  1. For reasons as to secure my personal safety, I wish to provide you with the following information, of which I am prepared to sign a sworn statement:

  4. I am engaged in a personal research project on subversive organizations through history and the present. To the best of my knowledge, the most pervasive of such organizations today seeks to recruit people with sociopath tendencies and promotes its own internal cohesion based on the natural conflicts between sociopaths and society at large.

  6. During the course of my research, I have been approached, followed, harassed, and physically assaulted, some instances of which I am certain constitute criminal conduct.

  8. Through mid and late 2016, I started noticing references to my personal information being posted online. This was coincident with unusual problems with my computer. For instance, shortly after making an aggregation of some findings from my research publicly available, my computer crashed and would not start up again. The motherboard would not respond even after resetting its memory. At the time I was compiling a large volume of notes on my computer, some of which I would turn into products that I would make available publicly. It would have been clear to anyone with access to my computer that I intended to continue this practice.

  10. In late 2016, a certain individual "B" started asking me increasingly specific questions about my research. "B" was a coworker of mine and my workplace relationship with him required me to meet with him every week. Over the course of a few months, my weekly meetings with B started to become less about work and more about my research. B would encourage me to deepen my involvement in my research and give me advice, including connecting with specific people. Over time, I began to notice B's advice was sometimes misleading or detrimental to me. When confronted to explain his interest in my research and who he was working for, B became nervous and refused to answer.

Some time after this, I noticed that a certain individual "M" would frequently find me wherever I was working on my research, even though I would work at different spots and sometimes at odd hours of the night. "M" would approach me and ask me about my research, including two times at the IHop where he worked as a waiter. At the first of these encounters, I told M that I was researching Russian propaganda and M told me he was Russian. At the second of these encounters, though "M" was not waiting on me, he offered that "the Russian mafia is going around killing 10 people in every state." I understood this to be a threat, and replied "everybody's got to die sometime." In my final encounter with "M", he approached me working in a public space sometime around midnight. Unlike previous encounters, "M" asked me to converse with him and walk outside with him. During the conversation, "M" told me a series of rambling and sometimes surreal personal anecdotes and confessions, including about his rock collection, that he was friends with a pedophile, that he was a CIA agent, and that he was racist. This was uncharacteristic of my previous encounters with M. During the walk, M passed by someone he knew and conversed with that person normally. At the end of our conversation, M told me that I like to listen to bullshit. I understood M's stories and confessions to be an attempt to lesson the impact of his previous unusual behavior and veiled threats.

  14. In 2017, I moved to a room in a cheaper apartment a few blocks away from my old one. The new apartment had an unusual arrangement where each of four rooms could be rented on an individual basis. The first of my new roommates, "H", moved in around the same time as me. When "H" introduced himself to me, he told me he was a serial killer. Otherwise, at first, "H" seemed friendly and personable. "H" would frequently ask me about my research, though I would often dodge the question or give only partial answers. Over time, "H" became noticeably annoyed and starting accusing me of being a spy. "H" said at a gathering of our roommates "we have a theory that [my name] is a spy," though "H" was the only one to make this accusation. H was typically personable, and the context of the serial killer statement and spy accusations were all such that they could be construed as jokes. However, "H" showed more unusual signs of interest in my research. For example, my room was next to H's and I commented frequently on my research out-loud into my computer's microphone. One day, I was researching the involvement of a certain intelligence agency in developing the ideological framework of the Nazis and promoting antisemitism among early Nazi leaders. The next day, "H" knocked on my door and asked me to write down my name for him, which is a Jewish-sounding name. H watched me write down my name and commented sarcastically "wow that is a nice name; it sounds like a super-hero name." H told me he needed my name to put on the door for the mailman. At a later date, during a conversation between H and I the topic of Lyme disease came up. H commented on my having Lyme disease as a child, something I did not share with H. When I confronted H about this, H became evasive, and said that he thought this because Lyme disease is common where I grew up.

  16. The second of my new roommates, "D", moved in several days after H. Like H, "D" would frequently ask me about my research and where I had been. I would sometimes talk to him about my research, and at one point expressed to him I thought there was something wrong with the KGB, using as an example an instance where a KGB agent attacked a Russian ballet dancer. Though D was also generally friendly and personable, he became visibly annoyed for a time after this.

  18. One day, I started noticing headaches and ringing in my ears, which at first would only occur in my room in the apartment. The headaches would coincide with extreme difficulty concentrating, difficulty speaking, and sleep problems. This was very disconcerting to me, and I made it a priority to figure out what was causing the headaches and ringing in my ears and why it would only occur in my room. I decided to sleep on a couch in another room, which this time did not stop the headaches. I had previously read about the "sonic weapon" attacks in Cuba, and out of desperation for sleep I decided to put our router, which was also in the room, in a nearby dresser, thinking that if it were a "sonic weapon" it must be connected to a power-source. I noticed that this did not make things better either, and put the router back in its original place the next morning.

  20. Shortly after this, D told me he was having problems with his internet connection. D insisted that the router be moved in front of my room, which was about four feet away from its original position. D also started asking me "are you nervous?" and "are you scared?", questions he would ask me repeatedly after I started noticing the headaches. I put the router back in its original position a few weeks later, and D did not report any further problems with his internet connection.

  22. Over the next several weeks, I noticed things being rearranged in my room. I noticed bags being opened, a two-way radio being turned on and waking me up by receiving signals, and a soda can I had placed on the doorknob at night being found crushed the next morning. The doors had locks but no keys, and the landlord declined to let me install a new lock. When I brought up with D that I wished we had the keys for our doors, D became condescending and said "let me show you something," then precoded to show how the front door could be locked and unlocked from inside without a key. I had never brought up with D that my problem was that I wanted to secure my door while I was in the room. I chose to use noisemakers like the can instead of a lock for my own reasons.

  24. For similar reasons, I chose to stay at the apartment and try to get the attention of the FBI. While this was going on, the headaches increased in intensity and frequency and sometimes sleep became impossible. Eventually, they stopped being painful, but brought on a series of different symptoms: slurred speech, difficulty remembering things, irritability, numbness in my hands and feet, and sometimes difficulty moving my tongue, cold sweat, dimmed vision, sleeping 12-15 hours a day, and balance problems. If the headaches continued for a night and I was unable to sleep, I would become very confused and have trouble forming sentences or finding my way places. If the headaches continued after that, I would occasionally weep for sometimes odd reasons and be unable to stop myself. Some of these symptoms would persist after the headaches stopped. I found that if I woke up in such a state, I would sometimes become uncontrollably angry. On four occasions I yelled threats and obscenities while in the apartment. On three of these occasions the apartment was empty, but on one occasion "D" was in his room and on this occasion I had knocked on H's door in a way that left a mark. Some time after this I got a call from the landlord asking me to leave the apartment, then later an eviction notice. D would later tell me he went to the landlord, and had been checking up on me for the landlord. According to my lawyer, my lawyer had heard tapes from the landlord of me yelling in the apartment. I had gone to the FBI twice since I started noticing the headaches, but had to leave the apartment without getting a call back from the FBI.

  26. I have not yet gotten a call back from the FBI. I have also twice gone to local police. On one occasion I told them how they might be able to find someone carrying this weapon; they told me there will be no investigation. On another they told me they would investigate my laptop, then changed their mind and referred me back to the FBI.

  28. Over time, I made observations of the incidence and intensity of these headaches. I noticed they would generally occur wherever I went, but sometimes if I rode a fast vehicle like a bike, car, or train they would stop and then start again. I would notice a sensation of heat on different sides of my head or different parts of my body. On multiple occasions, I would feel a sensation of heat near my heart, which would sometimes cause me to twitch and convulse. I would notice that if I placed a foil camping blanket around my head at night, the blanket would become warm. In one case, I noticed that an air-horn in my pocket became warm and began to leak. In another incident, I noticed a sensation of heat over a large area of my back. This time the sensation was particularly strong and the next day I would find my back was sore. I started to break into a sweat and lose my balance, though this and the sensation of heat stopped after walking down a steeply-sloped hill. I also noticed that at some spots at the bottom of this hill I would be free of headaches and a sensation of heat, and these spots placed the hill between myself and the direction from which the particularly strong sensation of heat came. I came to understand that if this was anything like a "sonic weapon," it was based on directing a beam. After a few days, I found the spots at the bottom of the hill no longer provided relief. Since this was in a wooded area and the nearest road in line-of-sight was about a quarter to half a mile a way, this implied the beam would have a fairly long range, and could go through trees and most buildings, but not hills.

  30. On a suspicion that the weapon was based on current "through-wall radar" technology, I set up an experiment. Through wall radar works by measuring radio-frequency reflections off moving objects. I suspended a series of foil strips over my bed, and had these strips blown by a fan on some nights. During these nights, the sensation of heat would occur only on the part of my head touching the pillow, away from the moving foil strips. On a few occasions, I noticed that if I wrapped my head in the foil blanket on these nights, then moved my head slowly away from the foil blanket, the sensation of heat would not follow for a few minutes.

  32. Metal walls are opaque to Radio-frequency beams, blocking more the thicker they are. The reflection of an RF beam through metal walls would therefore be faint. I found that while in a self-storage facility, which had several sheet-metal walls, I would barely notice a sensation of heat on my head but would from my backpack, which is made out of RF-blocking material that would be a large target and highly reflective to a probing radar beam. After leaving the self-storage facility the sensation of heat returned to my head.

Based on these observations, I believe the weapon I have been targeted with as well as the "sonic weapon" as described in press reports is based on directing a radio-frequency beam and aimed with "through-wall radar." Electronically-steered RF beams are used in military radar and have been proposed for some weapons. A series of probing beams can be cast as in the "through wall radar", then a stronger beam can be sent from the same source along the direction of the beam that was found to reflect off the desired target (using through-wall radar to target a sonic beam would be wasteful, since materials can change the direction of RF beams and sonic beams differently). Tracking a moving object with electronically steered beams is a well-tested technology. For example, some wireless charging stations charge batteries in their devices by directing an electronically-steered beam. A radar-aimed beam weapon would fit in a car or a backpack and have a range of potentially miles; such a weapon would explain many of the phenomena experienced by the Cuban diplomats according to press reports, such as some hearing ringing in their ears and others hearing nothing, experiencing symptoms in certain rooms with "laser-like specificity", and being unable to find any devices in their rooms.   36. Over the past few months, I have made observations on how this weapon has been used, which also informs on the disposition of the people operating it. At the onset of its use the weapon was used indiscriminately and almost incessantly. Over time, the pattern of its use became more refined and confined to certain situations. For example, I have a friend who likes to tell me about his day. Whenever he starts telling me about his day, the beam is turned on. This caused me to become forgetful and unable to focus on what my friend was saying. Over time, my friend started noticing and asking if I was paying attention, and sometimes became aggravated with me. In another instance, I was trying to purchase foil sheets and strips for the aforementioned experiments, but my Amazon account became locked. As finding the cause was difficult, customer service would keep transferring me to different departments and putting me on hold, and the beam would be turned on whenever I was put on hold or had difficulty expressing myself to them. As a rule-of-thumb, the beam is turned on or increased in intensity whenever I stumble in speaking to someone, pause in recall while writing or speaking, get lost or walk for a time in the wrong direction, forget something and go back to retrieve it, and exhibit other behaviors caused themselves by its prolonged exposure. My general impression has been that the beam has been employed often with the intention of getting a reaction out of me.

  38. In other cases, I've found that the beam has been used in ways possibly with the intent to control my behavior. For example, trying to escape by getting on a last-minute train would often result in the beam being turned on for the rest of the day. Working at home would incur more usage than working in a public place. Setting my alarm late to catch up on sleep typically incurs its usage. Most nights, the beam would be turned on for hours after getting into bed, but I would be allowed to sleep the remainder of the night. Sometimes the beam would be used to wake me up early, other times I would sleep late into the next day.

  40. In one instance, for a few days I developed the habit of watching TV a few hours a day, and the beam would be turned off while watching TV. Although I was unsure whether the weapon's operators wanted me to watch TV instead of working or just liked the show, I did notice the beam increased in intensity the day I stopped watching TV.

  42. The pattern of the beam's usage is also tied to what I research and write, which is almost always on a computer. For instance, while researching legal problems with Trump's travel ban, the beam was on almost constantly. While researching historical malfeasance in the U.S. press, the beam was used sparingly, even while I was trying to sleep. In fact, I noticed that dazing off or spending too long searching without finding something interesting would incur the beam. Of what I have researched, this topic was particularly interesting, and I've come to suspect the decision to turn on the beam is in many cases not motivated by desire to control my behavior but simply by a desire to be entertained. For example, turning it on while I was struggling with customer service or whenever my friend would tell me a long story might have appeared funny to some of its operators. Overall, of all that I have tried, I have found that the best way to avoid the beam has so far been to keep working and keep things interesting.

  44. Patterns in the beam's application have lead to additional clues about the weapon's operators. While analyzing the dataset of Internet Research Agency tweets, the beam was employed more than usual, particularly when I found something that suggested misanthropic intentions. Much of my research calls for reading on the psychological characteristics and behavior of sociopaths, which I would sometimes dread as it would coincide with increased usage of the beam. In one case, toward the start of its onset where it was used more frequently, I was in a deteriorated state from not sleeping and continual usage. While in this state, I read an article on Russia's culture and the effects of the revolution. I made an observation that Russia's brightest history might be in the future and began weeping uncontrollably, and with this the beam stopped. The beam was started again a few hours later.

  46. To the best of my knowledge, the weapon's operators are probably young, inpatient with sociopath tendencies, at times inquisitive but reacting strongly to certain ideas, well-versed in American culture but with Russian sympathies.

  48. However, I have found reason to believe that a large number of Americans have contributed to this effort. In one instance, I was approached by "S", a friend of a friend who works in a building open to the public by invite that this friend and I frequent. Since this started, multiple people have introduced themselves to me by first ingratiating themselves with my friend, but some of them made unusual remarks or questions and I became curious. I noticed that S's disposition toward me would change inexplicably, sometimes acting curt and spitting in front of me and sometimes being friendly and understanding. "S" had noticed I was often aloof, and asked me about this. I told "S" to tell his associates to stop attacking me with a microwave weapon. "S" became nervous, and pressed me with questions of why I thought he had "associates," which I explained to him in part. "S" later became sheepish, and explained to me that most of the time he "doesn't give a shit" but he hoped that didn't rub off on me. Later, I told someone that I had been previously diagnosed with ADHD within earshot of one of my electronic devices, and the next time I saw "S" he was noticeably hostile. "S" lamented that he was a screw-up because ADHD had impaired his "executive function," then turned his head to spit. I was walking home, but S insisted he walk with me. In the ensuing short conversation, S offered that he likes taking showers but he hopes he never slips in them. Weeks later, S found me again walking down the street on the other side of town, this time appearing slightly nervous. S apologized and made small talk, and told me to start walking faster as he thought someone behind us could be listening. I told him there is espionage malware installed on my phone and someone is always listening. S made no further comment on what he wanted to say, and we parted ways.

  50. I have had several other strange encounters with certain people since this started, which are too numerous to list here and probably not as interesting. Some general patterns which are worth noting. I have generally noticed people following me; in one instance a young man stayed behind me while I changed my walking speed from normal to very slow, then hid his face for the duration of a long escalator ride after I pulled out my phone. When he found me leaning on a railing just outside the building's exit holding up my phone, he tried to find a different exit (there was none and I took his picture). In another instance, I wanted to see if I could lose someone following me. This involved taking a shortcut through a parking garage and into the street through a utility door, which got an interesting comment from someone several feet behind me when I came through the door. I ran to the train station and someone ran behind me. This train station had platforms for two separate lines, and I waited in a small area in front of the gates to both platforms. The man ran down the stairs, saw me, stopped, and waited in the same area as well. After standing around for about a minute, the man chose to get on one of the trains.

  52. Some of these patterns are harder to explain. Until recently, I was a smoker, and before this started I would get approached for a cigarette once or twice a month. Since this started and before I quit, a different person has approached me asking for a cigarette almost every other day, often stopping to ask me questions about how I've been doing. In some weeks, I would notice several people spitting in front of me or in earshot 4 or 5 times a day; typically I'd notice this maybe once a month or not at all. One person leaned over slowly and spit while maintaining eye-contact. The most impressive has been the coughing. In the past few months, I have observed different people passing me, walking behind me, or sitting in proximity to me coughing as one would do if trying to cough on command. About 6 to 10 times a day someone would time their cough while passing me; people sitting nearby looking at their phones would often time their cough to when I made a typing mistake or took a contestable observation in my notes. One particular security guard coughs every time I walked past him. One average I've noticed someone coughing in earshot about 20-30 times a day, when prior I'd noticed maybe 2 or 3.

  54. I can only speculate what the purpose of this would be. I have noticed that when I am left to myself, it's easier to forget that a person is operating the beam, but when I am made aware of their presence I tend to become more angry. This is consistent with their observed behavior of trying to get a reaction out of me. Whatever the purpose, it should be noted that everything in my earshot has also been recorded by my phone for the past several months, and should this data be recovered, comparing the counts of someone asking me for a cigarette, spitting, or coughing before and after this occurred would give useful estimates on the number of agents this group employs.

  56. Some of these coughing/spitting/cigarette-smoking passer-bys have had bearing on the instances of use of the beam weapon. In one case, my research had found something interesting and the beam had been turned off, and I then returned to searching through newspaper articles. Someone walked by and said "boring," and the beam was turned on again, as if they had forgotten. In another cause I had found something remarkable which was a minor triumph, but a few minutes later someone stayed in earshot while carrying a phone conversation filled with allusions to my personal faults and failures. At one point I made an inquiry into a collection of messages in news articles which were understood to contain personal allegations against me (including that I was a rapist, a virgin, a CIA officer, and a fay ballerina). Someone next to me said "yup, all of those are true," and the beam was turned on again. Certain quirks in my manner of speaking generally incite its operators to turn on the beam, and at one point a person mimicking these quirks carried on a conversation for a several minutes a few feet away from me. In general, at times my impression has been of not an effort by the beam's operators to prevent me from working, but an effort by others to convince them to keep using it.

  58. It's worth noting this this would imply that the beam's operators have real-time access to data from my electronic devices, including my laptop's keyboard and phone's microphone. This would also imply that for several months the data has been transfered in its first hop over the air, where it could be intercepted, then ultimately to the feeds and records of its operators, to where perhaps it could be traced.
