 Subj: Regarding the new ministry.

 As I wrote to Eleusis, the Ministry of Culture now has an additional purpose, as well as two longer-term projects that I will be putting my personal effort into. However, this writing is largely regarding new responsibilities.

 Just as a making a statement publicly does not inherently make it true, the culture of Eleusis did not suddenly change with the introduction of the Viridian Charter, though the Leath-ri of that time agreed to it in its entirety. The reformation of the culture is made more legitimate through consistent, day-to-day effort, but there are those who have sought to oppose this movement strongly. Logistics was a distinct example of this, but there are others who see things similarly.

 Most apparent are those of the subculture that views actions encouraging Eleusis towards a more active stance as steps towards theocracy. Blind denial of the truth, as demonstrated by those who see nothing strange with "not seeing eye-to-eye" with Lady Gaia on how to serve Nature, should not be an Eleusian trait on any level. While proper education on topics such as the Gods' relations to Their realms is a part of correcting these misconceptions, there are those who are fully aware of the truth, yet perform mental gymnastics to avoid admitting that which would be inconvenient for maintaining the way of life that they find personally comfortable. These people must be identified, lest that culture continue to perpetuate itself through absorption by the more impressionable.

 This is a significant portion of the new responsibility of the Ministry of Culture. I have created a new file, titled internal affairs, where any reports on these matters should be placed. If these reports are investigated and found to be without basis, they will be officially expunged. As told to Eleusis, the Ministry of Culture will now concern itself more consistently with the affairs of the village, both internal and external. There are few who serve as sound public representatives of Eleusis, but those who do are encouraged to become members of the Ministry. Because of this, the concerns of most aides will be focused internally.

 If you cannot agree with these purposes, there is no shame in leaving the ministry. However, overt disruption of the process will not be tolerated. The predictable argument is that watching the actions of villagers brings us close to becoming like Mhaldor or Targossas. However, remember that general freedom and representative democracy do not mean a lack of enforcement of ideals or law, because absolute freedom without those things is little more than anarchy.
