  18. This is a history report on major happenings that affected NCR entity. Some of the documents are missing, so exact dates of happenings couldn't be found. This history report is chronologically as accurate as possible. NCR history information is backed by Fo2 forum, NCR subsection, NCR supporters, current and former relevant members.

  23. NCR history; Prologue:
  24. - Starting the new era
  25. By changing the government, and voting the president out of Aradesh family, NCR tried to stay more or less on the same course and keep on focusing on current most important matters, such as the protection of civilians, caravan and trade routes and less on overextension and exploiting available resources. That was recognized by peaceful minded entities and groups, who started to gravitate to NCR cause. Most notable group that was loyal to NCR from the begging, no matter of government set up, is a Midnight Riders MC.
  26. But in general, NCR has changed for worse. Corrupted presidents, governments in exile, framed elections, stolen votes, missing tax money, corruption in army ranks, both regular and Rangers which showed inability to protect its own capital. And with threats from outside included, safety of everyday life deteriorated. That resulted with often raids, mostly successful, which only drove NCR society to the big security and economy crisis.

  28. NCR history; Chapter I
  29. - Capital security
  30. While NCR government signed a contract with an FLC bank company and vouched to its citizens that their taxes will be secured and invested into town's prosperity, that was not the case. It was not a rarity to see outlaw groups attacking the town while a tax transaction was in progress and stealing the caps from NCR possession. As that became only bigger issue, after Enclave breached the gates and their supporters stole the valuables, the government decided to break the contract with FLC. It was decided that government will fully control their tax income without a third party involved. From that time taxes are paid directly from citizens to government clerks. Citizens greatly approved this as it turned out that it was a good security measure. Raids on town happens more rare from that time.
  31. Many claimed that Shady Sands is not secured place. And many speak the truth. Numerous outlaw groups tried to take what NCR society has built. The town became a "Promised Land" for thieves, outlaws and murderers for a long period. In the first days of the post-Aradesh era, Shady Sands was poorly defended. Deteriorated weapons and poor training of NCR troops was a common thing, and that was exploited by raider elements.
  32. No matter that thought was that president's life is secured and safe, the facts are showing just the opposite.
  33. Many presidents were on edge of fleeing the republic's borders because pressure they couldn't handle. And many did so.
  34. NCR could take the two roads. Leave its capital to anarchy or strengthen government authority. Good thing, or bad thing for some, is that NCR society was more interested in progress than abandoning their ancestor's vision so they took the second road.
  35. Experienced veterans of NCR army and notable citizens took control in their hands. At that point future of NCR started to change to the better.
  36. Plans and promises of the all governments was to improve their security by investing in pre-war technology. Having possession and knowledge about technology from their predecessors from Vault 15, NCR scientists implemented some of the finest security measures in the Wastes. By connecting to the NCR computer network NCR officers have available names of outlaws listed on their screen. Popularly called "blacklist" is an electronic note in the NCR main computer connected with soldier Pip-Boys. At any time a soldier on duty can check the "blacklist" and react with interest with republics laws. To this day, list of unwanted elements on Shady Sands premises is regulated with an approval of the president.
  37. Soldier's equipment has improved. From the time when army officers were equipping the town guards, to the current era, when town guards are equipped with the highest tier of gear with the approval of town guard general Betlehem. To secure these measures, the government invested tax caps and signed contracts with various suppliers. While it is unknown who are suppliers, it is known that they have a very shady background.
  38. But NCR is trying to be independent in this sector as well. Under the leadership of president Knight Shift and on the initiative of an officer Richard Harrison, NCR formed the MRI - Mariposa Research Institute, where NCR scientists are working on production of high tech equipment. As part of the MRI, NCR Industries are producing most of the high tier equipment for the elite units of NCR Rangers. MRI is not only focused on weapon production, the Institute has several branches. Reverse engineering and study of pre-war relics is just some of the researches in its focus.

  41. NCR history; Chapter II
  42. - Democracy in action, elections, presidents and approved dictatorships
  43. Democracy in NCR, as in any other society in the past, is a very fragile term. By constitution, government was divided on president as a head of NCR governing bodies, including army; army officers, both regular and Rangers, along with civilian representatives. This constitutional act was to guarantee the prosperity of the republic, but it did just the opposite. Corruption and subversive activity from outside, but from inside of the society too, was tearing potentially prosperous republic apart. Like exemplary democracy, NCR has an election system. Candidates are to get public support, present their program and leave citizens to do their civic duty. Simple. Unless it is NCR. Some elections were framed and some candidates came to the office without the will of citizens, enforcing their own point interests on expense of the society, doing just the opposite of their vows.

  48. - Notable presidents and their political history
  49.  
  50. Vaultloner - First elected president of post-Aradesh era. He got the most votes among other candidates, Iziar Schlesser , Marius, Shekelberg and Glumer. Like a stereotypical politician he made promises that he didn't fulfill. He abandoned office just few weeks after he settled, leaving NCR to new elections which Glumer won. There is no other notable recorded information. No surprise.
  51. History will show that NCR presidents will develop a common note of leaving their office shorty after inauguration.

  53. Glumer - infected with a FEV, this mutant tried to resurrect NCR army and lead the society to glory with weapons and overexpansion in two terms. Most surprising for some was that he was voted to the chair by the humans. In this terms Shady Sands was full of life, but with unclear town regulations, which was often bringing confusion among visitors and citizens. Army ranks were full of raider elements and wastelanders without proper training seeking for a quick pay. No matter of the abundance of the army, ranks could not hide diversity in opinions and problems that came with it. He will be remembered as the president who was in the chair when civil war in Shady Sands started. Because of disagreements in army ranks, NCR army and NCR Rangers led the war on Shady Sands premises where many soldiers, but citizens and civilians, lost their lives. Because of named reasons popularity of the government started to drop rapidly.
  54. In the big confusion that was present in army ranks, security of president itself wasn't be on high level. That opportunity was taken by mercenary groups interested in quick and fast reward and kidnapped the NCR president. Rumors are saying that it was a false flag operation organized by NCR generals and president, trying to raise the popularity of military-minded government.
  55. No matter of rumors, the guilty party was found. The mercenary group Talon Company took the blame for that kidnap. For sure, it wasn't too hard for these mercenaries to organize such complex action as they were often paid by Glumer's government for protection services of Shady Sands during period of tax transactions. They had information both on president's security and republic's treasury.
  56. At that point both NCR army and NCR Rangers organized, probably good as never before, and went through swift action of rescuing. NCR secret services found the location where president was held for ransom. The result was clear. Glumer was rescued.
  57. Before his term ended he abandoned his position and retreated from public life. After some time he appeared in the Junktown where he tried to lead JTS guard. With Junktown entity and the NCR alliance he tried to spread his agenda over the Wastes. But he retired from the JTS position without making a bigger impact. In between he tried to gather his old group Hawks. Last reports are saying that he tried to find his happiness by going further south, to the Boneyard, where he is leading a group called The Regulators.
  58. The group is considered as an outlaw group by the current NCR government as they were conducting terroristic actions on the premises of Shady Sands.

  60. Hubert - coming from the officer ranks, he showed again that NCR society is not full of prejudices towards mutants. Maybe because they get used to one, as Hubert was second mutant president in a row. He inherited office from Glumer without elections, by the support of the army officers. He was committed to his role, but against any progress. Known as a "Regent of NCR" his primary focus was security of Shady Sands. NCR had no alliances during that period. Hubert's presence wasn't really visible. Shady Sands guards were poorly trained, so the city was constantly the target of thieves, murderers and other unsavory kinds. What is popularly called "Hub coup" among NCR citizens happened in this period. "Hub coup" is a name for subversive activity of noncitizens who are trying to overthrow NCR government by protesting in Shady Sands both peacefully, by yelling their catchphrases, and by force, trying to cause panic by terrorist activity.
  61. As he started to lose support of citizens, he started to lose support among army ranks as well, the same persons that installed him to position.
  62. After a while as Regent, and seeing growing support for a new election, Hubert and all the important citizens decided to found the city council. They held a private vote for the election of a new president. Candidate Cleg was elected with almost 100% of the votes. Hubert handed him the keys to the office and took off for a long overdue vacation.
  63. After coming back from vacation he took back role of an officer in NCR army where he is still serving as one.

  65. Cleg - He became a president after the inner NCR council vote, mainly supported by NCR Ranger head general. Inauguration was followed by affairs of framed elections. Citizens were accusing NCR council for stolen votes on the expense of MRMC candidate Blackbeard. Nobody was willing to investigate those accusations, it all calmed down in a very short period and Cleg was safe in his office.
  66. Some people of NCR can still remember his published logs. His idealism brought him to streets of Shady Sands where he was greeting every visitor and citizen personally. By that he tried to prove to civilians that Shady Sands is friendly and safe town. But, NCR army was practically non existent. A small number of NCRA patrols that stayed in ranks were without clear orders. Often NCRA town patrols were victims of suicide bombers. That caused panic among members and they became trigger happy. Because of that there was no rare sight to see town patrols shooting innocent travelers just because they looked suspicious. The town became all the opposite of what the government was trying to achieve. Without real army leadership and ability to protect its citizens Cleg's attempts resulted in failure. He abandoned his position without a word and from that time his fate is unknown.

  68. Lucek - Before the last and most interesting public elections NCR was abandoned by its leadership for a long time but everything was about to change.
  69. Lucek, that time known as Treasure Hunters leader, won the elections by getting the great majority of the votes thanks to support from own faction, but also Midnight riders, remnants of JTS and NCR and many other wastelanders looking for change.
  70. Lucek's victory was decisive. While his opponents, Chocola and Richard Harrison got from 0-2 votes, Lucek won it with over 40.
  71. Rumors were saying that Lucek won the elections after Ranger general framed it by selling citizenships, and by that votes, that was later used in Lucek's favor, but there is no confirmation in facts. Further conflict between the president and Rangers general may suggest that rumors were part of some dirty political games.
  72. The promised reforms started with him and something changed for the better in a very short period. After continuously fails of the republic, he was greatly accepted by the people.
  73. It started with reforming NCR army by removing the dead wood from army ranks, implementing chain of command and code of conduct, then expanding ranks what was probably most fruitful step as many of new soldiers proved as steadfastly loyal to the Republic and led it to success long after Lucek's resignation.
  74. As the main success of the presidency may be taken fact that Shady Sands laws were recreated from scratch also what's important were executed what resulted in ending a long period of bandits domination on the streets of the capital. Lucek's anti-crime policy was harsh, but resulted, in fact that town was visited often by various travelers and general NCR reputation was improved.
  75. Aside internal reforms Lucek since day one of presidency restarted military activity outside of the capital, which was later continued on a regular basis, with indisputable heroism, but with varying luck due to insufficient command skills of the president leading army itself. Lack of experience among soldiers and loose cooperation with allies didn't help.
  76. On the diplomatic field Luceks had also varying luck what may be perfectly described by his own words "Diplomacy is shit". His a bit isolationist vision of NCR and lack of pragmatism wasn't helpful in creating and maintaining wide alliances and became impactable power, but fair to say that during his presidency allies support in defending the capital was noticeable like never before. As additional diplomatic success worth mention initiation of unification Junktown and NCR.
  77. Government tranquility did not last forever. Seven months of presidency, compared rarely long if to previous unstable governments, but was also long enough to turn unsolved problems into a real disaster. Disagreement between army generals and civilian representatives, the president, started to bring instability. For the sure Luceks authoritarian style of the ruling and the lack of military competences wasn't helpful in this case. Insurmountable obstacles resulted with head army officers resigning the ranks.
  78. Lucek despite the still high overall popularity and support of part of NCR officials decided to leave his position to his general, naming Knight Shift (in that period officer in resignation, then formally nominated as Vice President) as an acting president until the next elections. By coincidence or not, practically at the same time, Lucek was infected with FEV but details of this event are unclear to this day.

His final decision was to leave the republic's borders and settle not far north from NCR, in Broken Hills, where once again supported by his old companions from Treasure Hunters and some former NCR soldiers formed the political and army role as a leader of Unity of Broken Hills. He lives there as mutant to this day, keeping the alliance with the NCR.

Because of sudden termination of his presidency part of reforms were not implemented, some mess left after him, also many citizens are angry to this day because of wasting resources on building useless rocketball arena, but fair to say that all what he did was incomparable to previous governments and for sure enough to pull out NCR from age of chaos and prepare a decent base for modern Republic.

  82. Knight Shift - from civilian to president. Citizen Knight Shift enrolled in NCR army ranks where he soon became an officer. Interested in republics prosperity, after disagreements between part of the officers and the president, president Lucek decided to leave him a presidents office until the next elections. Knight Shift continued Lucek's reforms and imposed the stability of the army and civilian life as he was promising. Even that he was not elected, he strengthened the government, alliances, impose stricter laws and reduced the outlaw elements in Shady Sands to a minimum which brought him support of citizens and allies. He was confirmed as president by the inner council voting. "Informal" council was made of citizens, veteran NCR army officers and ally - Midnight Riders. That support granted his term in office, even without public elections. Because of what NCR achieved under his presidency, it was decided that no public election will be needed anytime soon. He brought new constitution, managed to reform the council several times. That resulted with strengthening his position as president, which some will call a "dictatorship".
  83. Aside from strong alliances at the start of Shift's term with Midnight Riders and Wu-Tang, that vouched security for NCR army, it was decided to enrich fire power by negotiating alliance terms with Talon Company mercenaries. No matter of their guilt for kidnapping of NCR president Glumer, NCR signed alliance with them. Many saw it more as an opportunistic move than stamp that should vouch victory on battlefronts in a long term.
  84. As in almost any big family, different views and interests drove Wu-Tangs to break long term alliance with NCR and the rest of the groups. Midnight Riders and Talon Company stayed loyal to the republic.
  85. That took another long period of mutual support on battlefields, until Talon Company started to cooperate with raider elements, expelled from NCR borders. As they are mercenary group, that was not a surprise, but NCR government didn't like to see this. On council meeting it was decided to break the alliance with Talon Company, but not to expel them from Shady Sands premises.
  86. After the Enclave attack on Shady Sands alliance was terminated, but their neutrality on Shady Sands premises didn't last for long. Talon Company tried to raid the town on several occasions and were later expelled from the borders.
  87. NCR rebuilt its town, and as certain period passed without direct danger to the capital, the government brought the topic of removing the "blacklist" on some expelled groups. It was voted on matters of Talon Company and several other groups. From that time Talon Company is again free to visit Shady Sands premises. That is vouched by special document signed by president Shift as long as Talon Company members are not breaking NCR laws on town's premises. Though they kept the hostility on premises on other locations.
  88. It will be remembered that Shift survived the Enclave attack on Shady Sands and was the main figure of the project that rebuilt the capital.
  89. The government decided to take a new path. With council consultation, Shift decided that NCR should keep alliances only with loyal groups that are sharing the NCR interests, on the expense of expanding and exploiting resources outside of the republic's borders. All alliances are dissolved, except alliances with Midnight Riders, Unity of Broken Hills and the few smaller, friendly-minded, supportive groups.
  90. NCR decided to enrich its own ranks instead investing resources into alliances that will only water down long-term plans. In meantime NCR Ranger head general resigned, leaving the full authority over Rangers to the president. Ranger became a rank available only to NCR veterans. It improved army professionalism and activity of both army branches. It brought batter army cohesion which was later seen on the battlefronts.

  99. NCR government and military activity

  101. - Civil war - wars of Shady Sands
  102. During the presidency of Glumer army was recruiting every available mercenary, but without a real leadership, required skill and with insurmountable differences among soldiers, it was clear that something bad is bound to happen. Glumer could not reconcile the divided factions inside the government and army ranks, nor he was too interested to do so. Passively gathering caps from his presidential shop on the bazaar, his role was most important in a civil war that outbreak between NCR army and NCR Ranger members, as he was representing the highest authority, but doing nothing to stop the bloodbath on the streets of Shady Sands. This clash took many lives of soldiers and civilians. It was not a rarity to see NCR soldier killing and stealing from innocent civilians. Shady Sands was on bad reputation among travelers. At that period, many citizens fled from NCR seeking for better life in some of the other communities. But that was not all. The war has spread outside of Shady Sands and many have witnessed NCR army regiments fighting other NCR regiments in the Wastes. After both logistics and human resources has been depleted those that survived could see the end of the conflict. Shortly after Glumer left his office war ended. Counting many casualties, only most loyal officers stayed in army waiting for the better future. And it sure came.

  104. - NCR annexation of Junktown
  105. Even before officially joining the NCR confederation, Junktown was considered as a civilized part of society in California wastes, so many considered Junktown as part or extended arm of NCR on the south. The Lucek's government prepared further steps by signing unification contracts with Junktown authorities.
  106. In between Lucek's and Shift's presidency, ex. president Glumer was proclaimed as JTS guard leader, which sure helped to convince people of Junktown to accept NCR official authority in time that will come.
  107. It is well known that NCR is striving to expand its territory one way or another. On the initiative of army general Richard Harrison NCR government with a president Knight Shift started negotiations with Junktown representatives. In 2280 Junktown sheriff authorized NCR authority on Junktown premises and council voted Richard Harrison as a new town major, welcoming that entity to republics borders. Knowing NCR ambitions many expected that Junktowns resources will be exploited and the town itself will be used for NCR army operations on south, but it was not the case. As it was granted by the constitution, Junktown kept formal independence and formed town administration had autonomy with their decisions. Least to say, the town prospered a lot. JTS activated their patrols again, caravan and trade routes were safer.
  108. At that period Junktowns town guard, Junktown Scouts started to receive NCR army training. With Richard Harrison ahead, JTS started to recruit inexperienced wastelands interested in service and shape them into proper soldiers. Provided training of Scouts resulted with better protection of the town and NCR south border in general, but it had one undesirable effect in the long term. With given combat experience some Scouts left the NCR borders thinking of better paycheck and rather started to live like mercenaries. It was not rare to see ex. Scouts fighting NCR army. JTS (Junktown Scouts) members had an advantage when enlisting in NCR army ranks which some of them used and are still proud members of it.

As surprising and quick was the annexation of Junktown, in the same manner NCR government decided to break the contracts of unification with Junktown and Richard Harrison retired from a major position leaving the town keys to Killian Darkwaters, person with unknown background. Reasons for this surprising action are unclear. Killian, with all independency from NCR, didn't last for long. In his term JTS were mostly doing delivery jobs in northern towns, such as New Reno and Modoc. The new Junktown government kept good relationship with NCR, so often NCR army was protecting JTS caravans. After Killian took a vacation trip JTS guard was inactive again and the town started to regress into abandoned place without future. Seeing the abandoned position, wastelander called Gladwin started to convince people of Junktown that he is what that town needs. He promised to restart JTS guard and bring back the golden era that JTS had under the governance of NCR. But instead of that he left to unknown as soon as he got the town's keys. Even that he is connected with the outlaw group called "Bang Bang, Smash" he insisted to keep to keep neutrality with NCR. There are no official documents that would give official authority over Junktown, many in NCR still consider that town as part of the republic and as a result of it, the republic is still keeping a high presence on south borders.

  111. - NCR - BoS relationship and war
  112. NCR army corporals Komisar and Surgeon decided to leave the army and join Brotherhood of Steel ranks. As BoS is introverted organization that not much is known about, but at that time neutrality with NCR secured them to get in touch with BoS contacts. Not long after that they got their first tasks. They did their tasks without major issues, but their ambitions didn't stop there. As for their military experience and backing of NCR president, Knight Shift, with rest of governing parties Komisar got promoted into a field leader of one of BoS initiate squadrons and later to the leader of BoS Alpha infantry squad. After he got a rank of commanding officer, he took for vacation. In Komisar's absence Surgeon took over the commanding role.
  113. NCR army at first supported BoS on several occasions. Cleansing of outlaw and slaver elements from northern towns. But more notable was weapon transfer to BoS outpost in San Francisco. Transfer was protected both by BoS and NCR troopers. During the transfer NCR got the information that gear delivered to BoS is not pre war high tier equipment, but regular weapons that could be manually produced in small bandit's manufactories. The New California Intelligence Agency came to the conclusion that weapons are transferred to SF BoS outpost to support outlawing elements around the town.
  114. As BoS started to leave an impression of weapon smugglers NCR undoubted support started to fade out. The government decided to retreat from agreement of mutual support.
  115. It turned out that was a good decision for the Republic.
  116. Soon after Surgeon took an acting role of commanding officer, he started to openly recruit in the name of BoS without imposing any standard. Not long after ranks of BoS infantry units were full of savages and outlaws, already known for their activity on premises of NCR. NCIA (New California Intelligence Agency) had no problem tracing BoS activity and came to conclusion that there is big differences between view points of NCR and BoS sides. To show that their goals has changed, and from introverted group practically worshiping the pre-war technology they did full 180. They did not stop at recruiting just an outlaw individuals, but FEV infected persons as well (mutants), making alliances with anarchy and raider groups know as "MUKHOSRANSK" and "Desert Wanderers". Neglecting any standard previous BoS leaders implemented, they were looking like any other outlaw group of pillagers and murderers. As for various entities and differences in ranks, BoS split in many smaller various groups inside of their ranks. Groups under the BoS insignia organized, what only can be called a "raiding parties", attacking peaceful travellers, caravans and even their allies, in this concrete act, peaceful minded scavenger group called "Treasure Hunters". With no real goal their soldiers started to act more as a villains than a wasteland protector, that they claimed to be. They were proving it by exploiting the resources of cities all over the California, more interested in caps than in pre war technology.
  117. NCR didn't sit with crossed hands. As inevitable, it was, the army started to exchange fire with BoS troops on almost all known strategic points, trying to impose Republics regulations.
  118. Brotherhood leadership tried to punch NCR where it hurts the most. Shady Sands, NCR capital that was already struggling against various outlaw elements, but still trying to plead for peace.
  119. At start BoS tried false flag operations, sending persons not connected to BoS organization to organize terrorist attacks on the town. By organizing another "Hub coup" they tried to convince NCR government that they are in need of BoS protection and by that interfere with governing of Shady Sands. NCIA uncovered their attempts to destabilise the government and organized counter measures. From that time BoS was expelled from Shady Sands. Public denouncement was not accepted in BoS leadership, so, as they had nothing to hide anymore, organized several raids on Shady Sands, now under the BoS insignia.
  120. Lacking of diplomacy skills resulted with the quick action of sealing the BoS outpost in Shady Sands. Action was named "Brightside pain" and was successful for NCR side.
  121. NCR with its allies, in that time Talon Company, Unity of Broken Hills and Midnight Riders organized counter attacks on Lost Hills. All of the counter measures ended up as a success. BoS managed to seal their underground facilities, where, aside from the Hub, most of them were hiding during the attacks on their Lost Hills HQ. NCR still managed to confiscate part of BoS technology, which later helped to end an open war.
  122. BoS leadership, punched back in the face by two headed bear, started to insist on negotiation for truce. After long negotiations, best that representatives of two sides could agree on was to avoid mutual presence in Lost Hills (term for NCR) and Shady Sands (term for BoS). Agreeing to these terms, BoS secured their technology from NCR, and on the other hand NCR secured peace for their citizens on Shady Sands premises. But small skirmishes continued in other locations.
  123. One of skirmishes that will be remembered was the Glow battle, where BoS sent their poorly trained and equipped initiates to fight NCR experienced soldiers that had number advantage too where they got slaughtered.
  124. In meantime NCR - Enclave war happened, where BoS tried to side with NCR, but because of their false pretenses and inner issues, NCR categorically rejected BoS help. No matter of warning from president Shift, BoS infantry squad appeared in Shady Sands on the day of NCR - Enclave battle, but were counted as an unwanted element as they were warned by the republic's government.
  125. Being limited by their possibilities, and having lots of pretenders on leadership place, BoS started to tear apart from the inside, mostly because of their personal disagreements, which, considering all named issues, was not a surprise. Having NCR as their primary target did not help them, but just the opposite. Seeing all is going downhill for BoS, before leaving their posts of squad commanders, paladins known as Pyra and Gladwin took all valuables and pre-war technology from BoS armory before defecting to other groups, ignoring the efforts of their subordinates.
  126. From that time BoS ranks were greatly deserted. There was no surprise to see BoS leftovers in action with other raiding groups, or in hiding in Hub rather than doing their duty in Lost Hills. Leadership was headless for a longer period until BoS officer Bast took it under unknown circumstances. That did not last for long, as he couldn't meet the strict requirements that are demanded from BoS leader. He was overthrown from his post.
  127. As NCR saw no threat in BoS anymore, NCR removed ban so BoS delegates and traders can visit Shady Sands again. Because of the fragile relationship in the past, and securing places of interest that are attractive to the BoS too, NCR and BoS kept hostility outside of Shady Sands. But no notable reports of any further NCR-BoS clashes exist.
  128. Because of leader's illiteracy and their general reputation in the Wastes, "Brotherhood of Steal" and "Reider's Base" instead of "Lost Hills" became a regular terms among NCR people, mostly mentioning BoS existence out of irony.
  129. After BoS threat ended, they became a laughing stock and an example of failure in the Wastes.
  130. Even that travelers will be welcomed in Lost Hills, BoS underground is sealed to this day and there is no real information what is happening down there.
  131. While Komisar returned to the NCR army where he is serving as private, the fate of Surgeon is unknown. (Rumors are saying about Surgeon's metaphysical abilities; that he and his sister shared a body and a mind.)

  133. - Enclave attack
  134. Vault City loudspeakers activated without authorization of overseer and started to broadcast messages from the Enclave. The message contained threats that were directed at NCR, its capital Shady Sands. As for good relationship that NCR is keeping with Vault City representatives, scientists from both entities confirmed that the threat is real and imminent. President Knight Shift with government organized evacuation of civilians from Shady Sands premises and surroundings. In same time NCR scientists managed to re-activate and secure pre-war hideout near Boneyard from where the government will organize the defense of its capital. News travels fast, so many groups felt that they are in danger too and offered their manpower to NCR, including the BoS. While NCR accepted the help of almost all who offered help in manpower, BoS was rejected for their bad reputation among NCR. Mostly for their raider elements in ranks and alliances, but also aspiration towards involvement in civilian life and governing of Shady Sands.
  135. Exact date of the attack is unknown.
  136. It happened in worst possible time for NCR. On tax transaction day. Enclave masked and fortified their positions perfectly. Howitzers started to started to shell Shady Sands, and after initial missile attacks, Enclave infantry squads appeared with help of, surprisingly, outlaw and anarchist factions BBS and Khans. NCR defence was well organized, prepared and numerous, but it didn't match for Enclave forces.
  137. After big fights and struggle Enclave breached the gates of town, while raiding party escort stole tax caps.
  138. BoS tried to organize defense as well, on their own, no matter that NCR government did not authorize them to do that. Their infantry forces came from their outpost, but were poorly prepared for what was happening. At the time Brotherhood forces appeared, Enclave breached the town walls and NCR was trying to hold positions by the Rangers camp. BoS forces, for unknown interest involved themselves in battle against Enclave, but NCR army too. They tried to do quick offensive action, but it backfired as they found themselves in the sandwich, in between the Enclave and NCR forces. BoS forces lost that battle along with many lives of their members.

When it was clear that NCR with allies of Talon Company, Unity of Broken Hills, Midnight Riders and few smaller organizations is losing this battle, the command decided to retreat from the town. Enclave almost completely destroyed the town, taking any sign of technology and valuables that were usable. As defenders retreated to a safe distance, trying to patch their losses and more observing than battling, Enclave retreated as well. Their interest was only to destroy the society and they succeeded.
  140. But NCR didn't surrender.
  141. NCR army regrouped with reserve forces and came back to clear the ruins, but mostly to convince themselves that Enclave threat is gone. After confirming that the Enclave is nowhere to be seen, NCR government started to plan town rebuilding. Citizens were transferred back to Shady Sands, the workforce from Vault City, Hub and Junktown was hired, trying to speed up the process.
  142. NCR rebuilt its town making it more fortified and secured thanks to help of scavenged pre-war technology and shared technology from Vault City. Guard towers with turrets were installed on Rangers Camp and Presidential Suite entrances. But biggest star that vouches security and caused return of most citizens was the working howitzer. It is classified from where NCR army managed to tow two working howitzers to Shady Sands.
  143. Soon after rebuilding, the town became one of the wasteland trading hotspots, but strict laws NCR trying to enforce there can be discouraging for the free minded travelers. Even that some visitors do not like such strict laws, thanks to the introduction of new security measures, the government succeeded to minimize outlaw elements.
  144. Everyday life started to come back to the NCR's capital, but the town never achieved its full potential.
  145. Not all Enclave soldiers were happy to be stationed on the front line against NCR and participate in attack on civilian targets. This was the decisive factor that affected some Enclave officers and soldiers to reconsider their attitude to their oaths. Several officers with their troopers deserted the Enclave and formed a rebel group, naming it - Resistance Squad. While fleeing from Enclave retaliation they kept hostility towards NCR army, but that hostility was at a minimum. Knowing that can't last forever, they contacted NCR government representatives. After negotiations they managed to get on the good side of the republic and signed a truce. Some of them later served in NCR army.
  146. Even that theories are circulating, the reason behind this attack, as well as Enclave cooperation with anarchist groups, is still unknown.

  148. NCR history; Chapter IV
  149. - Rebuliding Shady Sands
  150. The most notable change for NCR has happened in that time. After recovering from an attack, government started to gather resources and exploit what they can. What NCR meant to Wastes was confirmed by the great help of their allies. Unity of Broken Hills, Midnight Riders and Talon Company helped with gathering the needed resources. It is worth to mention that many known renewed persons, like Rilwen offered help as well. Without many on their way resource caravans were coming often to Shady Sands, both to bring materials and workforce. With granted powers, Knight Shift involved himself into rebuilding and reconstruction of Shady Sands, which was later rebuilt by his personal project. The results of it can be seen by the first step when visiting the capital.
  151. But it wasn't all going so smoothly. While the town was in ruins, raider and slaver elements were appearing in town premises trying to steal valuables, including workforce for slavery. Attackers knew that the town is not highly secured, not only because NCR lost many in attack, but also because most of the army was stationed at other points of interests, such as caravans routes and pre-war scavenging places.
  152. That delayed works, still, NCR managed to rebuild the town and invest more in security.

  154. All of the villains that were trying to pillage the town after the Enclave attack were finally expelled and declared as an unwanted element in NCR borders.

  156. - Reforming NCR - presidential and government powers - first days of the new NCR era
  157. NCR reforms started when Lucek was elected for president. Disagreements between the president and army officers started when Lucek was more inert towards suggestions making NCR more professional. Support of allies started to fade. Midnight Riders and Wu-Tang Clan started to lose faith in the president, sometimes even willing to act against NCR interests. Those disagreements resulted with Lucek demoting Knight Shift from officer rank, who was the main figure in forcing the more strict reforms, mainly focused on the professionalism of the army. After demotion, Knight Shift left the NCR army with a few other officers; Richard Harrison, Challenger, Legate Damar, and several soldiers who shared his ideas about NCR. Resigned officers formed a government in exile. At their Council meeting it was voted to form an parallel NCR entity, naming it New California Confederacy and by that provide to wasteland what official NCR government, by their opinion, couldn't - a professional and well trained army that will protect the heritage of NCR and its citizens. Seeing that army ranks deteriorated and that NCR is losing the ally support, Lucek decided to leave the office, nominating the Knight Shift as his successor. Shift accepted that nomination and soon after the new NCR council was formed. First council was formed out of NCR army officers, ally representatives, citizen representatives. On inner meetings was confirmed that Knight Shift is staying in office. NCC united with NCR. Knight Shift continued Luceks reforms in a more strict manner. It brought stability to all sectors of NCR, from civilian life in army ranks.
  158. According to the presidents promises, the first major move was, as it was expected from an ex. officer, to strengthen the army and its position, not only by keeping the current alliances with MRMC, but also with a support of Talon Company.
  159. The resources were secured, drill instructors received new orders, new training facilities were opened, and army started to be better equipped and more prepared for the tasks ahead of NCR.
  160. That too could not go without troubles. Lots of subversive activities happened in that period. The army started to fill its ranks with wastelands who had questionable interests. Alliances were more flexible on the expense of NCR. Many supporters thought that inevitable circle of attempts will result with fail of the republic once again. But instead of failing, Shift's government decided rather that is time to change a course instead of repeating mistakes.
  161. After clearing ranks and decision about alliances, republic really started to breath. NCR dissolved the alliances with Talon Company, while keeping the support of Unity of Broken Hills and Midnight Riders, as two of the last mentioned groups showed their continuous dedication to government's projects itself.
  162. Outlaw individuals and groups were expelled from premises of capital along with their supporters. NCR formed regular patrols around the whole California wasteland. By expanding and exploiting of resources, NCR quickly became one of the biggest power forces in the region, which many didn't like. After the period of peace often raids started to happen on the premises of Shady Sands, especially on the day of tax transaction. Though NCR army was successfully defending its town, that still reflected negatively on civilian life in town and also on the activities of NCR connected to the other points of interest.
  163. So called "Hub coups" started to be part of everydays life in NCR's capital. Raids, propaganda, terrorism. Subversive activities pointed against, not only NCR government, but NCR society in a whole was at its peak. Sponsored by elements that didn't like to see NCR progress, coup lasted for a long period. But long time supporters couldn't be fooled.
  164. Even that NCIA and NCR army managed to minimize coup threats it is still most favorite subversive activity of outlaw elements.
  165. As introverted as NCR became, the bigger inner support and trust grew between the government, NCR army and citizens.
  166. The highlight of the clashes was a big Enclave attack on Shady Sands, which left town lying in ruins.
  167. NCR government managed to rebuild the town and society. Strict laws and peace on republic borders were restored.

  169. As head of army commands, president, Knight Shift merged leadership of NCR army and NCR Rangers under his command. From that time Rangers are not filled with various wastelanders without proper training and questionable morals. Centralized army produced better results on the field and removed all potential disagreements between two army branches.
  170. Under the presidency of Knight Shift, NCR annexed the Junktown. Officer Richard Harrison got the town's major function. NCR, as confederation state, vouches by its constitution autonomy to entities that are part of the republic borders. According to that, Junktown got autonomy from NCR bureaucracy. Richard Harrison brought Junktown Scouts patrols back on the track. JTS were provided with NCR military training, and that's how many of them ended up in NCR army.

  172. By unclear reasons NCR broke the confederacy with Junktown and left that southern town as fully independent again. But the people of Junktown can still remember the big progress that the town has made under NCR governance.
  173. Knight Shift's cabinet hasn't only made progress on the military field. During his term, NCR secured stable paychecks for army, jobs and payment for wastelands, changed citizenship gaining process, provided benefits for citizens and taxpayers. A contract between NCR government and FLC bank (Friendly Lending Company) was revoked. Since then NCR is not gathering tax money by foreign banks but rather by their own clerks. The health department is offering free health care to every citizen. The Shady Sands town guards are often equipped by high tech weaponry and the town itself is safer for traders and visitors. The capital advanced. New buildings, new workplaces, advanced technology, all thanks to the government's efforts.

  175. NCR first and only newspapers were launched. "New California Post" is an edition of a newspaper available to any literate wastelander interested in reading news about happenings in California wastes. Because of Shift's high involvement in publishing, along with Lucek who is an official editor many can see this newspaper as a propaganda material.
  176. NCR Council was reformed and is composed out of the State Secretaires, army officers, citizen, and ally representatives.
  177. State Secretaires are involved in everyday civilian life with their duties.
  178. Considering Knight Shift is serving the longest term in the presidential office, it is expected that his government brought most of changes to the republic.
  179. It may sound that NCR society thrived and raised to the top, but there is still lots to be done.
  180. Even that NCR managed to secure a better quality of life in the capital, Shady Sands potential is not fulfilled. Rare army patrols, occasional travelers and curious traders is all that can be seen by the habitants.
  181. The government won't admit it, but there is huge diversity in authority treatment between mutants ghouls and humans. Mutants can't become soldiers of NCR army nor citizens anymore. While it can't be seen openly, the government is conducting a racist policy, trying to push out irradiated and infected out of the borders.
  182. The constant struggle between expansion, resource exploiting and protecting the borders against lawless militia forces is taking its cost, both in caps and lives. You can often hear complaints from civilians against NCR brutal laws and enforcing controls over citizen life by citizen vouchers and taxations. As not all can just accept imposed laws they never heard of and governing of persons in fancy suits over night, California wastes is full of resistance movements against NCR. And that is why NCR army is still waging an endless war on several fronts. Because of the army efforts economic situation is better than before and civilian life in Shady Sands greatly improved, but citizens almost forgot what war against Enclave did to them and their families. For most of them war is non existent. Until war comes back knocking on their doors. History is often repeating itself, and often we are witnessing that magical circle of dystopia.
