  6. Preamble:
  7. The Federation of Valencia was founded on the basis of respect for the individual, their intellectual and physical labor and their community. The Federation secures the rights of freedom to labor neither forced nor coerced, to democratic participation in society and to the freedoms of expression, assembly, the press, and works of literature. The following document outlines the evolving goals and outlines of The Federation of Valencia. Close scrutiny and criticism of our constitution is encouraged. Amendments can be made only by reaching consensus among all Syndicates and with the support of all citizens of The Federation of Valencia.

  9. The Federation of Valencia Federally Secured Rights:
  10. The Federation and its communities must protect and promote these Federally Secured Rights.
  11. - All persons and their families, communities, syndicates, coworkers and Comrades have the right to secession and autonomy from any hegemonic structure or form of hierarchical organization.
  12. - No organized body of individuals may discriminate or promote prejudice on the grounds of gender, race, class, political or religious orientation, physical or mental disability, etc. Publications or works of literature promoting prejudice on these grounds are thus unconstitutional.
  13. - No person shall participate in forced, expropriated, alienated, coerced or extorted labor in Valencia or among any affiliated community.
  14. - An injury to one is an injury to all. No person shall be treated in any manner suggesting or promoting otherwise. The right to self-determination and autonomy is to be respected.
  15. - All persons shall be granted the right to privacy, including the security and respect of the home, family, and community. The legal framework of Valencia must reflect this secured right, no law shall be made denying any person their privacy.
  16. - There shall be no law or prohibition made on freedoms to expression, publication, literature and the press so long as they violate no constitutional clause.
  17. - All persons shall be granted the unalienable right to assemble for any reason deemed necessary by the citizenry. No group, government-affiliated or otherwise, may deny any citizen this right for any reason.
  18. - All persons shall have the right to unbridled access to and ownership of the Means of Production, defined as those goods, services, methods, capital inputs, factories, workspaces and agricultural land which is involved in the production of a good or a service, and/or a commodity.

  22. Article I. Economic Structure:
  23. The Syndicate
  24. - The Syndicate shall be comprised of as many Workplaces fall within its natural designation. The Workplace is defined as any place or process through which labor, individual or coordinated contributes to the production of a good or a service.
  25. - Should the relevant Syndicate fail to exist, the self-managed Workplace may establish it.
  26. - The Workplace is to be self-managed without exception. No non-laboring member of the Workplace shall have any stake in its efficient production or participate in its organization.
  27. - The Syndicate shall exist outside of intervention or planning by the Federation.
  28. Delegates
  29. - Each Syndicate is to elect one Delegate from among its Workplaces and workers to represent the Syndicate, Workplace and persons at the Federative level.
  30. - The Delegate shall be chosen via general consensus, except for in those Syndicates so large that a democratic election is necessary, or in other particular circumstances requiring a democratic election.
  31. The Federation
  32. - The Syndicates’ Delegation shall meet whenever deemed necessary by one or more members of the Delegation.
  33. - The Federation is to facilitate international cooperation and trade on the basis of mutual benefit to its Syndicates and autonomous communities.
  34. - The Federation is by no means a legislative or judicial body. Issues of legislation and judiciary are to be handled at the local level.
  35. - Should an autonomous community call upon the Federation for assistance or advice, the Federation and its Delegates shall oblige.
  36. With the exception of those laws or tendencies which violate any right contained within the Federally Secured Rights or any rational right not mentioned within.
  37. - Production is to be maintained by the Syndicate and for its members. Any non-necessary or productive creation of goods or services shall be halted at once.

  39. Article II. Property:
  40. Definition of Personal Property
  41. - Any structure on or of the land which does not conflict with existing personal ownership of land or structure or collective ownership of communal land or structure.
  42. - Any structure on or of the land which produces no material product, rather serves as location of storage, leisure, etc.
  43. Definition of Collective Property
  44. - Any structure on or of the land which produces a product or service or is otherwise involved in this production process.
  45. - Any structure or physical device on or of the land which is affiliated with a Workplace and Syndicate.
  46. - Any piece of Collective Property which does not belong to a formally organized Workplace and Syndicate is thus not Collective Property, and is determined unconstitutional in accordance with the definition of Private Property.

  50. The following are to be established as syndicates representing productive sectors in Valencia and among its citizenry.

  59. The following exist as ministries to secure the rights granted to the Syndicates, Workplaces and Individuals.
