Modeled on another similar organization which was domestic in nature. The domestic branch headquarters is walking distance away.

 

Domestic branch is called Centre for Missing & Exploited Children (missingkids.com).

 

The organization is itself a template for organizations around the world.

 

Stated goals are advocation, training, collaboration, research. Not policing.

The domestic branch (missingkids.com) has a 'hotline', and a rapid response team of ex-police officers called 'Team Adam'. They work with other agencies on the ground, and support families.

A main landmark in Alexandria is the Masonic George Washington monument. Looking from the monument, one of the most prominent buildings on 'skyline' is the ICMEC office. The monument and gardens "point" to the office.

 

Across road from their main office is Alexandria train station, major, well connected Amtrak hub.

Given the history of Alexandria, it is possible there are underground storage areas for slaves. But this is speculation at this point.
