  18. Describe the functions of Civil Protection and its general relation with other personnel.:

  21. Civil protection generally serve as the peacekeeping force of the combine, being the bulk of the overwatch forces found in cities on a regular basis.

Citizen: A civil protection unit is a fearsome image to a unit, as with the combine invasion, regular citizens have no rights, meaning any unit can single out a citizen for a random beating, search, or worse, however some loyalists tend to enjoy the company of units, as it makes them feel as in they are in a safer place. Most citizens don't know what has happened to a unit after they join the force, or if what's underneath their armour is even human anymore, causing the fear to increase massively.

  27. Resistance: Civil protection units hunt, press out, and use any tactics, and equipment at hand to fulfill the goal of eliminating all resistance, as they pose both a threat to sociostability, along with the lives of others.

Other CP's: All civil protection units will tend to prefer remaining in groups of at least two or more, they remain professional, speaking to each other outside of HPR1 mainly in terminology, about mission-related subjects, although when they are not, they occasionally speak about unimportant matters (Labelled by dispatch as 'non-cohesive chatter') if they aren't quieter than the average talking voice.

OTA: Civil protection are happy to have them on their side, as they are a force that has a higher position of both authority and power, which can fire upon anything that they may see as a threat, however certain units may fear them, as the OTA might be coming for them, if they fail to perform as well as they could.

Civil protection serves as the thought-police for the combine, quelling any doubts of combine superiority, and enforcing the combine made 'laws' to uphold sociostability, however they have several key differences in how they do these actions throughout the the main game, and on the server, as in game, they mainly just attack rebels, and are far more aggressive when they do attack, often killing people for little to no reason, however in the server, they take a much more proactive, and key role, being the sole distributors of "Loyalty Points", which can raise a citizen's standing in society, alongside actively engaging in unprovoked sweeps, which easily destroy the morale of rebel groups, however civil protection are NOT the main attacking force of the union, instead the union opts for use of transhuman soldiers, while civil protection are used mainly as either cannon fodder, or to attack smaller, everyday threats, as they are equipped to deal with smaller situations.

  41. There is four possible ranks for a unit to attain, with skill being gained along the way, and a special currency used by dispatch called 'sterilized credits' can be used by a unit to rank up. As they increase in rank they are given more trust over their counterparts, however they have no real authority over them, with dispatch remaining the only real 'boss' of them. However, what they do receive is more advanced weaponry and items, the ultimate rank is Rank Leader which can fill in for some of the roles of dispatch, distributing minor amounts of sterilized credits, and beginning APC patrols, along with organising other things that dispatch would normally only be able to do.

Civil protection is different from a modern law system, as they are instantaneous in both delivering a verdict to a crime, and then punishing, and units are actively punished for going out of their way to assist struggling citizens, as their main duty is to uphold the goals of the combine, with fear as one of their most important weapons. This benefits the union from an in-character perspective, as it means much less time is spent dealing with any would-be anti-citizens, and it also strikes fear into the hearts of every citizen, as they know that if they commit any crime, a unit will be able to punish them instantly, without remorse.

Dispatch organises, and communicates the entire of Earth's overwatch forces, communicating through either in-built pieces in their helmets, using radio codes and a form of newspeak, alongside loudspeakers located around the cities, to broadcast information to officers and citizens. However regarding officers, dispatch is their complete overlord, with any insubordinate units punished, or in certain scenarios killed, by their fellow officers or transhuman forces, underneath dispatch's command. The most important thing about dispatch is that it is the one and only 'commander' the civil protection force is required to obey to, relaying orders, information, and brainwashing reminders to the force of the area.

Minimal contact with citizens keeps officers from sympathizing, or building any form of relationship with a citizen, as it may cause the officer to consider going against their superiors (Dispatch). It also stops any lacerations - restricted information - from being leaked. (What radio codes mean, how certain things work, etc) An officer who is friends with a citizen, or knows them well, would be biased, and unable to perform their duties.

Citizens are prosecuted behind closed doors for two major reasons, the first being that it adds an additional layer of fear to the citizen, as they don't know what happens, or what is going to happen to them if they are brought into any restricted areas. It's second effect, is that it keeps socio-stability higher, and helps make citizens believe that "It's safer here", as if they see their friends and colleagues getting beaten, they would think that it was unsafe in the cities, which could spark a rebellion, majorly fracturing sociostability, and weakening the combine's grip on the earth, this is especially true in locations such as city twenty-four, which is supposed to be the main loyalist hub, and seeing somebody being beat would 'shatter the illusion' that each citizen lives.

  68. Witness sterilization is performed on any average citizen or biotic that see's a unit unmasked, or as human under the mask, or weak in any way. It is performed as civil protection are the main face of the union, and by them being shown as weak, it could show the entire union as being weak, which could spark people to attack civil protection, or form an organised rebellion. Other members of the union that have witness sterilization enacted upon signs of weakness are the CAB, and OTA.

  72. 'Code midnight' is a special code called in a civil protection sweep of an area, usually by dispatch or the commanding officer of the sweep. Starting midnight means that units must have their radio chatter quietened (/togglechatter), remain walking, or crouched in a quiet way to minimize noise, disable their flashlights, and remain silent. Midnight can only be broken upon the leader of the sweep (Dispatch, or a high-ranked unit) calls for 'Midnight Shatter', which removes all midnight restrictions.

I've been a member of this community for a long while now, along the way I've contributed in whatever ways I can, and attempted to help newer players whenever possible, leading factions and attaining most whitelists (W.I, CWU, UC, CP) in the past, reaching 50 rank points on here. AFAIK, I've never been warned for my behaviour within Civil Protection, and was removed strictly for activity related reasons.
