Now that we have established direct control over the trans-Saharan trade routes and reconnected with our Muslim brothers to the north, we have made contact with many Ibadi still residing in the outskirts of Berber and Tuareg land; hoping to live free of persecution. Shall we issue an official proclamation, allowing them to migrate to our land in peace; and settle? We still have a sizable Ibadi minority in our lands and this would increase their influence. However this will surely upset our Arab brothers who care deeply about adherence to Sunni doctrine. Would it be better to continue letting Ibadis languish on the outskirts so that we may make powerful allies?"
