  13. A few years ago, Morbo contacted me about a temporary cessation of
  14. hostilities between Celest and Hallifax. The brief discussion fell
  15. through when we asked that Hallifax cease interference with our war and
  16. rescind their defense of Magnagoran territories. Earlier this month, he
  17. again expressed a desire to meet with me, stating that the Board was
  18. supporting the possibility of a non-aggression treaty with Celest. In
  19. essence, he claims that Hallifax is seeking its independence from their
  20. current alliance and that they would remove their support of Magnagora
  21. for peace with Celest.

  23. Having said that, Morbo has submitted a draft to me of potential terms.
  24. These are negotiable, and additions are amenable. However, before we
  25. discuss the particulars, we should determine whether we want to proceed
  26. with this political venture. To be considered are the recent hostilities
  27. between our nations, particularly in regards to Lord Eventru's order (as
  28. far as I am aware, this matter has been settled, though confirmation
  29. would be helpful), as well as the implications this would cause among
  30. our relations with Glomdoring and Gaudiguch.

  32. My time now is short, and so I will just leave a copy of the draft below
  33. and welcome discussions on this topic in the news here. Later in the
  34. month I will compose my thoughts and initiate a more formal proposal to
  35. address our national stance.

  42. TREATY PROHIBITING AGGRESSION BETWEEN HALLIFAX AND CELEST
  43.  
  44. PREAMBLE
  45. Being the document detailing the formal cessation of aggression between
  46. the City of Hallifax and the City of Celest, laying out obligations and
  47. restrictions therein, and dictating the various terms and conditions of
  48. the treaty.
  49.  
  50. Article 1
  51. Definitions
  52.  
  53. I. Hallifaxian Territories are defined as the City of Hallifax, the
  54. Elemental Plane of Air, the Cosmic Plane of the Continum, The Nexus
  55. World of Hallifax and any subsequently discovered planes through which
  56. the Matrix intersects. Included in this definition are all villages
  57. which have pledged themselves to Hallifax and the Temples and Realms of
  58. the Divine Pantheon of Hallifax.
  59. II. Celest Territories are defined as the City of Celest, the Elemental
  60. Plane of Water, the Cosmic Plane of Celestia, the Nexus World of Celest,
  61. and any subsequently discovered planes through which the Pool of Stars
  62. intersects. Included in this definition are all villages which
  63. have pledged their allegiance to Celest and the Temples and Realms of
  64. the Divine Pantheon of Celest.
  65. III. Direct combat is defined as participation in raids of said
  66. territories against those who are denoted as loyal to the territories
  67. involved. Occasions where combat is required and expected are excluded
  68. from this definition such as wild nodes, village revolts, aetherflares,
  69. and domoth claimings as well as any agreed-upon or Divine-mandated
  70. events. A raid is defined as unwelcome action, including but not limited
  71. to the slaying of loyal denizens, or slaying non-denizen citizens in
  72. these territories.
  73. IV. 'Guest' is defined as any person on Hallifax or Celest territory who
  74. is permitted to be present in that territory.
  75.  
  76. Article 2
  77. Restrictions
  78. I. No attacks may be made on Citizens of Hallifax or their guests within
  79. the above defined Hallifaxian Territories by Celest Citizens. Likewise,
  80. no atacks may be made on members of Celest or their guests within the
  81. above defined Celest Territories. For violations see article 3
  82. II. Citizens of Hallifax may not engage in direct combat with Celest.
  83. Likewise, Citizens of Celest may not engage in direct combat with
  84. citizens of Hallifax.
  85. III. Hallifax and Celest will not place trade bans against one another.
  86. This policy will not affect shops or guilds, but only the cities as a
  87. whole.
  88. IV. No defiling or providing corpses/esteem for defiling shall be
  89. permitted against shrines of the Divine Pantheons of Hallifax and Celest
  90. except in the event of their use in those situations excluded from the
  91. direct combat definition.
  92. V. There will be no condensation of Celest Territories by Hallifax
  93. citizens or flooding of Hallifaxian Territories by Celest Citizens.
  94. VI. The gatthering of essence on Air or Water is permitted for members
  95. of either organization, except in situations where a Sphere of the
  96. Continuum or a Supernal of Celestia has fallen, whereupon that
  97. organization gains sole rights to their own supply of essence
  98. VII. No Hallifaxian domoth holder will absolve a domoth belonging to a
  99. citizen of Celest, likewise no Celest domoth holder will absolve a
  100. domoth belonging to a Hallifaxian citizen.
  101. VIII. As a show of good faith, Hallifax will grant one-time amnesty to
  102. those who are members of Celest upon the signing of this document.
  103. Likewise, Celest will will grant one-time amnesty to those who are
  104. members of Hallifax upon the signing of this document. This will extend
  105. to those who are asleep during the signing of this document who return
  106. while this document is still in policy but will not extend to those
  107. joining the cities of Hallifax or Celest after the signing of this
  108. document.

  111. Article 3
  112. Enforcement
  113.  
  114. I. One who breaks this treaty knowingly accepts that they may be enemied
  115. to the opposing nation.
  116. II. If a Hallifaxian citizen should break this treaty and become enemied
  117. to Celest, it shall have no bearing on the articles of this treaty until
  118. 3 members of the Star Council message a member of the Board of Directors
  119. stating that they believe it is a judicious enemying.
  120. III. If a Celest citizen should break this treaty and become enemied to
  121. Hallifax, it shall have no bearing on the articles of this treaty until
  122. 3 members of the Board of Directors message a member of the Star Council
  123. stating that they believe it is a judicious enemying.
  124. IV. A judicious enemy is any enemy status that has been confirmed by at
  125. least 3 votes by appropriate authorities. A judicious enemy shall
  126. receive no protections as enumerated in these articles and the city to
  127. which the citizen belongs shall be compelled to correct the situation
  128. through one of the following means.

  130. i. First Judicious Enemy Status. 20,000 Gold Sovereigns fine.
  131. ii. Second Judicious Enemy Status. 40,000 Gold Sovereigns fine.
  132. iii. Third Judicious Enemy Status. City Disfavor, and 100,000 Gold
  133. Sovereigns fine.
  134. iv. Fourth Judicious Enemy Status. Removal from the City in question.

  136. Article 4
  137. Ammendment
  138.  
  139. I. These articles may be amended at any time but require both the
  140. supermajority approval of the Board of Directors and the majority
  141. approval of the Star Council.

  143. Article 5
  144. Dissolution
  145.  
  146. I. The treaty is considered dissolved upon the withdrawl of either
  147. party.
  148. II. Withdrawl requires that the party in question issue a formal
  149. communique to the other party regarding its decision to withdraw backed
  150. by either supermajority decision of the Board of Directors, or majority
  151. decision of the Star Council.
  152. III. The treaty is considered dissolved effective exactly one month from
  153. the issuing of this communique.
