1: What's a hard mod?
Hard mods are a modification to your system's motherboard which allows access to your sysNAND, usually with microSD/USB.

2: How do I do it?

3: What's Arm9LoaderHax?
Arm9LoaderHax is a recently revealed exploit, it allows for early full control.

4: What does it do?
The simplest way to explain A9LH is that, if executed correctly, the ARM9 (security CPU) can be overridden within seconds of power-on (before the system even boots). Because of this, we can have CFW/emuNANDs while keeping the sysNAND up to date, and allowing for homebrew on sysNAND. Later on, it will also be possible to boot another program instead of the NAND (such as Decrypt9) and fix hardbricks without hardmods.

5: Can I do it?
Any system running 9.2 or lower can use arm9loaderhax. Futher reading on the process can be found here: https://gbatemp.net/threads/arm9loader-technical-details-and-discussion.408537/. If you decide to attempt the process, DevMenu on the vola will be available to answer your questions. However installing arm9loaderhax is very risky if you cannot follow instructions, if you fuck up, you WILL brick, or be stranded on 2.1, OR have a N3DS running O3DS firmware.
