The first half of the part you addressed, you said it's often a bad idea to just help someone who needs help based on a number of factors. I agree with that. And this part of the misconception is more common in lower elos. The second part is what is often missed in gold and plat and low diamond.

No, you don't set the lanes that "don't need help" lower on your priority list. If anything, you set them higher. Because a lane that is already doing really well is a lane that has a much higher chance of making your gank successful because there is already a lead. In fact, games are often won by snowballing the already winning lane who needs no help whatsoever over and over again, even if the rest of your team is getting destroyed. I often see someone in solo queue when i play on a smurf say "I don't need help, go help bot". No my friend, that's not how jungling works. I'm not ganking your lane for you because I like you or because you need help. I'm doing it because I see it as the shortest route to winning the game.

Completely remove the "lanes that don't need help" part from the guide and it should be good to go.
This is pretty much how I was taught junglers were to play, and I see it all the time still
