To scam another player you must be level 5 so you are known to be experienced with roleplay and the rules of the server. To rob the person you and them have to be level 5 or above. To scam another individual you can only take 50,000 dollars or less, this is so it's fair for the criminal and the victim not left broke. You can scam more only if an admin lets you, but this is only granted before the scam and if you have a valid reason (Faction business with rivals for example.) You are not allowed to scam Houses, business' or vehicles (also raffles) because it is un-natural and powergaming, this is because they would have been given documents to the house/business, or vehicle and it would be easy to trace and get the user arrested. It's just really un-rp. This is also for roleplaying reasons. Loans however are not limited by the scam limit, this is strictly a game of chance for the person willing to give out a loan, for example. User 1 could request a loan of 1 million dollars and User 2 gives it them, User 1 never returns the money as promised ICly, User 2's only chance of getting it back is simply stealing it back, or taking it IC and going to the police in-game, filing a court case etc. Failing to abide these rules can get you in admin jail and make you return all goods, failing to return the goods will result in a permanent or temporary ban, also can be banned for failing the rules on a regular daily basis (Always scamming/robbing players more than you are actually allowed.)
