I greatly appreciate your patience and your time for reaching out to us here at Bethesda Technical Support. My name is Joshua and I'll be your tech specialist today. I definitely understand how frustrating this can be especially if it's preventing a speedrun from being executed with the minimal amount of time. So, I do apologize for any inconvenience that this causes!

As it turns out, there's not really much that I can offer up in this situation to prevent the "softlock" from happening with Thalia. I do have some information to avoid certain glitches relevant to Thalia, but I'm not sure if they qualify as random chance. Here are the two pieces of information that I can provide:
If you skip interaction with Thalia at the beginning of the Eminent Domain mission and knock-out Timsh, then talk to Thalia, and then proceed to complete the nonlethal objectives to get Timsh arrested and talk to Billie, there will be no update to return to Thalia. You will need to transfer back to the Streets/Waterfront map for the objective to update in this case. Also, there will still be an objective in the Journal to kill Timsh after the arrest scene.

It is possible for Thalia to not spawn on the docks if you have activated alarms in that area prior to entering the Timsh estate map. If you progress through the estate and returns to the streets, with the alarmed/combat state still being active, then it’s possible that Billie will not show up. There will be no mission marker for Thalia’s location, and Thalia will not appear. If you walk near the docks to where she normally is, the cinematic will trigger but will be a blank screen. In order to work-around, you will need to make the alarms stop in the streets, and Thalia will spawn.
I do apologize if either of these isn't what you're referring to and I know how much of a concern this is for you and the community. It's just that we here at technical support don't really have a lot of information on in-game issues. I hope this helps though! Take care and have a great day.

Message: Hi,
I wanted to ask if you could give some help about the Thalia softlock in the Knife of Dunwall DLC of Dishonored? Along with maybe the some of the softlocks in the main game, like the one in Kaldwin's bridge, the pre-Boyle intermission, the Golden Cat exit warp and some other glitches that most people don't actually have to deal with. All of the softlocks/warps in the main game are preventable, but the softlock in the first DLC is random. The people who suffer from these problems are speedrunners who would really appreciate any help. Thanks in advance!
