1) run the ethernet cable from a LAN port on the upstairs router, to a LAN port on the downstairs router. Make sure the appropriate LAN connection indicator lights are on to confirm a proper connection between the two routers.
2) make sure the downstairs router is not using the same gateway address or SSID as the upstairs router
3) disable DHCP on the downstairs router if you can
4) (for testing purposes) set a static ip on a pc downstairs (based on the upstairs routers configurations), and connect it physically to a lan port on the downstairs router .. test it upstairs first, physically connected, then just bring it downstairs
5) if the pc works downstairs physically connected, then try connecting it wirelessly to the downstairs router, using the downstairs routers security settings (SSID, WPA or WEP..etc), BUT.. the upstairs routers static IP settings (disable the physical pc connection before trying the wireless)
also, it's not a promise it will work. Some routers segregate their wireless and wired networks in a manner that won't allow this to work. Some do allow this to work
