  214. **Hand cuffing and Restrain:**
  215. When deciding whether to use any restraint, officers should carefully balance officer safety concerns with factors that include, but are not limited to:

  246. Officers using emergency lights and siren shall consider the call an emergency response and proceed immediately. Officers responding using emergency lights and siren shall continuously operate emergency lighting equipment, and shall sound the siren as reasonably necessary.   267. **General Definition and execution:**

A traffic stop, commonly called being pulled over, is a temporary detention of a driver of a vehicle by police to investigate a possible crime or minor violation of law, Such as driving infraction, driver licensing issues or mechanical defects. Police vehicles traditionally have sirens, loudspeakers, and lightbars that rotate or flash. These apparatus are used by the officer to get the attention of the suspect and to signal that they are expected to move over to the side of the road and stop the vehicle. Failure to comply could result in citation of failure to yield to an emergency vehicle and possibly raise suspicion that the driver is attempting to flee.

  271. **Basic traffic stop steps:**

  273. - Once the driver stops the vehicle, take your time, make sure to update your disposition and check the vehicle's plate. (Unit Number) show me on an active 10-11 with (Car description) (number of ocupants) on (road) facing (direction) No/need additionals required.

  279. - If driver doesn't know why you pulled them over or simply answers no, Make sure to explain reason even if answer is yes (Example: I Pulled you over because you ran a stop sign on Paleto Blvd..).
  280. - Proceed to ask driver for their License, Vehicle registration and Proof of insurance. (Example : Could you please hand me your Driver's license, Vehicle registration and Proof of insurance)
  281. - If you receive required documents that dont belong to the owner, you may need to go back to vehicle and check the information by using MDT. (For commands check above).
  282. - When returning to the Driver, you either give them verbal warning (not more than one offense), a written warning, or infraction ticket for the offense. Ticket should be written judging by severity of offense or multiple offense. (high/low).
  283. - Let them know your decision. (Example : Sir, I am going to write you a citation for running a stop sign. */ticket offense and price )
  284. In case you write a ticket, Make sure to hand the copy of the ticket and make the person sign it (Example : Sir, You will have to leave your signature at the bottom of the ticket */me hands over copy of the ticket and pen)
  285. - Make sure to notify driver that signing ticket is not admission of guilt, it's only "promise" that they will appear at traffic court.

  290. **Extras:**
  291. - Remember you must present your badge number when requested.
  292. - You are not allowed to search driver's vehicle, unless driver gives consent for it, or you have probable cause to believe that person has a specific illegal article inside of it. This includes alcohol and narcotics during DUI / DWI stops where impairment is sincerely indiciated. A persons criminal record may be taken into account depending on the evidence you have. Ask for a supervisor when in doubt.

  304. **Felony Traffic Stop:**
  305. A "felony" or "high-risk" traffic stop occurs when police stop a vehicle which they have strong reason to believe contains a driver or passenger suspected of having committed a serious crime, especially of a nature that would lead the police to believe the suspects may be armed (such as an armed robbery, assault with a weapon, or an outstanding felony warrant for the registered owner). In a high risk stop, officers attempt to provide their own safety by issuing instructions to maintain absolute control over every step of the proceedings.

  312. - Every occupant (One by one, not everyone together) in the vehicle shall be ordered to leave the vehicle with their hands in the air and facing away from the officers, Starting from the driver (Following is not required, but you can still execute it for sake of rp) Order suspect to pull their shirt up and turn around slowly, This is to ensure that there is nothing on suspect's torso. After, they must be ordered to lie and stay on the ground with their legs spread. Once all occupants are secured. A group of several officers should move carefully from the right side of the suspect's vehicle to ensure that there's no one left and the vehicle is safe.
  313. - Once scene is secured, Initiating officer can proceed with the standard arrest procedure.

  315. **Pursuit's - 10-80's:**
  316. A vehicle pursuit is an event involving one or more law enforcement officers attempting to apprehend a suspect, who is attempting to avoid arrest while operating a motor vehicle by using high-speed driving or other evasive tactics, such as driving off a highway, turning suddenly, or driving in a legal manner but will fully failing to yield to an officer’s signal to stop. Even though Police chases are required, they create a dangerous situation for everyone involved especially when police go to extreme lengths pursuing suspects for minor violations. Vehicle pursuits expose innocent citizens, law enforcement officers and fleeing violators to the risk of serious injury or death, Therefore are specific guidelines which need to be followed and these will be listed down below.

  318. **When and how to Initiate a Pursuit:**
  319. Officers are authorized to initiate a pursuit when it is reasonable to believe that a suspect is attempting to evade arrest or detention by fleeing in a vehicle. Some of the factors will be listed down, following factors individually and collectively shall be considered before deciding whether to initiate a pursuit.

  321. - Seriousness of the known or reasonably suspected crime and its relationship to community safety.
  322. - The importance of protecting the citizens and public as a while and apparent nature of the fleeing suspects (e.g., whether the suspects represent a serious threat to public safety).

  326. - Availability of additional resources. (e.g., helicopter assistance or required units)
  327. - Other persons in or on pursued vehicle (e.g., passengers, co-offenders, hostages)

  330. **Responsibilities and numbers of units involved:**
  331. The more law enforcement units actively participating in a pursuit increases the likelihood of a collision. Usually number of acceptable chase units Is around 3 - Such units may include the primary, secondary, supervisor, and/or other agency authorized units. Public safety should be the foremost consideration when determining the number of units permitted. However, the number of units involved will vary with the circumstances. If it appears that the number of officers involved would be insufficient to safely arrest the suspects, an operative or supervisor may request additional units to join a pursuit. Every unit has it's own responsibility in the pursuit, The initial pursuing unit will be designated as the primary pursuit unit and will be responsible for the conduct of the pursuit unless it is unable to remain close enough to the violator’s vehicle.

  333. Primary unit : Should Notify the Communications Centre (discord) that a vehicle pursuit has been initiated and as soon as practicable provide information including, but not limited to:

  346. - Taking over a pursuit as the primary unit or agency
  347. - Driving tactics

  352. **The second officer in the pursuit is responsible for the following, but is not limited to:**
  353. - Taking responsibility for broadcasting the progress of the pursuit unless the situation indicates otherwise.
  354. - Broadcasting speed, directions, conditions and general information of the pursuit unless the situation indicates otherwise.
  355. - Maintain a safe distance behind the primary unit, unless directed to assume the role of primary officer, or if the primary unit is unable to continue the pursuit

  357. **Driving Tactics and Regulations:**
  358. - Blocking or vehicle intercept - A vehicle interception involves the blocking-in of a suspect vehicle utilizing law enforcement vehicles. The intercept takes place at an intersection, parking lot, driveway or any location where a suspect vehicle is slowing, stopped or beginning to move. The law enforcement vehicles are positioned according to special instructions. Basically, a slow-speed coordinated maneuver where two or more patrol vehicles simultaneously intercept and block the movement of a suspect's vehicle.

  360. - Boxing-In - A tactic designed to stop a suspect’s vehicle by surrounding it with law enforcement vehicles and then slowing/stopping all the law enforcement vehicles to a prevent suspect from driving away.

  362. - Pursuit Intervention Technique (PIT) - A low-speed maneuver performed to cause the suspect's vehicle to spin out and put an end to the pursuit.

  364. - Ramming - The purposeful act of impacting a violator’s vehicle with law enforcement vehicle to functionally damage or in other way force the suspect’s vehicle to come to stop.

  366. - Roadblocks - A tactic designed to stop a suspect’s vehicle by intentionally and willfully placing an emergency vehicle or other immovable object in the direction of the suspect’s vehicle.

  393. Definition of PIT:
  394. By definition, the PIT manoeuvre is a pursuit tactic by which a pursuing car can force a fleeing car to abruptly turn sideways, causing the driver to lose control and stop.

  396. The P.I.T. Maneuver is done at the Deputy’s Discretion, Extreme caution must be used. The P.I.T. is NOT TO BE PERFORMED during heavy traffic conditions. Damage to property or the loss of life will fall on the Deputy. Performing the technique.

The P.I.T. begins when the pursuing vehicle pulls alongside the fleeing vehicle so that the porting of the pursuer’s vehicle forward of the front wheels is aligned with the portion of the side, then steers sharply into the target. The Sheriff Deputy must also accelerate or his bumper with slide off of the suspect vehicle. As soon as the fleeing vehicle’s rear tires lose traction and start to skid. The pursuer continues to turn in the same direction until clear of the target. This is more of a committed lane change than an actual turn. The target will turn in the opposite direction, in front of the pursuer, and will spin out. The P.I.T. may be done from either side, but consideration must be given to where both care will end up. Typically, another cruiser will tail the P.I.T. unit to proceed with the arrest, while the put unit recovers its own control and completely stop the car. The P.I.T. does not immobilize the suspects vehicle and to prevent further flight, two cruisers need to pin the suspect between them front and rear.

  400. **Vehicle Incidents:**

All (department) owned vehicles involved in any type of incident, Including the execution of P.I.T. maneuvers, are required to be returned to the Fleet Service Center at Paleto Bay Sheriff’s Office for an inspection prior to being returned to service. You may sign out a spare car to return to duty (11 Crown Vic). If the vehicle is operable, legal, and safe, it may be driven to the Service Center. Even if there is no visible Damage follow a minor MVA or P.I.T. our insurance provider still requires that the car be inspected by an authorized mechanic prior to being returned to service.

  413. **Hostage Situation:**
  414. Always allow the highest ranking officer on scene to do the talking, Never shoot unless you have been given permission to do so.

  418. **Usage of Spit Masks:**
  419. Spit masks are temporary protective devices designed to prevent the suspect from biting and/or transferring or transmitting fluids to others.

  421. Spit masks may be placed upon suspects in custody when the officer reasonably believes the person will bite or spit. They are generally used during application of a physical restraint, while the person is restrained, or during or after transport. Officers utilizing spit hoods should ensure that the spit hood is fastened properly to allow for adequate ventilation and that the restrained person can breathe normally. Officers should provide assistance during the movement of restrained individuals due to the potential for impaired or distorted vision on the part of the individual.

Road accidents are to be fully investigated - Assistance must be offered to the injured, the rights of the involved parties must be protected, causes of the accident must be determined, and when a traffic law was violated, necessary evidence must be collected to prosecute the violator. Police Officers must investigate and provide assistance at each accident scene which is brought to their attention. This responsibility applies whether the operative is dispatched to the accident scene or is informed of the accident through a third party. The duties of a Police Officer at the scene of a road accident include, but are not limited to the procedures below:
