- From Deutsche Welle:
- Berlin's Teufelsberg listening station to be historical monument
- An abandoned Cold War listening station in the forests
- outside Berlin will now receive state protection. The site
- has become a popular destination for more adventurous
- tourists.
- Alistair Walsk
- 3 November 2018
- A former NSA spy station outside Berlin will receive state
- protection as a historical monument, authorities confirmed on
- Saturday.
- The iconic buildings on the western edge of Berlin, as well as
- the hill called Teufelsberg that they stand upon, will be placed
- under a preservation order, state curator Christoph Rauhut
- confirmed to the Tagesspiegel newspaper. A spokesman for the
- Senate Cultural Administration also confirmed the news to the DPA
- news agency.
- The step was officially announced on Monday.
- Authorities said the order does not mean the site will have to be
- reconstructed as it once was but will instead ensure its
- preservation in the current state.
- What is Teufelsberg?
- During the Cold War, US intelligence wanted to build a listening
- station in West Berlin to intercept Soviet radio communications.
- Testing throughout West Berlin revealed Teufelsberg, a manmade
- hill in the Grunewald forest, had ideal conditions for such a
- center.
- In 1963, the Americans built Field Station Berlin atop the hill.
- The station consisted of a series of white towers, buildings and
- domes. What exactly happened inside is still classified — until
- at least 2020 — but operations to intercept and jam Soviet
- communications continued until the fall of the Berlin Wall in
- 1989. The station was then shut down and stripped of its
- equipment.
- Since then it has stood in ruin outside Berlin, becoming a
- thriving hub for graffiti artists and an offbeat site for
- tourists. Various efforts to redevelop the site have fallen
- through. The current owner charges tourists to enter the site,
- but in 2015 one of the prime drawcards of the site, the main
- listening tower, was shut down for safety reasons.
- The hill itself is of interest, too. When Hitler came to power,
- he wanted to build a university faculty for military technology
- on the site. It never came to fruition and was demolished during
- the war. The area was then used as a dumping site for rubble from
- the ruins of Berlin after the war. It eventually reached 120
- meters (400 feet) and was covered with dirt and trees to give it
- a more natural appearance.

- From Radio France International:
- New Caledonia votes to stay with France
- 4 November 2018
- Voters in New Caledonia rejected independence for the Pacific
- archipelago in a referendum on Sunday, with just over 56%
- choosing to keep ties with the mainland in a closely-watched test
- of support for France in one of its most remote territories.
- On the final count, 56.4 percent of people had rejected the
- proposition that New Caledonia become independent, in a clear but
- smaller-than-expected victory for loyalists to the mainland.
- âe results came in, French President Emmanuel Macron spoke of
- his "immense pride" that the Pacific islanders had voted to
- remain part of the French Republic.
- "The majority oaer †u%ave chosen France: it's a sign of
- confidence in the French republic, in its future and its values,"
- Macron said in a televised address from the Élysée Palace.
- The landmark referendum had been promised as part of a deal
- signed two decades ago to end a violent campaign by separatists
- from the indigenous Kanak people.
- It was seen as a test of the appeal of remaining part of France
- for such far-flung territories, which are heavily dependent on
- state handouts but where many feel overlooked by Paris.
- Located some 18,000 kilometres (11,000 miles) from the French
- mainland, New Caledonia is home to a quarter of the world's known
- supplies of nickel -- a vital electronics component -- and is a
- strategic foothold for France in the Pacific.
- Some 175,000 people were eligible to vote, with officials
- reporting turnout at over 80%.
- Some polling stations in Noumea, the capital, closed about an
- hour late because they had large lines of people still waiting to
- vote at the planned closing time.
- A previous referendum in 1987 was undermined after Kanak's
- boycotted the vote claiming the terms of voter eligibility were
- unfair. This time round only residents of 20 years or longer can
- vote, excluding many white European migrants with a weak
- connection to the territory.

- listened to an RFA broadcast.
- Sources say the officer, a member of the Command's signal corps,
- was caught listening to RFA while on patrol. He was discovered by
- another officer.
- A source from Pyongyang told RFA's Korean Service on November 3
- that "the officer was checking the communication center of a mine
- site, specifically to test a radio transmitter and receiver."
- "He tuned in to the specific frequency for RFA and was caught,"
- said the source.
- "The purged officer is from Pyongsong, South Pyongai ehÝVdi
- tei tKeid-20s and [prior to the incident] had been
- recognized for his loyalty and exemplary adherence to
- principles," the source said.
- "He had been in charge of the Supreme Guard Command's
- communications for quite a while, but after he was caught by his
- colleague, it was reported and he just disappeared," the source
- said.
- The Washington-based RFA broadcasts in nine languages to six
- countries seen as lacking free and independent media. Like most
- of the six countries, North Korea bans the outlet.
- Consequences
- The consequences for this guarnons il#gytflnd the individual himself. The whole

- "After the incident, the Supreme Guard Command was closely
- investigated by the Organization and Guidance Department of the
- [Korean] Workers' Party," the source said. "They were under close
- surveillance for about a week and are still being reorganized,"
- added the source.
- As a result of the investigation other officers in the elite
- fighting force have also gone missing.
- "Some of the guys who were guarding the Workers' Party Committee
- and Kumsusan Palace of the Sun were also purged, but there is no
- confirmed information about how many and who they might be," the
