I have given up entirely and decided that the potential in Pazmat is just done with an adjective meaning "able", the weird pseudo-relativising particle *na* and then a deranked participle clause. Negative potential statements just use a completely different adjective meaning "unable". Also the adjectives are defective (athematic only), must appear in the locative
