Menarian Reform

Whilst fighting in the Sunset Imperium, Menander had begun to manifest new ideas to improve the coordination and development of the Lightwatcher Imperial Armies. He had studied the Legions of Samir that once dominated the Wine-Dark, and formed the Menarian Reforms. Taking into account the current population of the Empire and the recruitable manpower, the following reforms are recommended;
3rd Samiri Legion is dissolved and it’s members are to be alloted amongst 8 new legions that will be created. These legions will represent the 8 main islands of the Empire.

Officiating of each Legion is also to be changed. Starting at the base of the structure is the Legionnaire, the soldier. 10 Legionnaires will then be under command of a Valiant. Above the Valiant is the Centurion, who commands ten Valiant. Above the Centurion is the Lord Radiant, who commands ten Centurion directly and also directs and commands the entire Legion as a whole. Finally, the Lord Radiant will then report to the Overlord, the top general of the Imperial Armies appointed during wartime from amongst preexisting Lord Radiant.

Each Legion will be responsible for their recruitment and further development. All Legions will be equipped with enough equipment for 1,000 soldiers, munitions, and equipment.

A unique exception is to be made for the 2nd Samiri Legion. The 2nd will be allowed 5,000 troops and will be allotted the necessary munitions for that amount of men.

Overlord > Lord Radiant(1,000) > Centurion(100) > Valiant(10) > Legionnaire

The Legionnaire will be equipped with the following standard equipment;
Iron Gaela Helm, Iron Scale-Shirt, Xiphos, Oval Shield, 2 pilum
 Legions may alter this as they wish, however the treasury will not be responsible for costs related to the new equipment.

Every legion will be outfitted with 100 cavalry, and 100 auxiliaries. These auxiliaries will be special units (Jaguar Fighters, Warlocks, etc.) which can do with as they see fit. Each legion will also be outfitted with several ballistae/scorpios.

The average cookie-cutter legion, barring new additions of the Radiant’s choosing, will look as such;
So, average legion
Number; 1,000 (100 cavalry and 100 auxiliaries)
Equipment; Iron Gaela Helm, Iron Scale-Shirt, Xiphos, Hoplon, 2 pilum, Ballistae/Scorpios

The tradition for selecting Lord Radiant and Overlords are to be recommended as such;
Lord Radiant are to selected from preexisting men of noteworthy military past (War Heroes, Officers, etc.), with decision ultimately being left to the Overlord, who will in-turn be selected by the Emperor himself. Each of these positions are a lifetime term, unless they choose to retire or until their death. The Council, if they deem the Overlord to be of unsatisfactory standard, may hold a vote to remove him from position and if successful, may then vote on who will become the new Overlord.
