SECTION ONE: NORMAL COLORED FLAGS
If the flag is rectangular resize it to 16px of width and 11px of height, no more no less.
If a flag comes out to 16px by 10px or similar resize it to 16px by 11px anyways. If the flag has a peculiar shape try to fit it within 11px of height and 16px of width.
The gloss can just be resized to fit the flag, don't sweat it.

SECTION TWO: COAT OF ARMS
Now this is gonna be a bit more complex.

Step 1: Resize the coat of arms so that its less than 157px tall or 200px wide.
Step 2: Create a blank image of 314px wide and 216px tall
Step 3: Paste in the resized coat of arms from step 1
Step 4: Center the coat of arms
Step 5: Resize it to 16px wide and 11px high
Step 6: Add gloss (Regular gloss is fine)

You're done.
