  3. Dictated by the orders of your commander on the spot you may open fire on targets you clearly identify as enemy unless they are
  4. surrendered: or
  5. are unconscious: or
  6. are non-combatants (eg medical, religious personnel or civilians.)
  7. Section C of the R.O.E becomes void the moment that any non-combatant picks up a weapon with hostile intent.

  9. Your immediate commander on the spot will order any change in state of weapon readiness. Under most circumstances your commander will issue the order to open fire, you always have the right to use APPROPRIATE force to protect yourself or persons it is your duty to protect.
  10.  
  11. Whether acting in self defence or initiating action you MUST avoid the indiscriminate use of firepower, using only the MINIMUM FORCE necessary to achieve your purpose.

  13. MINIMUM FORCE includes, in increasing order:
  14. Open display weapons:
  15. verbal warnings:
  16. barring access to the point being protected:
  17. physical restraint eg; zip ties
  18. pointing weapons; and
  19. firing weapons
  20.  
  21. If you have to fire:
  22. ONLY FIRE ENOUGH ROUNDS TO ACHIEVE YOUR PURPOSE.

  24. You are to take all possible precautions to minimise loss of life and property of friendly forces and civilians. Therefore, you must identify a target as HOSTILE before opening fire.
  25.  
  26. WARNING BEFORE FIRING. Always give a warning in a loud clear voice saying;
  27. STOP - HANDS UP
  28. (pause)
  29. STOP - OR I WILL SHOOT YOU
  30. Or
  31. THREE HONKS WITH A VEHICLE HORN
  32. Unless unable to do so.

  34. FIRING AFTER WARNING. After warning you may fire on a person only if:
  35. You believe the person is about to attack you, your unit or any person it is your duty to protect; AND
  36. The person is carrying a dangerous weapon (eg firearm or explosive devices); AND
  37. The person refuses to stop when called upon to do so; AND
  38. You believe there is no other way of stopping the person.
  39.  
  40. FIRE WITHOUT WARNING. You may fire without warning on a person:
  41. Who has used or is using a firearm or other offensive weapon against you, or persons it is your duty to protect; OR
  42. Obviously threatening you, your unit or any person it is your duty to protect within 200 meters (eg pointing a weapon, wielding explosives)
  43. Is in an armed vehicle with obvious intent to fire.
