  173. Jill Giese presented a report. We are now paying rent on our office. There was further discussion regarding some of our expenses.

  175. OFFICER AND COMMITTEE CHAIR REPORTS
  176. Chair: Bill Robinson was in a motorcycle accident. He has appointed a committee to identify and interview applicants for chair for the PR committee. Doug Head asked about vacant positions and Ms. Torres responded that PR, Events and Fundraising were open.
  177. Vice Chair: Ms. Torres spoke on the DFA training, the Women’s Democratic Club of Greater Orlando, and a DCCA Retreat
  178. State Committeewoman: Nancy Jacobson spoke of several amendments to the FDP charter. The Alex Sink campaign is working closely with the FDP and OFA on the coordinated campaign. Bob Danforth asked if the report could be posted online and Ms. Jacobson said that if she were permitted, she would do so. She also reminded everyone that the DEC job is to get Democrats to vote down the ballot.
  179. State Committeeman: James Auffant spoke on the Hispanic Expo
  180. Membership Valerie Odom reported that we have 82 active members (not including automatic). A quorum is 33 members.

  183. Campaign: Steve Conti gave a report on some of the upcoming local races. Mr. Head asked who was on the committee and Mr. Conti recognized Darren Vierday as Vice Chair.
  184. Jefferson-Jackson Dinner: Steve Conti announced the next planning meeting and gave an update on speakers. He also provided fundraising goals for the dinner.

  189. Matthew Falconer/Carl Howard: As moved at the March meeting, the board sent an e-mail to Mr. Howard regarding the Matthew Falconer situation and received a response. Mr. Robinson has advised that our meeting is not a public forum and we are not subject to open government laws.

  249. Chair/Vice Chair: Ms. Torres updated the members on Bill Robinson’s status. She also spoke about the DNC Latino Leadership Conference she attended in Washington DC. Ms. Torres attended the state JJ Dinner and provided updates on Clubs and Caucuses. She announced a statewide kickoff for Women for Alex Sink, as well as other upcoming events.
  250. Membership Valerie Odom was not present. Coyuca Jones read the Membership Report. As of the start of the July meeting, we have 72 active members, not including automatic members. A quorum is 29 members. Ms. Jones announced 4 declared vacancies and 5 automatic vacancies (3 consecutive missed meetings). One Member At Large elected – Ben H. King in Precinct 540. One Precinct Committeeman elected – James P. Green – Committeeman in Precinct 505.

  261. Daniel Rudez presented a “Resolution to Oppose Offshore Drilling Off the Coast of Florida” and made a motion for us to approve it. The motion was seconded and Ms. Torres opened discussion. Joy Levy moved to postpone voting to give more time for members to review the final version of the resolution. The motion was out of order. Mr. Rudez accepted a friendly amendment to change some of the wording in “Whereas” paragraph 3. Mark Viola moved to close the floor to debate. Darren Vierday called the question. We voted on the resolution as amended. There were no nays and two abstentions. A copy of the resolution as amended is filed with these minutes.

  282. RESOLUTION OPPOSING OFFSHORE DRILLING OFF THE COAST OF FLORIDA

  284. Mr. Daniel Rudez, a voting member of the Orange County Democratic Executive Committee, offers and moves the adoption of the following resolution:
  285.  
  286. WHEREAS, it has become abundantly clear from the Deep Water Horizon disaster that offshore drilling poses a real threat to the economic and ecological well-being of the State of Florida; and
  287.  
  288. WHEREAS, during the 2009 Florida legislative session, the House passed a bill specifically permitting offshore drilling within 3-10 nautical miles of the Florida Coast, a bill which the Senate did not take up in that Session; and
  289.  
  290. WHEREAS, the Speaker Designate of the Florida House of Representatives, Dean Cannon, and President Designate of the Florida Senate, Mike Haridopoulos, together with other State leaders, have made clear their intention to reverse Florida’s long-standing policy against offshore drilling off the coast of Florida and to again pass legislation which would permit offshore drilling in some instances as near as three nautical miles offshore; and

  292. WHEREAS, in April of this year, shortly before the Deep Water Horizon explosion, the President announced the opening for exploration for future offshore drilling of additional areas off the coast of Florida; and
  293.  
  294. WHEREAS, passage of such a bill by the State of Florida and the opening of these additional areas off the coasts of Florida for offshore drilling exploration, would do virtually nothing to diminish our dependence upon foreign oil; and
  295.  
  296. WHEREAS, in accordance with the President’s stated plan to make the United States a leader in renewable energy, it is in the best interest of the State of Florida to focus on becoming a leader in renewable energy such as solar, wind and other forms of renewable energy, and such efforts will actually help the nation to become less reliant upon foreign sources of energy; and
  297.  
  298. WHEREAS, offshore drilling in State and federally regulated waters off the coasts of Florida will not only threaten Florida’s fragile environment, but also the State’s tourist-dependent economy;
  299.  
  300. NOW, THEREFORE, be it
  301.  
  302. RESOLVED, that the Orange County Democratic Executive Committee hereby opposes all Federal and State measures that would permit offshore drilling or exploration within State or federally regulated waters off the coast of Florida; and be it further
  303.  
  304. RESOLVED, that the Orange County Democratic Executive Committee supports an Amendment to the Constitution of Florida which would ban offshore drilling off the coast of Florida; and be it further resolved;
  305.  
  306. RESOLVED, that the Orange County Democratic Executive Committee will work to galvanize Democratic opposition to offshore drilling off the coasts of Florida, and to help hold those leaders who oppose our efforts accountable for their decisions.

She explained Poll Greeters are best at precincts with high numbers of low information voters. She also advised the membership that all members (other than candidates) are approved Poll Watchers – meaning they can go inside the polling place and observe. Nancy Jacobson encouraged members to contact voters through the Van.
  343. Vice Chair Carmen Torres gave a report. She is also Secretary for the Central Florida Hispanic Caucus. She is involved with several campaigns. She gave an update on several recent events.

In Seminole County they had a requirement that Precinct Committee members contact their voters once a year (by canvass, phone or mailer). He stressed that this is not a social club. The Chair recognized Deeba Ahmed for running the phone bank to reach sleepy Democrats and that no one has been showing up to make the calls. He also thanked Brian Mills. He has spoken with Doug Head about a database of Democratic friendly organizations in Orange County.

  416. There were questions about whether new attendees who had submitted applications at this meeting would be eligible to vote at the next meeting. These were addressed by Ms. Jones and the Chair, who indicated they would not be eligible to vote. .
  417. Precincts Coyuca Jones announced a “Bring a Friend” campaign. She also encouraged people to “Adopt a Precinct” and provided her phone number. Ms. Jones acknowledged the need for training of Precinct Committeemen and women.
  418. Procedures Nancy Jacobson provided information about the December elections of new DEC officers. Precinct Committeemen and women may vote and run for office. Members at Large may not vote or run for office. Elected officials who are not precinct committeemen/women may vote but may not run for office. She provided additional information on the membership credentials procedures followed by the Board. Jim Callahan made a motion to suspend the procedures and approve new members prior to the election. There was a second. Mark Viola raised a point of order that the motion was out of order, as the By-Laws would have to be amended. There was discussion. Lonnie Thompson read the section of By-Laws regarding vacancies to demonstrate that there was nothing specific about a waiting period. The Chair ruled the motion was out of order.
  419. Public Relations – Brian Mills gave a report. Along with Nancy Jacobson, he is looking at website options. He invited business owners to advertise on our site. He spoke of the importance of reaching out to our elected officials and making sure they are aware of our position on issues. The Chair commented that committees cannot function as islands, but must work together.
  420. Special Outreach The Chair had asked Doug Head to work on outreach to special groups. In Mr. Head’s absence Joel Leppard introduced the “Who Do You Know” Survey to help connect the DEC and candidates with constituency groups.

  576. The Biennial Organizational Meeting of the Orange County DEC was held at the IBEW Union Hall on Monday, December 6, 2010.

  578. Jeremiah Jaspon, outgoing Chair, called the meeting to order and led the membership in a Moment of Silence and the Pledge of Allegiance

  584. The Chair introduced Rick Boylan, Secretary of the FDP, who was observing the election on behalf of the FDP.

  586. The Chair recognized Coyuca Jones who moved that we suspend Article 7 Section A5 titled “Procedures for Election of Officers…” to vote on printed ballots rather than by roll call. There were multiple seconds. Doug Head asked if there was debate. The Chair stated it was not debatable. Ms. Jacobson confirmed that it was not debatable and required a 2/3 vote. Mr. Head stated that he had a question, not discussion, and wanted to clarify whether we could elect an officer unanimously without ballots (if there was only one candidate). Mr. Jaspon clarified that we could. Membership was asked to vote on the motion by rising and holding ballots. The motion carried.

Jacobson reported As requested, applications for delegates to the state party convention will now include employer and occupation information for compliance and record keeping purposes. Orange County will have 62 elected delegates; Applications due June 24. Registration cost set at $35 for students (with proof of status) and $50.Both fees include $15 for OCDEC funds. FDP-DCCA 5A county regional meeting and training was attended. FDP Priorities set for Orange County included 1.Hispanic voter outreach; 2. Voter registration; 3.GOTV. Absentee ballots and coverage of unrepresented precincts are also a high priority in Orange County.

Precincts Committee/Member at Large – Coy Jones: Reported VAN training proceeding as scheduled; May 6 special training on finding “supervoters.” Reported David Rucker is now Second Vice Chair of State Black Caucus and that Conroy Road Rally to Support Education was a success. Carmen Torres spoke about how Orange County’s own Jose Fernandez continues as President of the statewide Democratic Hispanic Caucus and Mayra Uribe is a candidate to run the Orange County Democratic Hispanic Caucus Doug DeClue recommended the movie The Conspirator for those interested in how the judicial system could be manipulated.
