1) For any vote to pass, a quorum of of the /sen/ate must be present and cast their ballots for "Yea," "nay," or "abstain."

 

1a) A quorum in this case shall be defined as "2/9ths of the membership of the /sen/ate (rounded up) at the time of a vote."
