How do you do it?

It was encrypted twice. The first step was to perform a modulo analysis. Using Excel, you performed a mod of the number (position from start + level) if it was above 50. You do this for every max's head. The result is 50 unique numbers from 1-50. Those numbers tell you were the max's heads ned to be rearranged.

Once the max's heads have been rearranged, you decrypted the Vigenere cypher using "scorpion" as the key.
