Old english is often met and used in Shakespeare and told in a very pretentious snobbish way, sometimes with a cockney-accent. It's not meant to be screamed like an obnoxious retard. Old english by british and media is viewed as the pinnacle of educated gentlemen, of course that's just how the cliche pretends to be. In reality it still sounds retarded as hell.

 

Also for those who don't know. She's lifting her hoof in the Mayor's face so she may kiss it, just like old pretentious british etiquette.

Why does the director and writer refuse to inform us in some way about this, not even God almighty knows. Their writing is so autistic and vapid that i'm surprised they're not just writing a six page dialogue of "and then Luna yelled, yelled, yelled and yelled some more, add lightning, more lightning.
