How might I create one?  

I'm thinking of couple different options. 

1) modify a pan flute adding fipples and holes
2) buy several recorders(likely mini versions) and block all wholes and connect or 
3) (cheapest option) buy penny whistles(or slide whistles) to produce high pitch version which are strung together
