A "ween" is a person who makes low-effort, unfunny attempts at trolling someone with little success because their methods are uninspired and stupid.

Example:
Someone calls Chris and screams "julay" on the phone before hanging up.
Spamming "you will 9/11" during a Jace stream.

Not examples:
Setting fire to Chris.
Stealing Chris's trash.
Being rude.
Existing in the proximity of a Lolcow.
Succeeding at anything, ever.
