No, because motivations are mostly hidden from a player's view and ultimately only matter for the person alone.

It's the things they've done due to their motivations which matter. Which garner them presence due to it. Nobody cares for motivations, they care for words and actions and yes.

in terms of character presence okui is one of, if not the most talked about PC currently around
and nearly all of the conversations about them center around their character being hated or doing something bad to another pc

I would disagree with this, recently people are been talking more about who got promoted and who fucked up in the exams.
Maybe before the Mizukage died, yes, I would agree.
I'm going to use myself as an example, feel free to disagree.
Rui. I've gone up to people and tried to kill them for pissing me off icly.
I've done this nine times and been punished for it plenty.
Sure people don't talk about me as much, but I give off a rather standoffish presence to the characters I've touched and in turn they've altered their IC towards me as one of being cautious at the very least, to being fearful at most.
I act abrasively to Nobugetsu who I've had beef with since day one and assaulted and insulted him constantly.
In turn I always garner negative attraction from him and hate from him, which in turn leads me to antagonising and tormenting him verbally.
I've threatened to kill people and made attempts when I say I would, putting my money where my mouth is.
People know who I am, even if they don't talk about me. Would you agree?
Would you agree, my character isn't the nicest of people and a general sack of shit, that has very few morals, that they'll get things done regardless of the consequences?
Hell, even yesterday, you bore witness to this and prior to that, my character had no ill relation nor hatred towards Okui.
Infact, had respect until you insulted her and got on her bad side.
Yet, despite all my actions nobody knows or cares for Rui's motivations. They only care about what I did and what I didn't do.
However thanks to what I did do, I'm not trusted icly and seen as bloodthirsty.
Okui on the other hand, is seen in a light that is shady yes, but someone who can get things done; nobody knows or cares about her motivations.
To do so would need a speech which exposes 'em and gives context.
Which nobody is going to do or want to do, since it waters it down, so you have to prove it with actions that set the desired angle of impression you want to leave on people.
I wanted to be seen as someone who openly antagonises people and isn't scared of attacking when I want and if I want, I've done that, people keep reminding me icly about it.
You've done it before, but it didn't generate as much talk since it was solved rather quickly and via the higher-ups/starters, so the current generation wasn't given a chance to partake willingly or not.
Aside from the few involved.
I've spoken to Asuga and so on and they haven't really mentioned that fight icly. Which is a shame.
