  4. **Preamble**
  5.  
  6. The toiling class and the exploiting class have nothing in common. They are, by all means, at odds with each other as a direct result of conflicting economic interests. As such, between these two classes a struggle must go on until the workers of the world organize as one, take possession of the means of production and abolish wage slavery.

  9. Due to the inexorable laws inherent to the process of capitalist production, wealth and industry concentrate into fewer and fewer hands. This results in the systematic exclusion of the working class and other oppressed groups from access to the material and social fruits of civilization. As Karl Marx observed “Accumulation of wealth at one pole is, therefore, at the same time accumulation of misery, agony, of toil, slavery, ignorance, brutality, mental degradation, at the opposite pole".

  11. As such, capitalism is inherent to the interest of the bourgeoisie; the ruling class.
  12.  
  13. Accompanying the concentration of wealth, created by industry, is the political and social power. What concessions we have won were not given out of the kindness of the hearts of the capitalist class. They were earned through intense and protracted struggle culminating in the post-war welfare state. However, with the historic assault on the labour movement many of these reforms have been rolled back, exposing Britain to the cold reality of capitalism. No reform of the capitalist system, no matter how sweeping, can withstand the iron laws of capitalist political economy.

  15. As such, the bourgeoisie protects capitalism; that which is inherent to their interests.

  17. Therefore, we Communists resolve to end the capitalist system altogether by means of a revolutionary struggle. We maintain that the factories and fields, fed and fertilized by the blood of the working people of Britain, belong to them by right. Instead of the conservative motto, "A fair day's wage for a fair day's work," we must inscribe on our banner the revolutionary watchword, "Abolition of the wages system!" and aim our struggle towards a society organised by the words "From each according to his ability, to each according to his need".

  19. This is inherent to the interest of the proletariat; the working class.

  21. As capitalism is an international mode of production with a hegemonic reach, so too must our struggle be international. As the state enforces the property of the ruling class by force, so must work against the state. As the bourgeoisie attempts to divide us through classism, white supremacy, patriarchy, heteronormativity and other structures of power, so must we see past our differences and unite in intersectionality with all struggles upwards and out of oppression.

  27. **Ideology**

  29. We, the Communist Party, are as the name implies, communists. It means our goal is the classless, stateless society based on the principle "From each according to his ability, to each according to his need".

  31. We, the Communist Party, are intersectionalists and feminists. This means that we recognise the relationship between different power-structures such as patriarchy, classism, heteronormativity and white supremacy such that these structure inform and reproduce each other and themselves and it means we see their complete and total upheaval as necessary.

  36. ##Article I. Name
  37.  
  38. 1. The name of the Party shall be the Communist Party (CP).
  39.  
  40. 2. In an international setting the name of the Party shall be the Communist Party of the Model House of Commons (CP-MHOC).

  42. ##Article II. Organisation
  43.  
  44. ###A - Party Voting
  45.  
  46. 1. Democracy is at the heart of the Communist Party, and as such, all decisions are arrived at democratically, with a Party wide vote.
  47.  
  48. 2. Resolutions, constitutional amendments, motions, or bills may be submitted at any time by any party member.
  49.  
  50. 3. The discussion period shall will two to six days, decided upon by the author. At the end of the discussion period a vote will be held, which will last two to four days.
  51.  
  52. 4. If any amendments are suggested during the course of the discussion period and the author accepts them, they shall replace the old proposal and the discussion period will increase by one day.
  53.  
  54. 5. If any amendments are suggested during the course of the discussion period and the author does not accepts them, they shall appear alongside the original proposal as an alternative. If more than two alternatives are proposed it will use single transferable vote.

  56. 6. Edits are small changes such as fixing typos and grammar. They do not require a vote.

  58. 7. Once passed resolutions and constitutional amendments are put in place and are binding to all members.

  61. ###C: General Secretary
  62.  
  63. 1. The General Secretary will be the Party leader as required by the mhoc. They will be elected by a vote of the Party from the Administrative Committee using single transferable vote.

  65. 2. The Deputy General Secretary will elected by a vote of the Party from the Administrative Committee using single transferable vote. The Deputy General Secretary may not be from the same faction as the General Secretary.

  67. 3. The General Secretary and Deputy will serve as the voice for the Party.

  69. ###D. Administrative Committee
  70.  
  71. 1. The party shall be administered by a body of 7. The Administrative Committee will be mods on all relevant subreddits.
  72. The Spots on the Administrative Committee will be elected directly by the rest of the Party using single transferable vote.

  74. 2. The duties of the Administrative Committee will be as follows: vet new members, post bills and motions being discussed in the MHOC for internal party discussion, post votes, submit motions and motions to the Speaker, maintain the subreddit and its wiki.

  76. 3. Terms for the Administrative Committee will last three months, the seats may be held for a maximum of three terms.

  78. 4. Administrative Committee members may resign at any point at which point they will be immediately replaced.
  79. A vote to reelect the seven electable members of the Administrative Committee will occur if five Party members request it. If this is met a new election will be held. The previous holders of these positions may run again. For members who are newly elected to the Administrative Committee, the remainder of the current term does not count towards the two consecutive term limit should it be less than half the three month term.

  83. ###E. Factions
  84.  
  85. 1. Members have the right to seek official faction status within the Party, subject to faction requirements.
  86.  
  87. 2. For members to gain faction status, they must demonstrate adequate support by presenting four members who wish to form a faction.

  89. 3. Factions will be officially recognized by the Administrative Committee. The Administrative Committee may object to the formation of a faction which supports capitalism, racism, sexism, transphobia, rape, genocide, homophobia or queer bashing. If the Administrative Committee objects to the founding of a faction, the full Party will vote at the next Congress on whether to reject or recognize the proposed faction.

  91. 4. Factions must keep disputes internal, and not take them into the public forum (read: MHOC, or any other subreddits or places that may be viewed by non-members).

  93. 5. Factions may organize on a private subreddit.
  94.  
  95. 6. Faction members must use flair indicating their affiliation in the /r/mhoccommunist subreddit.

  97. 7. Factions should reaffirm they have 4 members once a month.

  99. ###F. Propaganda Committee
  100.  
  101. 1. The Propaganda Committee is hereby established to provide:-
  102.  
  103. 2. Articles for the Party Paper, Propoganda-posters, artwork, speeches, and overall new propoganda material.
  104.  
  105. 3. All party members are encouraged to participate in the Propoganda committee.
  106.  
  107. 4. the committee will set out contests to produce propoganda in any form, which will, if the contest is over, be posted to the Main Party sub.

  109. 5. The Party newspaper is to be revived, SPARK, and will post articles under /r/MHOCSparkPress

  111. 6. the committee will set out deadlines for articles to be written and published by the Members of the Party.

  113. 7. The official subreddit for the Propoganda Committee is /r/CPPropogandaComm

  115. ###G. Budgeting Committee
  116.  
  117. 1. The Budgeting Committee will be a four person group whose purpose shall be to manage the Party’s funds. Members shall be appointed by the Administrative Committee. They may be recalled by the Administrative Committee or by a full Party vote at any time.

  119. 2. The budget they propose must be approved by a full Party vote.
  120.  
  121. 3. They shall submit a bi-monthly report which will be published to the Party.

  124. ###H. Party Union and Red Brigades
  125.  
  126. 1. The Party shall help facilitate the self-organization of the working class.
  127.  
  128. 2. The Party shall establish the One Big Union.
  129.  
  130. 3. All Party members shall be members of the OBU, however not all members of the OBU must be members of the Party.
  131.  
  132. 4. The OBU will organize the workers, call for strikes, and promote direct action.
  133.  
  134. 5. Three representatives from the OBU to the Party will be elected by the members of the OBU. The representatives will create a bi-monthly review of the OBU actions which will be published at the end of every other month to the rest of the Party.
  135. The representatives shall have a term of six months. The representatives may not hold the position for two consecutive terms.
  136.  
  137. 6. A branch of the OBU shall be the Red Brigades. It shall be made up of volunteers from the OBU and the Party.
  138.  
  139. 7. The Red Brigades shall be an aid to the workers, their duties will be as follows: bring food and other aid to workers on strike or protesters to whose cause the Party is sympathetic towards, protect strikers and protesters from hostile forces, agitate hostile rallies and protests, provide medical aid to any injured, home building, factory building, industrial working, work at Party administered soup kitchens and homeless shelters or any other Party run function.

  141. 8. The Red Brigades shall be administered by a panel of five elected officers. They will be elected by members of the OBU using single transferable vote. The officer’s term will be three months. Officers may hold the position for three consecutive terms.
  142. The officers shall submit a bi-monthly report on the activities of the Brigades which shall be published to the Party.
  143. Officers may be recalled by the Administrative Committee or a vote of the OBU at any time. The Administrative Committee may be overridden by a vote of the OBU.

  145. ###I. Communist Party Members of Parliament (CP MPs)
  146.  
  147. 1. Party members will be selected by the Administrative Committee to occupy MP positions on the basis of their ability to fulfil the duties outlined in this Constitution.
  148.  
  149. 1. MPs must affirm the following oath before assuming their role: *I, _____ solemnly swear to uphold and defend the principles of socialism and the Constitution of the Party through which I was elected. To this end, I will not engage in uncomradely behaviour, maintain myself in a professional and dignified manner in the House of Commons, vote on legislation in accordance with the majority vote of that party which professes to espouse and uphold said principles, and always faithfully represent the workers in the interest of a better future for all humanity. I will not, take part in any activity that harms the workers or jeopardizes the goals and principles for which I ultimately stand in the hopes of furthering any personal agenda. I will represent the interests of the international working class as a whole and will not abuse the faith entrusted in me by its party in Britain or claim ownership of my seat. To the extent that it represents the will and interests of the workers, I will defend the Party and maintain unity and discipline with its democratically ratified programme and line. Within the Party I will always struggle to keep it faithful to the working class and against opportunism. However, if the Party betrays the workers I will obey my conscience and disassociate myself from it.*

  151. 1. Seats in the MHOC belong to the Communist Party and not the individuals who have been entrusted by the Party to represent the interests of the working class.

  153. 1. The votes of MPs will be directed by internal discussion, debate and voting.
  154.  
  155. 1. Bills proposed in the MHOC will be posted in the Party subreddit to solicit discussion for a minimum of 48 hours. A straw poll will then be posted at the start of the second reading, or the start of the voting period if there is no second reading, so members can register their opinion. The poll shall be open for 3 days if taking place during the second reading, and 1 if during the voting period.

  157. 1. The straw poll shall include Yes, No, Abstain options with the option receiving a majority of those Party members voting being declared the expressed will of the Party and MPs shall register this direction with their vote in the MHOC.

  159. ###J. Communist Lords
  160. 1. The Communist Party does not regard the House of Lords needed to the Democracy of Britain, and wishes to abolish it, but will have to make use of it in order for laws to pass, hereby establishing that there will be no Official Boycott on the holding of lordship by the members.

  162. 1. The members appointed as Lords by the Speaker or in any other Fashion, will be obliged not to consider themselves above non-lords, and are requested to rather name themselves "Member of the House of Lords"(MHL or MotHoL) instead of "Lord".

  164. 1.   166. 1. MHL's will have the same rules as MPs on how to vote, defined in Article II section I.

  168. 1. MHL's are requested to wholeheartedly support and defend Communist and Core-Coalition bills submitted to the House of Lords as if they were theirs.

  170. ##Article III. Membership
  171.  
  172. ###A. Gaining Membership
  173.  
  174. 1. To apply for membership into the Communist Party, users will express their interest in joining in the MHOC “Join a Party!” thread.
  175.  
  176. 2. Open to all who support the Communist Party’s programme, regardless of race, gender, sexuality, disability, or religion.
  177.  
  178. 3. The Communist Party reserves the right to vet prospective members, to be conducted by the Administrative Committee.
  179.  
  180. 4. Vetting shall include an inquiry into the applicant’s Reddit post history including any history of comments or posts in any leftist subreddit. The aforementioned posts must be deemed by the Administrative Committee to have supported a communist/socialist agenda. the Administrative Committee may require at least one such post within the past 30 days. The applicant should be using a Reddit account which is at least 2 months old. Failing these requirements, the Administrative Committee may choose to ask the applicant to answer **“What in your own words does socialism and working class mean?” and “Have you been part of any leftist political parties or organizations IRL?”**

  182. ###B. Rights and Duties
  183.  
  184. 1. Party members understand that their membership entails not merely a right, but a duty to participate in party discussions, as well as in MHOC debates.
  185.  
  186. 2. All members are expected to take part, to the best of their ability, in Party Congress.
  187.  
  188. 3. Congress’ decisions are final policy, so members are expected to support the party line externally, or, if members feel very strongly about it, may exercise silence. However, within private factional subreddits disagreements with the party line may be expressed

  190. 4. Members have the right to appeal any decisions to the Administrative Committee.
  191.  
  192. 5. Each member is entitled to one vote.
  193.  
  194. 6. Members should strive to improve their understanding of Marxism and socialist theory in general, as well as helping to educate others within the party.

  196. 7. Members should seek to win new members to the Party’s ranks.

  198. ###C. Party Discipline
  199.  
  200. 1. Party discipline must be maintained at all times by members.
  201.  
  202. 2. The Administrative Committee may reprimand members breaching Party discipline by demanding the member edit or rescind their comment.
  203.  
  204. 3. Members are obliged to comply with reprimands, however they may appeal to the Administrative Committee for reinstatement of their comments.

  209. ##Article IV. Voting, Elections, and Terms

  211. ###A. Voting
  212.  
  213. 1. Drafts for constitutional amendments during party congresses, party resolutions, bills, or motions can be proposed by any party member.
  214.  
  215. 1. Once a draft is posted, there is a minimum of 48 hours of debate, discussion, and proposal of amendments and edits.
  216.  
  217. 1. Amendments include any addition or subtraction which would substantively alter the meaning of the draft. Edits include anything that would not change the intent or meaning of the language in the draft, such as fixing typos or grammar.
  218.  
  219. 1. Authors of drafts may choose to accept amendments as friendly and modify their drafts ahead of the vote. If they reject an amendment it will be added to the ballot as an alternative draft proposal.
  220.  
  221. 1. Edits do not require a vote and can be accepted or rejected by the author of the proposal.
  222.  
  223. 1. Debate can be extended based on consultation with the Administrative Committee.
  224. Party members will vote on the draft and amended alternatives to the draft during the following minimum of 24 hours.

  226. 1. Voting can be extended based on consultation with the Administrative Committee.

  228. 1. A draft and amendments to the draft pass when they receive approval from a majority of those Party members voting. Abstentions will not be counted when calculating what constitutes a majority unless abstentions represent a plurality in which case the proposal will fail

  230. 1. In the case of short deadlines imposed by the MHOC or national emergency, an emergency vote can be called which lasts only 24 hour. Drafts cannot be amended during the emergency vote. Edits do not require a vote and can be accepted or rejected by the author of the proposal.

  232. 1. Any changes to voting methods passed at Congress will apply to the Congress it was passed at.
  233.  
  234. ###B. Elections
  235.  
  236. 1. Elections will occur at every fourth party congress within a period not to exceed four months.
  237.  
  238. 1. Once an election is called, there is a minimum of 48 hours for candidates to be nominated or declare themselves and post a short statement of principles to the election thread.
  239. 1. The declaration and nomination period can be extended based on consultation with the Administrative Committee.
  240.  
  241. 1. Party members will vote on the candidates during the following minimum of 24 hours.
  242.  
  243. 1. The voting shall be carried through the use of the instant-runoff voting method (if only one place is open) or single transferable vote (if more than one place is to be filled).

  245. ###C. Terms
  246.  
  247. 1. The length of terms of the Administrative Committee shall not exceed four months.

  249. 1. Administrative Committee members can resign at any time and will be replaced by an election at the next Congress.

  251. 1. Administrative Committee members can be recalled if four party members petition for an Emergency Congress for the purposes of a recall vote. During such an Emergency Congress party members can propose a resolution to recall specific members of the Administrative Committee.

  254. ##Article V. Forming a government or official opposition

  256. ###A. Decision to form a government or official opposition
  257.  
  258. 1. Decision to form a government requires approval from a majority of those Party members voting.
  259.  
  260. 1. Decision to form an opposition requires approval from a majority of those Party members voting.
  261.  
  262. 1. Assenting to a coalition agreement requires approval from a majority of those Party members voting.

  264. 1. Communist Party cabinet ministers are appointed by the Administrative Committee. The Administrative Committee is responsible for overseeing the work of cabinet ministers. The Administrative Committee may remove and replace cabinet ministers.

  267. ###B. Coalitions
  268.  
  269. 1. After election results are released the Administrative Committee shall take the role of negotiating with other parties. Administrative Committee members should waive this responsibility should they not have a skype or are unable to be present during negotiations. All policies, agreements or claims to cabinet positions agreed upon by members of the Administrative Committee while neither the General Secretary or Deputy General Secretary are present are tentative until approved by either.

  271. 2. They shall represent the Party sincerely in negotiations, presenting prospective coalition agreements to the Party, and soliciting feedback from Party members ahead of agreeing on the prospective coalition agreement.

  273. 3. No Party member should speak to other individuals from other parties about negotiations until the Government and opposition have been announced. Party members who communicate with other parties about the negotiations for a coalition face expulsion.

  276. ##Article VI. Amendments
  277.  
  278. 1. This Constitution may be amended by a majority of those Party members voting at any regular or emergency Congress. This vote must be preceded by a minimum of 48 hour discussion period in the Party subreddit.

  280. ##Article VII. Discipline
  281.  
  282. ###A. Code of Conduct
  283.  
  284. 1. Party members are expected to refrain from racism, *classism towards workers*, nationalism, ableism, sexism, *transphobia, queerbashing* or any form of bigotry or wishing violence upon anybody.
  285.  
  286. 2. All members of the Party deserve to be treated with a fundamental level of respect, regardless of differences of *opinions, ideas or faction*.
  287.  
  288. 3. This fundamental level of respect pertains to section Article VII A.1, but also includes protection from harassment from other members, including but not limited to personal attacks of any nature.
  289.  
  290. 4. Members of the Party are expected to uphold Article VII A.1 in any and all MHOC related media.
  291.  
  292. 5. All members should remember that when they post on MHOC related media outside of the Party forums, that they are representatives and ambassadors of this Party and that the reputation of this Party and your comrades is effected by your actions.

  294. 6. A consistent disregard for the image of the Party shall be seen as a violation of the Party's Code of Conduct as outlined in Article VII A.

  296. ###B. Punishment
  297.  
  298. 1. Enforcement of Article VII. A is the responsibility of the Administrative Committee.
  299.  
  300. 2. The level of punishment is at the discretion of the Administrative Committee, except when in violation of Article VII. A.2 which mandates expulsion from the Party upon second reprimanding of a member of the Party.
  301.  
  302. 3. *When an allegation is brought about an offence relating to a liberation group, the Administrative Committee will closely listen to members of the group in question when seeking to establish if a violation of the Conduct Code has occurred.*

  304. ###C. Party Ethos and Deviation thereof
  305.  
  306. 1. It is to be taken as granted that all members of the Party have read and understood the Party Programme, *Resolutions, and Constitution and that the members recognise that these has*, as such, been established as the Party Line by majority vote at a Party Congress.
  307.  
  308. 2. *Discussion and questioning of the Party resolutions, programme or constitution shall be freely encouraged (and expected to be confined) within the party forums.*

  310. 3. *Comrades' disagreement of the Party Line as established in the Party Programme is highly encouraged to be kept at minimum outside of Party forums in any MHOC media. Such disagreement should always be paired with a statement of support for the party itself and its members, and/or a statement affirming that the opinions contradicting the party line are one's own, and not the party's..*

  312. 4. *Violating these rules after warnings* shall result in a reprimand from the Administrative Committee, with the punishment left to the Administrative Committee's discretion.

  314. 5. Exceptions to this freedom of discussion are as follows; Anti-Capitalism, Gender Liberation, Anti-Racism, Anti-Discrimination, Anti-Fascism, *GSRM Liberation, Opposition to Political Mass Killings, and Internationalism*, all of which will be taken as integral parts of the Party's ethos and held inviolate and as such will not be debated within any media of the MHOC.
  315.  
  316. 6. Violation of Article VII. C shall result in expulsion by a 2/3 super-majority vote in the Administrative Committee.
  317.  
  318. ###D. Non-Conformity With Communist Ideals
  319.  
  320. 1. Any general behavior which is seen to not conform with the general ethos of the Party, but has not been defined as inviolate in Article VII C.5, shall be subject to scrutiny by the Administrative Committee.
  321.  
  322. 2. Should the member in question be found in violation of Party ethos as defined in Article VII D.1, the Administrative Committee shall take a 2/3 super-majority vote on whether or not to reprimand the member.
  323.  
  324. 3. The maximum punishment a member shall receive as a result of this vote is a removal from Party office.
  325.  
  326. 4. This decision may be appealed to the Administrative Committee or at any Party Congress.

  328.  
  329. ###E. Appeals and Transparency
  330.  
  331. 1. Any disciplinary decision made by the Administrative Committee is subject to appeal if so desired by any Party member.
  332.  
  333. 2. All disciplinary decisions made by the Administrative Committee shall be publicly announced on the main Party forum upon conclusion of the disciplinary hearing. This will be done in order to maintain democracy within the Party and give Party members opportunity to question and appeal the decision if so desired.

  335. 3. All announcements as outlined in Article VII F.2 shall have the reasoning outlined and a minimum questioning period of 24 hours.

  337. 4. An appeal will be given a minimum of 24 hours due consideration before receiving a response from the relevant committee.

  339. ###G. Safe Space
  340.  
  341. 1. The Communist Party aims to be a safe space for the people of oppressed gender, sexual, and ethnic identity groups, as well as for disabled people.
  342.  
  343. 2. Self-identifying members of oppressed groups are encouraged to organise in caucuses, with the aim of furthering liberation issues within the party.
  344.  
  345. 3. Comrades should avoid assuming or denying the identification of other comrades. Examples include, but are not limited to, assumptions regarding sex, sexuality, gender identity, preferred personal pronouns, neurotypicality, able-bodied status, class background, and personal relationship type.

  347. 4. We should give one another the time and space to communicate, and not attempt to derail discussions by attacking contributions on the basis of tone when the contribution comes from a member of an oppressed group and the topic concerns their oppression.

  349. 5. Oppressive slurs, words, phrases or statements that implicitly or explicitly demean on the basis of their association to an oppressed group, are to be treated as a violation of the Code of Conduct.

  351. 6. Only a member of a liberation group may use a word/phrase that holds an oppressive relation towards their identity ('reclaimed words').

When a member uses oppressive language or makes a point that reinforces the oppression of one or more liberation groups, comrades should report the post to the Administrative Committee and request that they consider punishment, ranging from censure to expulsion, for the member (if they are found at fault).

  355. 8. Members of a liberation group are to be seen as authorities on that respective liberation movement and their voice shall not be drowned out by well-meaning allies
