First and foremost, thanks for taking the time to contact MasterCard with your spirited inquiry.  The difficulties associated with the donation acceptance merchant that Wikileaks uses resulted in a compliance investigation.  So you are aware, merchants who wish to accept MasterCard as a form of payment agree to follow MasterCard Rules or are subject to various recourse and actions.   In the case of the merchant for Wikileaks, MasterCard has temporarily suspended acceptance rights while the compliance issues are resolved.  Again, thank you for contacting MasterCard.
