  42. From Deutsche Welle:
  43.
  44. Berlin's Teufelsberg listening station to be historical monument
  45.
  46. An abandoned Cold War listening station in the forests
  47. outside Berlin will now receive state protection. The site
  48. has become a popular destination for more adventurous
  49. tourists.

  53.
  54. A former NSA spy station outside Berlin will receive state
  55. protection as a historical monument, authorities confirmed on
  56. Saturday.
  57.
  58. The iconic buildings on the western edge of Berlin, as well as
  59. the hill called Teufelsberg that they stand upon, will be placed
  60. under a preservation order, state curator Christoph Rauhut
  61. confirmed to the Tagesspiegel newspaper. A spokesman for the
  62. Senate Cultural Administration also confirmed the news to the DPA
  63. news agency.
  64.
  65. The step was officially announced on Monday.
  66.
  67. Authorities said the order does not mean the site will have to be
  68. reconstructed as it once was but will instead ensure its
  69. preservation in the current state.
  70.
  71. What is Teufelsberg?
  72.
  73. During the Cold War, US intelligence wanted to build a listening
  74. station in West Berlin to intercept Soviet radio communications.
  75. Testing throughout West Berlin revealed Teufelsberg, a manmade
  76. hill in the Grunewald forest, had ideal conditions for such a
  77. center.
  78.
  79. In 1963, the Americans built Field Station Berlin atop the hill.
  80. The station consisted of a series of white towers, buildings and
  81. domes. What exactly happened inside is still classified — until
  82. at least 2020 — but operations to intercept and jam Soviet
  83. communications continued until the fall of the Berlin Wall in
  84. 1989. The station was then shut down and stripped of its
  85. equipment.
  86.
  87. Since then it has stood in ruin outside Berlin, becoming a
  88. thriving hub for graffiti artists and an offbeat site for
  89. tourists. Various efforts to redevelop the site have fallen
  90. through. The current owner charges tourists to enter the site,
  91. but in 2015 one of the prime drawcards of the site, the main
  92. listening tower, was shut down for safety reasons.
  93.
  94. The hill itself is of interest, too. When Hitler came to power,
  95. he wanted to build a university faculty for military technology
  96. on the site. It never came to fruition and was demolished during
  97. the war. The area was then used as a dumping site for rubble from
  98. the ruins of Berlin after the war. It eventually reached 120
  99. meters (400 feet) and was covered with dirt and trees to give it
  100. a more natural appearance.

  147. From Radio France International:
  148.
  149. New Caledonia votes to stay with France
  150.
  151. 4 November 2018
  152.
  153. Voters in New Caledonia rejected independence for the Pacific
  154. archipelago in a referendum on Sunday, with just over 56%
  155. choosing to keep ties with the mainland in a closely-watched test
  156. of support for France in one of its most remote territories.
  157.
  158. On the final count, 56.4 percent of people had rejected the
  159. proposition that New Caledonia become independent, in a clear but
  160. smaller-than-expected victory for loyalists to the mainland.
  161.
  162. âe results came in, French President Emmanuel Macron spoke of
  163. his "immense pride" that the Pacific islanders had voted to
  164. remain part of the French Republic.
  165.
  166. "The majority oaer †u%ave chosen France: it's a sign of
  167. confidence in the French republic, in its future and its values,"
  168. Macron said in a televised address from the Élysée Palace.
  169.
  170. The landmark referendum had been promised as part of a deal
  171. signed two decades ago to end a violent campaign by separatists
  172. from the indigenous Kanak people.
  173.
  174. It was seen as a test of the appeal of remaining part of France
  175. for such far-flung territories, which are heavily dependent on
  176. state handouts but where many feel overlooked by Paris.
  177.
  178. Located some 18,000 kilometres (11,000 miles) from the French
  179. mainland, New Caledonia is home to a quarter of the world's known
  180. supplies of nickel -- a vital electronics component -- and is a
  181. strategic foothold for France in the Pacific.
  182.
  183. Some 175,000 people were eligible to vote, with officials
  184. reporting turnout at over 80%.
  185.
  186. Some polling stations in Noumea, the capital, closed about an
  187. hour late because they had large lines of people still waiting to
  188. vote at the planned closing time.
  189.
  190. A previous referendum in 1987 was undermined after Kanak's
  191. boycotted the vote claiming the terms of voter eligibility were
  192. unfair. This time round only residents of 20 years or longer can
  193. vote, excluding many white European migrants with a weak
  194. connection to the territory.

  202. out largely along ethnic lines", said FRANCE 24's correspondent
  203. Jack Hewson.

  257. ehÕzfµuntpr~lkegd x,ee² reportedly purged last month for having
  258. listened to an RFA broadcast.
  259.
  260. Sources say the officer, a member of the Command's signal corps,
  261. was caught listening to RFA while on patrol. He was discovered by
  262. another officer.
  263.
  264. A source from Pyongyang told RFA's Korean Service on November 3
  265. that "the officer was checking the communication center of a mine
  266. site, specifically to test a radio transmitter and receiver."
  267.
  268. "He tuned in to the specific frequency for RFA and was caught,"
  269. said the source.
  270.
  271. "The purged officer is from Pyongsong, South Pyongai ehÝVdi
  272. tei tKeid-20s and [prior to the incident] had been
  273. recognized for his loyalty and exemplary adherence to
  274. principles," the source said.
  275.
  276. "He had been in charge of the Supreme Guard Command's
  277. communications for quite a while, but after he was caught by his
  278. colleague, it was reported and he just disappeared," the source
  279. said.
  280.
  281. The Washington-based RFA broadcasts in nine languages to six
  282. countries seen as lacking free and independent media. Like most
  283. of the six countries, North Korea bans the outlet.

  286.
  287. The consequences for this guarnons il#gytflnd the individual himself. The whole

  289.
  290. "After the incident, the Supreme Guard Command was closely
  291. investigated by the Organization and Guidance Department of the
  292. [Korean] Workers' Party," the source said. "They were under close
  293. surveillance for about a week and are still being reorganized,"
  294. added the source.
  295.
  296. As a result of the investigation other officers in the elite
  297. fighting force have also gone missing.
  298.
  299. "Some of the guys who were guarding the Workers' Party Committee
  300. and Kumsusan Palace of the Sun were also purged, but there is no
