  1. CHAPTER ONE: THE ORGANIZATION OF SOCIETY
  2. Article 1. #philosophy is a free, autonomous collective of good-faith chatters.
  3. Article 2. The good-faith chatters of #philosophy have the right to govern their own affairs.
  4. Article 3. In #philosophy all power belongs to the good-faith chatters as represented by the Kommittee.
  5. Article 4. The collective ownership and control of the means of chat is firmly established by the empowerment of the people's Kommittee and the abolition of rule by fiat and whim.
  6. Article 5. Although #philosophy is the collective property of all good-faith chatters, in practice the stewardship of this collective property will be exercised by the Kommittee.
  7. Article 6. The establishment of the new Kommittee wipes away any standing law, established authority, agreements, or treaties that came before it.

  9. CHAPTER TWO: THE ORGANIZATION OF THE KOMMITTEE
  10. Article 7. The Kommittee is the sole governing body of #philosophy.
  11. Article 8. The Kommittee's jurisdiction extends to, but is by no means limited to, the following areas:
  12. a. Representation of channel matters to outside groups.
  13. b. Rulemaking and legislation.
  14. c. Its own makeup, vis-a-vis the admittance or expulsion of members by a two-thirds majority vote.
  15. d. Safeguarding and maintaining the quality of chat for all good-faith people.
  16. e. Suppressing persistent harassment and extreme bigotry.
  17. f. Suppressing, as much as practicable, the practice of revealing the identities or privileged personal information of chatters, sometimes known as "dox dropping".
  18. g. Punishing and exiling chat criminals who flout the Kommittee's rules and laws.
  19. h. Issuing acts of amnesty and pardon.
  20. i. Determining what does or does not constitute "good-faith chat".
  21. Article 9. Eligibility for the Kommittee is determined by the following criteria:
  22. a. The candidate must be an active chatter.
  23. b. The candidate must be nominated by a Kommittee member.
  24. c. That nomination must be seconded by an additional member.
  25. d. A voting period of one week will be triggered by this nomination. During that time, Kommittee members will have the opportunity to vote on the nomination.
  26. e. If a two-thirds majority of votes are cast in favor of the chatter, then they shall be inducted into the Kommittee.

  28. CHAPTER THREE: THE POWERS AND THE EXECUTIVE OF THE KOMMITTEE
  29. Article 10. Kommittee members shall have subops and the privilege of voting on all Kommittee matters.
  30. Article 11. As an executive body, there shall be established a Central Kommittee, chosen annually by Kommittee members by a ranked choice vote of Kommittee members.
  31. Article 12. There shall be four members of the Central Kommittee.
  32. Article 13. Central Kommittee members shall be be operators, rather than sub-ops.
  33. Article 14. The Central Kommittee shall be led by the Kommittee Chairman.
  34. Article 15. The Chairman shall be elected annually by a ranked choice vote.
  35. Article 16. The Chairman shall have all the same power and privileges of the Central Kommittee, as well as veto power over Kommittee legislation and decision-making.
  36. Article 17. The Kommittee may, if the need arises, establish separate channels for the discussion of administrative and legal matters. The channels #kommittee and #pho shall be initially reserved for this purpose.
  37. Article 18. This document may be amended by a two-thirds majority of Kommittee members.
