  1. I would like to propose a system whereby there is no defintion between a core-channel op and a core-op. After a probation period, all operators are given +o in all core channels. Operators are still expected to apply for specific channels, which they have a 'job' of policing, but retain the ability to +o in the rest of the core channels on the condition that it is only used in an emergency (i.e. A user joins -ops requesting assistance in a core channel, for which one of the usual ops is not available). This would allow operators to respect the usual operation of a channel, while greatly increasing the ability of the op team to react to problem users.

  3. At the moment, we either have to wait for an op in the channel or call staff; There is a clear step missing here - the assistance of one of the many other trusted ops appointed by the IRCC. To be clear, an emergency is something that clearly violates !guidelines and !coc, not a grey area that may or may not be allowed according to the channel.
