Alt Flagging

Reds get a new thing in the top right by reports, messages, alerts, etc. for possible alts.

Process:

1. User creates an account.
2. If they are linked by IPs to an infracted and/or banned (shouldn't be able to be banned without an infraction, but that's a different pastebin), they get "flagged." Nobody except mods can see this flag, not even the user.
3. The possible alt thing on reds' pages gets a notification bubble per flagged account (updated live).
4. Reds would check the account and click a button to remove the flag if they believe it's not an alt, or take appropriate action if it is an alt.

Prevents alts from going by unnoticed, way better than the auto infraction in place.
