Proposition of a Kizantium Senate
        ---------------------------------

1) Structure & Meetings

    The Senate will involve 5 people who will regularly meet to discuss
    issues raised by members of the senate.

    Meetings will take place on Mumble at predetermined dates.

2) Election

    Election of the senate will take place on the Kizantium subreddit
    (http://www.reddit.com/r/CivcraftKizantium) where candidates will be
    listed and each poster will select 5 candidates who they feel should be
    senators. After the elections the candidates with most votes will be
    selected as senators and will immediately assume position.

3) Power

    The Senate has absolute power over Kizantium, however all acts officially
    made over Kizantium must first pass through the Senate with majority
    approval required for ratification of the act. The Senate also has the
    power to impeach any senator of whom they feel is inadequately
    representing the people and/or the State. To maintain the Senate's
    numbers, immediate election of a new senator to replace the impeached
    should take place.

    All acts must be written and recorded for future citation.

3) Further Implications

    With the election of the Senate all prior officials of the Kyzantine or
    Roman states (Excluding those elected as Senate members) no longer hold
    an official position within Kizantium.

4) Urgent Issues

    Urgent issues that require the Senate's immediate attention include:

        * Definition of senator term length.
        
        * Definition of judiciary laws to deal with legal ambiguities, as well
          as defining who deals with criminal cases.

        * Definition of building regulations for each and every district, as
          well as possible exceptions and regulations for newly allocated plots.

        * Dealing with the implications of people's pearls being held in
          Kizantium and discussion of state ownership of the pearls.

        * Understanding the circumstances that led to the recent conflict
          within the city.

        * Completion of the clauses of the peace treaty between Kizantium and
          Atmora.
