  1. The World Unity Treaty

  3. I. Preamble
  4.  
  5. We, the sovereign alliances of the World Unity Treaty, unite under this charter to promote the values of security, stability, prosperity, undertake this solemn pact to further those aims.
  6.  
  7. We bind our nations, our alliances, our honor, and our fate together for the common good of all the signatories of this pact.
  8.  
  9. II. Establishment of Unity
  10.  
  11. This pact will be in effect immediately and unto perpetuity. Signatory alliances agree to resolve any dispute between them in a private setting and in a respectful, diplomatic manner becoming of the relations of BFFs.
  12. Signatories will not share private information to any non-signatory where it pertains to the security, dignity or interests of the other signatories.

  14. III. Government
  15.  
  16. The governing body of the World Unity Treaty consists of the Chairman, and the member alliance representatives.

  18. Section I: The Chairman
  19.  
  20. The Chairman is the head of the alliance, and oversees the alliance’s internal and external operations, and possesses the power not explicitly listed in this charter.

  22. 1. The Chairman is appointed to a period of 1 week.
  23.  
  24. 2. After the Chairman's term of one week is up, a new chairman will be put into power, sorting by alphabetical order of alliance names.
  25.  
  26. 3. The Chairman's role in the World Unity Treaty will be limited to serving drinks, gathering chairs, administarting and moderating the World Unity Treaty IRC channel and forums, and, in the case of ties, breaking ties.

  28. 4. If there is a conflict of interest, in that the alliance the Chairman is a member of is the topic of a discussion or vote that requires the Chairman to be involved, the representative next in line to be Chairman shall take over and act as temporary Chairman for the matter of this discussion or vote.

  30. Section II: Alliance representatives
  31.  
  32. 1. The primary duty of alliance representatives will be to debate and discuss on topics, amendments, crises, and possible new signatories to the World Unity Treaty.

  34. 2. The secondary duty of alliance representatives will be to cast votes on topics, amendments, crises, and possible new signatories to the World Unity Treaty.

  36. 3. Alliance representatives are limited to one representative per signatory alliance.
  37.  
  38. 4. Alliance representatives must be appointed and confirmed by the leader of said alliance, and said appointing and confirming must be done so publicly.

  40. Article III: Elections
  41.  
  42. Section I: General Structure and Oversight
  43. 1. Elections will be held whenever a matter in the World Unity Treaty calls for an election. Each alliance representative casts one vote.

  45. 2. Every representative of an alliance is eligible to vote.
  46.  
  47. 3. The Chairman shall oversee the election process, or select a representative to administer the elections if he chooses not to.
  48.  
  49. 4. Elections will consist of two phases: debating, and voting. The debating phase will last no less than 24 hours, but may be extended at the discretion of the election officer. Votes last 48 hours (see Article III §3, below).

  51. 5. Elections will not extend past 96 hours.

  53. 6. All results from the election shall be put into place immediately.
  54.  
  55. Section II: Voting
  56. 1. Voting for the World Unity Treaty will last 72 hours, at which point the thing with a majority of the votes will be done. Votes will be cast on a ranked ballot to be processed as outlined in Article III §3.2.

  58. 2. If no action receives a simple majority of votes cast as first choice, the action with the fewest first choice votes shall be eliminated from contention. The votes apportioned to that action will then be distributed according to the second choice of each affected vote cast. This process continues until a action is elected.

  60. 3. A majority is strictly defined as greater than two thirds.

  62. 4. Any tie shall be resolved by the Chairman.

  65. IV. War
  66.  
  67. If any signatory alliance takes part in coordinated military action against another signatory alliance without the prior approval of the World Unity Treaty signatories, that alliance will be subject to immediate expulsion and may possibly subject to military retribution, depending on the circumstances.
  68. Signatories who partake in aggressive wars against non-signatory alliances must notify the other signatories of their planned actions at least two days(48 hours) beforehand. Failure to do this could lead to that alliance being put up to a membership vote.

  70. V. Rogue Nations
  71.  
  72. Any nation inside a World Unity Treaty alliance that has been a rogue nation by a vote of the World Unity Treaty signatories shall be expelled from said alliance by said alliance post-haste.
  73. Rogue nations are defined as individual nations that refuse to stand down from a conflict waged against an alliance that their alliance is not at war at.
  74. If the alliance in question fails to remove the rogue nation, they must present a valid reason for not expelling the rogue nation.
  75. If an alliance fails to remove a rogue nation and lacks a valid justification, the alliance may be put up to a membership vote.
  76. A rogue nation may be put on parole after no less than 72 hours after being expelled from their alliance. Being on parole allows them to rejoin their alliance, but if they are kicked again for being a rogue alliance, they will not be able to join any World Unity Treaty signatory alliance.
  77.  
  78. VI. Reparations
  79.  
  80. If an alliance is the victim of an attack by a Rogue Nation (see article V), then the alliance harboring the rogue nation must pay reparations to the victim alliance.
  81. Reparations shall be counted as 200k in cash for each million of growth lost, 200k per million GDP lost, and 1000k in cash for each oil well lost.
  82. Reparations shall be paid by the harboring alliance's leader directly to the victim alliance's leader.
  83. Sufficient proof must accompany all demands for reparations.
  84. If an alliance fails to pay reparations and lacks a valid justification, the alliance may be put up to a membership vote.
  85. The timeframe for all reparations shall be decided by the chairman on a case by case basis.
  86. If the chairman is the nation paying or recieving reparations, the duty of the chariman in the case of the timeframe for reparations will be delegated to the next alliance in line to receive chairmanship.

  88. VII. Membership
  89.  
  90. After the initial ratification of this treaty, further signatories may be added, pending that a majority of the treaty signatories do not veto them.
  91. Signatory alliances may be removed from this treaty by an affirmative vote of 67% of existing signatory alliances.
  92. All alliances attempting to join this treaty must have at least 5 members in their in-game alliance, plus at least one forum thread in either a regional forum or the global affairs forum.
  93. All membership votes must last a maximum of 48 hours.
  94. No alliance containing the nation of Imoutopia shall be allowed into the World Unity Treaty.

  96. VIII. Communication
  97.  
  98. All signatories shall provide a system to each other which is capable of making binding decisions for the signatory and is capable of providing aforementioned binding decisions within 12 hours of a crisis' requiring such decisions unless mitigating circumstances exist.

  101. IX. Amendments
  102.  
  103. To amend this document a proposal must be made followed by 24 hours of discussion in which every signatory can involve themselves.
  104. After this period of discussion a vote must take place lasting 48 hours in which the amendment must be passed unanimously. Each signatory has a single vote in this process.

  106. X. Conclusion
  107.  
  108. We, the signatory alliances, therefore undertake this agreement without reservation or deception, and bind ourselves in alliance with each other in perpetuity.
