- Mainlanders - The Paw'don natives who have lived here. They have had to deal with a sudden influx of outsiders coming into their small village over the past decade, and many still remain split on whether the Tushui and Stormwind's influence are right for the town. Some see them as meddling outsiders who will bring ruin to their village, and some will see them as the village's saviors. They also have to deal with the Rajani, who aren't keen on anyone else but themselves, moving into the same accursed keep that the Horde held their kids for ransom in.
- Tushui - A faction of the Tushui that are closer to the Alliance than most of their ilk, lead by a Shao'din full of Fourth War veterans. They use Paw'don as their de facto capital, eschewing the shared territory of the Wandering Isle that most of their monks come from. The Tushui here are proud of their allegiance to the Alliance, having seen what the Horde did to the Vale and their own capital. They have mixed Alliance concepts of honor and integrity into their own philosophy, letting it reinforce their own moral convictions.
- Alliance - The current ward of Paw'don Village. They use Paw'don as their civilian foothold into Pandaria, and use their better public relations with the continent to keep watch on Horde forces in the area and mine Ghost Iron for their military's weapons, seeing as how it's better than their own steel. They work to maintain Lion's Landing and Paw'don, and hope to re-establish Westwind Rest, but are otherwise cautious on expanding further into Pandaria until they are sure that their rulers will be welcomed with open-arms.
- Alteraci - A group of disgruntled humans from Alterac and sympathetic peoples who have come to escape prejudice from the other human kingdoms, still tense from the betrayal during the Second War. They have lost hope at the thought of Alterac being reclaimed from Horde hands, and thus have moved to Pandaria to establish their own presence there. Many seek to move in-land, but prejudice against outsiders have kept them in Paw'don, where they remain one of the largest groups among the outsiders.
- Jadewind League - A merchant's guild under charter with Stormwind City to protect and coordinate trade with Pandaria. Many pandaren goods leaving the mainland are controlled with a monopoly under the Jadewind League. They bring in all sorts of goods from outside of Pandaria into it as well, and are willing to work underneath Alliance regulations to get their products cheaper or more of them, including drug smuggling with the Pandaren Black Market. They also do their best to deal with piracy in Pandarian waters, but can struggle against more organized forces.
- Highborne - During the Fourth War, the Tushui offered to take up a bunch of refugees from Auberdine and Stormwind and settle them down in Paw'don. Many of the Highborne were more than willing to take up the opportunity, seeing it as a way to reconnect with an old ally and possibly re-establish some glimpse of their glory days, before their lust for power bit them in the ass. Although smaller than humans, their long age has given them the wisdom needed to slot into influential positions within the waterfront. They also try to research pandaren artifacts when they can, hoping to rediscover pre-Sundering arcane arts.
