  1. Command/Security Policy
  2. Security
  3.
  4. -Are not:
  5. 1. Counter-terrorists
  6. 2. Officers
  7. 3. Command
  8. 4. Granted any special treatment under the law whatsoever
  9.
  10. -Are:
  11. 1. Security Guards, the Warden, the Detective and the Head of Security
  12. 2. Temporary contract employees
  13. 3. Held to a higher standard due to starting the game with an arsenal of lethal and non-lethal weapons and clad in armor
  14. 4. Worth less than R&D to Nanotrasen
  15. 5. Employed and terminated at the discretion of Command
  16.
  17. -Should not:
  18. 1. Engage in metagaming behavior
  19. 2. Engage in powergaming behavior
  20. 3. Attempt solely to thwart antagonists while failing to engage in any sort of role-playing
  21.
  22. -Should:
  23. 1. Respect Nanotrasen’s Org-Chart (see Command section)
  24. 2. Attempt to thwart antagonists through and while role-playing
  25.
  26. -Are never allowed to:
  27.
  28. * Execute Crew or Security without a legal execution order as outlined below:
  29. 1. Execution order for Crew or Security from Captain or First Officer (the Head of Personnel assumes his or her duties as First Officer in case of a missing or disabled Captain)
  30. 2. If there is no Captain or First Officer alive or present, an execution order for Crew or Security can be issued by Command staff based on majority vote of remaining Command.
  31. 3. An exception is the case where a vote consists solely of a vote by the Head of Security to execute Crew or Security. These votes are invalidated by Centcomm due to prior abuses by drunken and disorderly Heads of Security.
  32. 4. If an execution vote among non-Captain and non-First-Officer Command is tied, it is considered an invalid execution order
  33.
  34. * Execute Command, unless specifically directed to by Centcomm or a legal execution order.
  35.
  36. * Use lethal force against Crew or Security, unless the following requirements are met:
  37. 1. The crew in question are actively engaged in or posing imminent and material threat of a capital offence which include but are not limited to:
  38. 1. Mass murder of Crew or Security (2 or more Crew or Security)
  39. 2. Murder of Command (1 or more Command)
  40. 3. Creating unusual and exceptional dangers which will likely lead to mass murder of Crew/Security or murder of Command (bombings, setting fires, modifying the AI in such a way that it may start posing a substantial threat to Crew, Security and Command)
  41. 4. Use lethal force against Command, unless specifically directed to by Centcomm or a legal execution order.
  42.
  43. * Permanently deprive a released prisoner of mundane and non-dangerous items. Exceptions will be permitted and consideration will be given by Centomm. For example, if the clown swipes a prisoner’s PDA from the brig, Security will not be punished if they are unable to reclaim it and return it to the released prisoner.
  44.
  45. * Declare mundane and non-dangerous items as contraband. Tazers, flashbangs, batons, pepper-spray, flashes, handcuffs and spears are specifically classified as mundane and non-dangerous items until they are used in a serious or capital crime and cannot be declared illegal for all Crew.
  46.
  47. * Sentence a prisoner to perma-brig unless a legal order for the sentence has been handed down. The same authorization process for executions is used for perma-brig sentences. To eliminate any confusion, this means the Head of Security giving permission to perma-brig is not sufficient for this sentence. Permanently brigged prisoners can be permanently deprived of all possessions (unless released), but reasonable effort must be made to bring these prisoners back to Centcomm alive for reconstitution into Employee Nutritional Substance (ENS®). To overturn a perma-brig sentence, the same process for executions and perma-brig sentencing must be used.
  48.
  49. -Are allowed to:
  50.
  51. * Execute or use lethal force toward dangerous non-crew without fear of punishment by Centcomm. These include but are not limited to:
  52. 1. Confirmed Space Wizards
  53. 2. Confirmed Changelings
  54. 3. Confirmed Head Revolutionaries
  55. 4. Confirmed Syndicate Nuclear Operatives
  56. 5. Aliens, blobs, slimes and other organisms which are excluded from employment according to Nanotrasen Employment Guideline #PRPG-4-10
  57.
  58. * Use the brig cells for detention of Crew and Security in a manner they see fit. Expect Centcomm retribution if this privilege is abused. A few strong suggestions:
  59. 1. Possession of Security gear should not result in a brig sentence if this is the only ‘crime’ that has been committed.
  60. 2. Non-harmful actions such as slipping and pushing should not result in a brig sentence as long as these are not precursors to a more serious attack. A good rule of thumb is: did the ‘victim’ receive any type of damage? Were they slipped into an area open to space? Were they attacked after being pushed down?
  61. 3. Theft of easily replaceable items such as toolboxes should not result in a brig sentence if this is the only ‘crime’ that has been committed.
  62.
  63. * Conduct searches appropriate to the Station Alert Level. Centcomm will not be happy if micromanagement of search procedures is necessary due to overzealous activity by Security.
  64.
  65. * Reclaim property of Security (batons, tazers, etc) through non-violent and non-aggressive means. (Donuts for Tazers anyone?)
  66.
  67. -Can expect
  68.
  69. 1. Reduced or waived punishment by Centcomm if any of these rules are broken with a good reason. Centcomm decides if the ‘good reason’ fails, meets or exceeds Nanotrasen Workplace Ethics Doctrine standards.
  70. 2. Harsh punishment by Centcomm for Security who are found to have behaved in a manner that violates Nanotrasen Workplace Ethics Doctrine standards.
  71.
  72. Command
  73.
  74. -Are not:
  75.
  76. 1. Going to put up with crap from Crew or Security
  77. 2. Currently being recruited by Syndicate forces to turn against their employer
  78. 3. Security (other than the Head of Security)
  79.
  80. -Are:
  81.
  82. 1. Captain, Head of Personnel, Chief Medical Officer, Research Director, Head of Security, Chief Engineer and Quartermaster
  83. 2. Officers who are charged with running the station
  84. 3. Held accountable for profit and loss by Nanotrasen
  85.
  86. -Are allowed to:
  87.
  88. * Officially demote or officially promote Crew and Security per the below rules:
  89. 1. Captain and Head of Personnel – all Crew and Security. If both are present and agree, they may promote or demote Command (even themselves). Directives by the Captain and Head of Personnel take priority over all other promotions and demotions.
  90. 2. Chief Medical Officer – Medical, Chemistry, Genetics and Virology Crew
  91. 3. Research Director – Science and Robotics Crew
  92. 4. Chief Engineer – Engineering and Atmospherics Crew
  93. 5. Quartermaster – Cargo and Mining Crew
  94. 6. Head of Security – Warden, Security and Detective
  95.
  96. * Order executions of Crew and Security using the following rules:
  97. 1. If Captain is present and conscious, only the Captain can issue or belay a legal execution order
  98. 2. If the Captain is not present or conscious, the Head of Personnel assumes First Officer duties and is the only one who can issue or belay an execution order
  99. 3. If neither the Captain nor Head of Personnel are present or conscious, the rest of Command can vote to issue an execution order. The exception to this rule is that a single vote cast by the Head of Security is not sufficient for issuing an execution order.
  100. 4. Ideally, the Warden should carry out the execution, however a legal execution order can be carried out by Crew, Security or Command.
  101.
  102. * Order executions of Command using the following rules:
  103. 1. Both the Captain and Head of Personnel must agree. If one or both are not present, a legal execution of Command staff is not possible under any circumstances.
  104. 2. Additionally, other Command are to be given an opportunity to veto an execution order of Command staff. A single veto by any Command staff other than the target of the execution order invalidates the order.
  105. 3. For example, the Captain may issue a legal execution order on themselves as long as the Head of Personnel agrees and no other Command disagree and the Captain does not veto his or her own execution.
  106. 4. Regardless of circumstances, if this privilege is abused, expect harsh punishment by Centcomm.
  107.
  108. -Are not allowed to:
  109.
  110. 1. Abandon their duties to the station for long periods of time without informing Centcomm.
  111. 2. Deny a valid vacation request submitted by their subordinates in accordance with Nanotrasen Vacation Policy PRPG-8-1
  112. 3. Damage, deactivate or destroy Nanotrasen supplied AI products who are functioning normally. Damaging, deactivating or destroying an Asimov AI who is following its rules constitutes a major replacement cost and looks terrible on the month end financials.
  113.
  114. -Can expect:
  115.
  116. 1. Backing from Centcomm, especially when compelling role-play is displayed by Command players.
  117. 2. Harsh punishment from Centcomm in the event of execution or perma-brig orders for unreasonable or insufficient reasons.
