Being as honest as I can, I doubt anything I've done in the past comes quite close to the scale of the roleplay that's to happen on this server. Because of this, consider my first-hand experience of the whitelist nil.

Describe the functions of Civil Protection and its general relation with other personnel:
The Civil Protection represent the effective backbone of the Union; upholding and maintaining the socio-stability of their assigned city along with the laws that they entail, under the command of the Dispatch AI. The way that this is done comes very close to that of a police state - expected under tacit circumstances to use brutality to affirm the submission of the general populace to the regime of the Union through fear. Beatings and executions are common place - many of which would be considered unjust in the context of a judicial system.

The Civil Protection are never expected to act in pretense of 'serving' the citizens of their operational city, and any respect on their part should only be given to particularly high ranking loyalists; and even those are expected to, for the most part, act with the same regard to punishment as a regular citizen. Even less respect is to be given to the city's Biotics. Biotics are, effectively, to be treat like slaves. No concern should be given to their well being.

One thing that should be noted is the fact that the Civil Protection and the OTA operate as totally separate entities. Contact between the two should be practically nil.

Describe the pseudo-hierarchical ranking structure. Provide a general summary of the system without detailing each rank. When are exceptions usually made?:
The ranking system of the Civil Protection is structured in order of 'intention', ranging from 7-1, with units being hand-picked for the position of 'Rank Leader' in exceptional circumstances. Ranking is determined by a unit-earned 'currency', that can be spent on upgrades to the intention of the units amongst other things; entirely at the discretion of said unit. The intention rank of a unit is primarily a commendation for the experience of the unit in question - it does, however, confer the range of equipment available to the unit and the way the unit is to be treat by Dispatch. A lower ranked unit is to be given a small amount of lenience for error while a higher ranked unit will be given less of a handle on the end of Dispatch. Dispatch - par for the hand-picked Rank Leaders - still remains the only authority figure in this whole ranking structure, however. Units have no direct authority to command one-another.

After briefly conducting a series of searches, you come across the individual in question, whom is resisting your attempts to restrain him. Subsequently, Dispatch requests for you to report in with the subject's containment status. What will you do next? What verdicts would you administer and how would you proceed in administering them?
