any battle, and Legion II specializes in the application of fierce tactics to destroy the enemies of the empire. Romans belonging to Legion II are extremely versatile and are masters in the art of improvisation and are able to make the best of any situation. Whether it’s using hand-grenades, rifles, shotguns, or combat-knives they are ready for all difficulties that may arise from combat.

  124. Legion II uses an intricate system of deploying soldiers into battle. While still allowing for flanking and other maneuvers most Romans will be spread-out to minimize casualties and maximize ground coverage.

  126. ==Legion III==

  128. The key to any fight is firepower, and Legion III specializes in the lethal application of it. Utilizing large weaponry and coordination, Legion III fills the role of fire support and heavy assault. Using overwhelming weaponry, Legion III uses calculated movement to take the battle to the enemy and control the speed and tempo of battle. The fire support provided by Legion III is what saves the lives of many Romans, and also allows them to pierce through the thickest of enemy fortifications.

  130. The tactics of Legion III revolve around coordination and fields of fire. Small teams are organized and utilized to maximize fields of fire and completely suppress the enemy. Battle drills are rehearsed and coordinated so that teams can form on the fly and work flawlessly. When support is requested, fire support is given by 1-2 teams of soldiers using rehearsed battle drills. While heavy weapons are the main weapon of choice, soldiers of Legion III are fully capable of utilizing assault rifles or SMGs, as the situation demands.

  132. To enter into Legion III, recruits must show ability and aptitude in both combat and tactics. Before they are fully accepted into Legion III, potential battle brothers are tested in the fires of battle with the Legion to test their worthiness.

  134. ==Legion IV==

  136. Legion IV specializes in homefront warfare. They do not normally deploy in assaults except when support is urgently needed. Legion IV soldiers use any weapon or piece of equipment at their disposal to keep Rome's land safe from harm, and have no actual weapon preference. They study Rome's bases closely and formulate new defense tactics frequently to ensure maximum defensive capability. Legion IV also contains the elite guardians of the Empire, the Custodial Guard, which function as professional counters to all assassination, recon, and spy attempts within friendly territory. The very best of the Custodial Guard are chosen by the Emperor to protect him at all times.

  138. Legion IV also contains the Staff Group of New Rome, otherwise known as the Mechanicus Corps, which is led by the Omnissiah. The Mechanicus Corps contains all of the official scripters, and builders of the Empire. Mechanicii also deploy in battle as combat-engineers, using their complex machinery to turn the tide of battle. Mechanicii are not restricted to Legion IV, and can still be in a separate legion simultaneously, unless they choose to fight for Legion IV.

  142. Characterized by heavily coordinated operations, Legion X fills the sole purpose of assessing high-profile targets and executing imperative objectives with absolute success. Legion X represents the first response and the last defense against recognized threats to the Roman Empire and for this reason it is solely populated with the best that New Rome has to offer, both in the field of tactical superiority as well as non-conventional warfare tactics. One cannot apply for Legion X, as you must be offered rank due to the Legion's highly selective nature. Legion X participants must be excellent at what they do as well as having unquestioned loyalty to New Rome and it's Emperor. Snipers are the preferred weapon of Legion X, but the specific tactics and combat style of a Legion X agent are classified.

  146. These Legions offer a variety of weaponry and tactics and allow members to choose a category that best fits their abilities. After training is completed, you can choose the Legion you wish to be assigned. Then when you're ready, speak to the Legion Commander of the Legion you wish to fulfill as it will be taken in to consideration and later evaluated by the Emperor.
