- A few years ago, Morbo contacted me about a temporary cessation of
- hostilities between Celest and Hallifax. The brief discussion fell
- through when we asked that Hallifax cease interference with our war and
- rescind their defense of Magnagoran territories. Earlier this month, he
- again expressed a desire to meet with me, stating that the Board was
- supporting the possibility of a non-aggression treaty with Celest. In
- essence, he claims that Hallifax is seeking its independence from their
- current alliance and that they would remove their support of Magnagora
- for peace with Celest.
- Having said that, Morbo has submitted a draft to me of potential terms.
- These are negotiable, and additions are amenable. However, before we
- discuss the particulars, we should determine whether we want to proceed
- with this political venture. To be considered are the recent hostilities
- between our nations, particularly in regards to Lord Eventru's order (as
- far as I am aware, this matter has been settled, though confirmation
- would be helpful), as well as the implications this would cause among
- our relations with Glomdoring and Gaudiguch.
- My time now is short, and so I will just leave a copy of the draft below
- and welcome discussions on this topic in the news here. Later in the
- month I will compose my thoughts and initiate a more formal proposal to
- address our national stance.

- TREATY PROHIBITING AGGRESSION BETWEEN HALLIFAX AND CELEST
- PREAMBLE
- Being the document detailing the formal cessation of aggression between
- the City of Hallifax and the City of Celest, laying out obligations and
- restrictions therein, and dictating the various terms and conditions of
- the treaty.
- Article 1
- Definitions
- I. Hallifaxian Territories are defined as the City of Hallifax, the
- Elemental Plane of Air, the Cosmic Plane of the Continum, The Nexus
- World of Hallifax and any subsequently discovered planes through which
- the Matrix intersects. Included in this definition are all villages
- which have pledged themselves to Hallifax and the Temples and Realms of
- the Divine Pantheon of Hallifax.
- II. Celest Territories are defined as the City of Celest, the Elemental
- Plane of Water, the Cosmic Plane of Celestia, the Nexus World of Celest,
- and any subsequently discovered planes through which the Pool of Stars
- intersects. Included in this definition are all villages which
- have pledged their allegiance to Celest and the Temples and Realms of
- the Divine Pantheon of Celest.
- III. Direct combat is defined as participation in raids of said
- territories against those who are denoted as loyal to the territories
- involved. Occasions where combat is required and expected are excluded
- from this definition such as wild nodes, village revolts, aetherflares,
- and domoth claimings as well as any agreed-upon or Divine-mandated
- events. A raid is defined as unwelcome action, including but not limited
- to the slaying of loyal denizens, or slaying non-denizen citizens in
- these territories.
- IV. 'Guest' is defined as any person on Hallifax or Celest territory who
- is permitted to be present in that territory.
- Article 2
- Restrictions
- I. No attacks may be made on Citizens of Hallifax or their guests within
- the above defined Hallifaxian Territories by Celest Citizens. Likewise,
- no atacks may be made on members of Celest or their guests within the
- above defined Celest Territories. For violations see article 3
- II. Citizens of Hallifax may not engage in direct combat with Celest.
- Likewise, Citizens of Celest may not engage in direct combat with
- citizens of Hallifax.
- III. Hallifax and Celest will not place trade bans against one another.
- This policy will not affect shops or guilds, but only the cities as a
- whole.
- IV. No defiling or providing corpses/esteem for defiling shall be
- permitted against shrines of the Divine Pantheons of Hallifax and Celest
- except in the event of their use in those situations excluded from the
- direct combat definition.
- V. There will be no condensation of Celest Territories by Hallifax
- citizens or flooding of Hallifaxian Territories by Celest Citizens.
- VI. The gatthering of essence on Air or Water is permitted for members
- of either organization, except in situations where a Sphere of the
- Continuum or a Supernal of Celestia has fallen, whereupon that
- organization gains sole rights to their own supply of essence
- VII. No Hallifaxian domoth holder will absolve a domoth belonging to a
- citizen of Celest, likewise no Celest domoth holder will absolve a
- domoth belonging to a Hallifaxian citizen.
- VIII. As a show of good faith, Hallifax will grant one-time amnesty to
- those who are members of Celest upon the signing of this document.
- Likewise, Celest will will grant one-time amnesty to those who are
- members of Hallifax upon the signing of this document. This will extend
- to those who are asleep during the signing of this document who return
- while this document is still in policy but will not extend to those
- joining the cities of Hallifax or Celest after the signing of this
- document.
- Article 3
- Enforcement
- I. One who breaks this treaty knowingly accepts that they may be enemied
- to the opposing nation.
- II. If a Hallifaxian citizen should break this treaty and become enemied
- to Celest, it shall have no bearing on the articles of this treaty until
- 3 members of the Star Council message a member of the Board of Directors
- stating that they believe it is a judicious enemying.
- III. If a Celest citizen should break this treaty and become enemied to
- Hallifax, it shall have no bearing on the articles of this treaty until
- 3 members of the Board of Directors message a member of the Star Council
- stating that they believe it is a judicious enemying.
- IV. A judicious enemy is any enemy status that has been confirmed by at
- least 3 votes by appropriate authorities. A judicious enemy shall
- receive no protections as enumerated in these articles and the city to
- which the citizen belongs shall be compelled to correct the situation
- through one of the following means.
- i. First Judicious Enemy Status. 20,000 Gold Sovereigns fine.
- ii. Second Judicious Enemy Status. 40,000 Gold Sovereigns fine.
- iii. Third Judicious Enemy Status. City Disfavor, and 100,000 Gold
- Sovereigns fine.
- iv. Fourth Judicious Enemy Status. Removal from the City in question.
- Article 4
- Ammendment
- I. These articles may be amended at any time but require both the
- supermajority approval of the Board of Directors and the majority
- approval of the Star Council.
- Article 5
- Dissolution
- I. The treaty is considered dissolved upon the withdrawl of either
- party.
- II. Withdrawl requires that the party in question issue a formal
- communique to the other party regarding its decision to withdraw backed
- by either supermajority decision of the Board of Directors, or majority
- decision of the Star Council.
- III. The treaty is considered dissolved effective exactly one month from
- the issuing of this communique.
