- Navigate to our forums (renegaderp.com)
- Click on "Support" tab
- Click “New Requests” and set department as “APD Application”
- Fill out application then click on "Save"
- Wait for a response where you will be told what is next
- Chapter 2 - Code of Conduct
- 2.1 Standards
- Roleplay at all times
- Act professionally
- Respect all others
- Follow protocols at all times
- Keep self informed and updated
- Understand you are not above the law
- Understand that as an officer you are held to a higher standard
- Understand you are subject to punishment for any and all mistakes
- 2.2 Responsibilities
- Remain true at all times
- Enforce the laws of the land
- Protect and serve all others
- Be mature at all times
- 2.3 Respect
- Respect all other people no matter the circumstance
- Handle all situations with respect
- Never be rude to anyone, no benefit will be made
- Handle all situations with kindness
- 2.4 Professionalism
- Always handle yourself in a professional manner.
- Show others you are a well put together person
- Never lose your cool in intense situations
- If a situation is too much for you, ask someone else to take over and take the time to calm down
- Always be respectful to others
- 2.5 Interaction With Civilians and EMS
- Always consider everything that someone says no matter how rude they are being
- Make sure not to annoy people who are angry
- Set a good example as you represent the APD
- Attempt to calm down any angry people, but never push it too far
- 2.6 Use of Force
- Always try and defuse the situation with the least possible form of force before resorting to something more harmful
- You can make the decision on what form of force is best
- Lethal force may be used if non-lethal or verbal force is deemed inadequate or unreasonable to resolve the situation
- You will be held accountable if you do not handle situations with proper use of force
- 2.7 Off Duty
- Act respectful and professional as you are still a member of the APD
- Do not tell cops you encounter while on civ that they are doing their job wrong
- You are encouraged to not do crime but crime will not affect your career as an officer
- 2.8 AFK
- You may not go inactive in game for more than 5 minutes at a time
- If you need more than 5 minutes, just log out
- Chapter 3 - Chain of Command
- 3.1 Cadet
- Cadet is the first stage of being a full fledged officer.
- Cadets are in a learning stage.
- Are within this rank for a minimum of 3 days before being eligible for a constable ride along
- Must stay within city limits if no higher rank is online to assist them
- Cadets are not to give pardon tickets unless they ask a higher up officer. If none is available they can only pardon for things they directly saw were valid crimes such as self defense.
- 3.2 Constable
- Constable is the rank where it is expected that they become involved in more tactical situations
- Core members of the APD
- Within this rank for a minimum of 8 weeks before being able to apply for corporal
- Able to assist in evaluations with command officers to show leadership skills
- Are able to give $500 pardon tickets if no higher rank is on
- 3.3 Corporal
- Expected to be supervisor over lower ranks
- Trusted with lethal rounds
- Stepping stone in the APD as a supervisor
- Expected to show lots of leadership skills within this rank
- Expected to make sure people are following the handbook in all situations
- Within this rank for a minimum of 12 weeks
- Can give up to 50% ticket reduction and can give full pardons if reasonable
- 3.4 Sergeant
- Sergeant is the first rank that a member of the APD becomes a commanding officer.
- Expected to regularly give ride alongs
- Granted the ability to go undercover
- Expected to accept/decline applications and give verbal interviews
- Expected to help any lower ranks with whatever they need
- There is no set time you must be within this rank before promotion, but will be recognized and promoted based off how much work they have done
- Sgt+ can give full pardons and whatever % reduction they want
- 3.5 Lieutenant
- Lieutenant is the primary role for any sort of paperwork in the APD.
- Backseat position to make sure officers are doing what is expected of them
- Expected to overwatch sergeants and make sure they are doing their duties correctly
- Expected to assist captains and the chief with whatever tasks needed to be done
- No time requirement before promotion, all work will be recognized and rewarded accordingly
- 3.6 Captain
- Captain is a very exclusive position and is reserved for only the hardest working officers in the APD
- Are to make final decisions in all minor disputes
- Are to overwatch lower ranking command officers
- Help the chief with anything needed to be worked on
- 3.7 Chief of Police
- Chief of Police has full control over the entire APD
- Reserves the right to supercede the handbook
- Chapter 4 - Use of force
- 4.1 Your first weapon
- Your voice should always be your primary form of force
- Always try defusing a situation without using any physical force
- If you feel threatened you may unholster your firearm whilst continuing to only use your voice
- 4.2 Non-lethal force
- Initiation is required for rubber bullets to be used
- May be used to prevent an individual from fleeing on foot or in a vehicle and if they present any weapon
- When shooting at a fleeing vehicle either aim for the operator of the vehicle or attempt to disable it
- 4.3 Lethal force
- Lethal force is only authorized when non-lethal force has failed or is incapable of resolving the situation
- Lethals force is authorized when entering warzone or any rebel outpost
- If an attempt to resolve a situation using non-lethals has failed twice, then lethals are permitted
- If an officer is tazed then lethal force is automatically authorized on the group that tazed the officer
- When outnumbered by a ratio of 3:1 then an officer may load lethals unless you’re at a federal event
- If another group joins a situation where lethals are already loaded then lethals are authorized against all opposing forces
- Chapter 5 - Processing
- 5.1 Processing individuals
- When processing anyone always follow L.I.S.T protocol
- L - Check Licenses
- I - Search the suspects person and their backpack if you have probable cause
- S - Seize items which you have probable cause to seize
- T - Ticket the suspect
- When processing always role play to the best of your ability.
- Ensure that you are not processing in an unsafe environment
- A suspect must be processed within 15 minutes or they are to be pardoned and set free
- If the suspect decides to role play then the 15 minute timer does not start until the role play has stopped
- If a suspect is killed whilst in police custody and their death was caused by the officer then they are to be pardoned
- A suspect may request a superior officer but can be denied if the superior officer is busy or too far away
- Always notify a suspect as to why they are being restrained
- When adding charges always ensure that you do not add more than 1 of the same charge to 1 person
- If you do accidentally add an extra charge then you must deduct the ticket by however much the extra charge is worth
- 5.2 Pardons
- Cadets - can give $500 pardon tickets if they ask a higher up first. If no higher up is on then they can give pardon tickets for crimes that they have witnessed and are valid.
- Constables - are able to give $500 pardon tickets if no higher ups are on, can pardon crimes that they haven’t directly witnessed within reason.
- Corporals - Able to give 70% ticket reduction and can give and authorize full pardons/ up to 70% discounts.
- Sergeants + - Can give full pardons and discount to whatever amount they feel necessary.
- You can NOT pardon: Escaping Jail, Hostage Taker, or anyone that was a party to a Federal Reserve Robbery/Jailbreak
- Chapter 6 - Interaction
- 6.1 Civilian interaction
- Always declare that you are an officer of the APD
- Suspects are to only be restrained if they are downed, have surrendered or have given consent to be restrained
- Try no to deter from the use of force guidelines when dealing with a suspect
- Always attempt to respond to 911 texts
- If a civilian accuses another civilian of a crime it is not to be considered evidence
- Civilians may be restrained if they are interfering with an ongoing situation but for no longer than 15 minutes
- 6.2 Vigilante interaction
- Vigilante are to be subjected to all civilian laws
- An officer must not take a suspect from a vigilante unless consent is given
- A vigilante must have his weapon holstered at all times unless he is in a combat situation
- Vigilantes must be able to provide a license at any given time or they are subject to search & seizure
- If a vigilante abuses their license then they are to be sent straight to jail with no ticket
- 6.3 EMS interaction
- Medics are subject to all civilian laws
- A medic should not be stopped from completing their duties without good reason
- Chapter 7 - Vehicles
- 7.1 General rules
- Officers are to never enter a civilian vehicle unless they are:
- Turning off the engine for ease of communication
- Remove a dead body from inside the vehicle
- Making the roadway safe
- Officers can impound vehicles when:
- They are obstructing roadways
- If the owner is in custody
- If the owner has asked you to impound it
- 7.1 Pulling players out of vehicles
- Players can only be pulled of a vehicle if:
- The vehicle isn’t moving
- If the vehicle has been disabled
- The driver has been downed inside the vehicle
- 7.2 Terminating a fleeing vehicle
- When attempting to stop a vehicle you must not break server rules such as VDM
- As an officer you may attempt to pit the fleeing suspect but do so at your own risk
- 7.3 Illegal Vehicles
- Illegal vehicles are any armed vehicle, ifrit, strider and hunter
- These vehicles will be subject to search and seizure once the situation is clear
- 7.4 Aircraft
- Aerial vehicles must be initiated on through text
- Once given a text with proper initiation you must then fire 3 warning shots
- Once 3 warning shots are fired they are to be given 10 seconds to comply with your demand
- After that time you may open fire in an attempt to disable the vehicle
- Vehicles are not to land within 300 meters of a DMV unless landing on a helipad
- If found landing within 300 meters of a DMV all occupants are subject to search as well as their aircraft
- 7.5 Use of MH9 Hummingbird/Ghosthawk
- A MH9 weapons (officers on bench) or Ghosthawks weapons should only be used against suspect(s) of crime
- If giving chase to another vehicle, a text engagement is to be used before firing on said suspect/vehicles(s) 1 text to the pilot/driver of the vehicle explaining that this is the APD MH9 Hummingbird or Ghosthawk and to Land/Pullover or they will be fired upon, then allow 5 seconds for them to comply if no attempt to land/pullover is shown then you may fire upon vehicle to disable. Only the owner of the ghosthawk will tell when you are allowed to shoot from the guns.
- If MH9/Ghosthawk comes under fire by any suspect(s) at any time, then you may immediately return fire
- Ghosthawks can be used when pursuing a vehicle leaving a federal event, pursuing an aircraft with known highly wanted criminals, pursuing illegal vehicles, can be used 5th wave to a situation, or if APD aircraft has been titaned you can return with a ghosthawk
- Chapter 8 - Searching & Seizing
- 8.1 Searching a suspect
- If an officer is to search a suspect then they must have probable cause to do so
- Always announce what you are doing and why you are doing it
- You can only search a suspect for licenses if they are in possession of an item/vehicle that requires a certain license, they have broken a law or you have probable cause to do so
- 8.2 Searching a vehicle
- If an officer wants to search a vehicle they must first have probable cause to do so
- You must announce that you are going to be searching the vehicle and if asked explain why
- 8.3 Weapon Seizing
- All illegal firearms are to be seized no matter the explanation
- A legal firearm can be seized if the holder does not have a permit for the firearm
- If a vigilante has a taser but has no license then you may seize the weapon
- Check the APD criminal code for more reasons when to seize a firearm
- 8.4 Vehicle Seizing
- An officer is permitted to seize a vehicle if:
- It has $350k or more worth of illegal contraband inside
- it is used in a federal event
- it is an illegal vehicle
- Chapter 9 - Warrants
- 9.1 Raid warrant
- A cpl+ is allowed to raid a house when:
- An individual has barricaded himself in a locked house
- An individual is shooting out of a locked house
- Once the individual has been extracted from the house it must be immediately locked
- The officer that conducts the warrant must state the he is going to be conducting a warrant
- The officer that issued the warrant must be present at the time of the raid
- The officer must give a warning that the house will be raided and 5 seconds after the warning is given they may break down the door if the suspects don’t leave
- 9.2 Search Warrants
- Searches are only to be performed by SGT+
- The home owner must be informed that his property will be searched for illegal goods
- If the homeowner is not around then he shall be texted that he has 5 minutes to come and produce the goods or it will be searched
- The suspect is to be given 60 seconds to produce the contraband or you will enter the property and search it yourself
- The suspect entering the property must have keys to it in order to be able to search it
- Can only be done if a criminal is seen interacting with the home or someone with illegal goods is seen entering the home
- Chapter 10 - Probable Cause
- 10.1 What is probable cause?
- Probable cause is reasonable grounds to conduct a search or make an arrest
- 10.2 Examples of probable cause
- Examples of probable cause are but not limited to:
- Seeing someone leave/enter an illegal area
- Someone is in possession of illegal items
- Someone has an illegal weapon
- Someone is seen committing an illegal act
- Reference the Criminal Code for more examples
- Chapter 11 - Checkpoints
- 11.1 Running a checkpoint
- In order to run a checkpoint there must be at least 3 officers there at all times
- One of the officers running the checkpoint must be at least a constable
- Vehicles must be at the entrance with cop lights on
- 11.2 Dealing with civilians who wish to pass through the checkpoint
- When a vehicle approaches the checkpoint they are to be asked to pull over and await instructions
- Once the vehicle has pulled over you have the right to search the occupants of the vehicle and the vehicle itself, if no illegal contraband is found they may pass through but if illegal contraband is found it shall be seized and the criminals will be ticketed based on what they had
- If a vehicle does not wish to be checked for illegal items then it is to be told to turn around and go back the way it came
- If a vehicle attempts to evade the checkpoint you can chase them down and ticket them accordingly
- Chapter 12 - Illegal Areas
- 12.1 Raiding illegal areas
- In order to raid an illegal area you must at least be a constable
- You must enter an illegal area with code 3 lights and sirens
- An officer can only raid an illegal area once every 15 minutes
- As an officer you must follow wave rule in any illegal area
- You may fire upon any armed civilian in an illegal area but you must verbally engage any unarmed civilian in an illegal area
- Chapter 13 - Rules of engagement
- 13.1 Engagement on civilians
- A verbal/text initiation should include the following:
- Identify yourself as the APD
- Give a demand to the suspect
- Give a consequence if the demand is not met
- You must give them 5 seconds to comply with your demands unless they are clearly disobeying your orders
- An officer must never use lethal force against unarmed civilians
- If an officer is outnumbered 3:1 you must comply with their demands unless the officer is in a tactical advantage
- All unarmed civilians must be initiated on, even when initiated on their gang
- Chapter 14 - Rebel Outposts & Warzone
- 14.1 Raiding rebels
- Must have a SGT+ to raid rebels
- If you are below the rank of SGT you can only raid rebel if you pursue someone into it or are raiding with a SGT+
- Rebel can be raided once every 30 minutes without probable cause
- You can respond in waves to rebel outposts excluding anything on warzone island
- 14.2 Raiding warzone
- Must be SGT+ to raid warzone
- You must have probable cause to raid warzone
- Only other times it is possible to raid warzone is if you follow someone into it
- You may not return if you die in warzone
- Must be constable+ to come on the raid
- Chapter 15 - Highly Illegal Events
- 15.1 Federal events
- Whether it is a jail or a federal reserve robbery these are to be considered as the highest priority for the APD
- You must wrap up whatever it is your doing and immediately make your way event
- You must not respond to federal events with lights or sirens
- 15.2 Hostage situations
- Hostage situations are only considered real once a text has been sent to the APD
- The highest ranking APD officer online will become/delegate a negotiator to be sent unarmed to the location of the situation
- As an officer you must attempt to negotiate with the hostage taker to ensure that no life is lost
- If the hostage is an APD member, said member cannot participate in negotiations in any form whatsoever. This includes;
- Issuing a pardon ticket to the hostage takers
- Giving them your gear to settle negotiations
- If you as an officer are hostage, you may not operate a civilian vehicle or perform any illegal actions
- APD cannot perform “police duties” to settle negotiations, such as searching a building or arresting a civilian
- Negotiations are automatically called off if:
- The hostage/hostages are harmed in any way
- Any hostile action is made towards the negotiator/APD
- If no agreement can be made with the hostage takers then the negotiator may call off negotiations
- If negotiations are called off then there will be a 10 second grace period before shots are fired
- Chapter 16 - Redeployments
- 16.1 Channel Redeployment
- A corporal or higher can tell a lower ranking officer where to go if they feel that there needs to be a better spread of the APD around the map.
- You must go where you are told to go.
- You may suggest otherwise but if told no, drop it.
- 16.2 Tactical respawning
- An officer may respawn to a different hq if there is 6 or less cops on
- You may respawn to go back to the town you were in before a federal event, even if there are more than 6 on
- You are NOT to tactical respawn to get to federal or criminal events regardless or the amount of cops on
- You are urged, if available, to fly instead of respawn to different towns
- You are not to respawn in front on civilians, seclude yourself before respawning
- In extreme stranded situations you are allowed to respawn regardless of the amount of police on.
