  4. The walls of Portus Magnus are currently its greatest asset, but space inside the walls is limited. This purpose of this act is to ensure that the walled area is used efficiently.

  6. Section 1: Zoning

  8. Areas within the wall are to be reserved for medium or high density constructions. Houses, shops, offices, factories and storage will be located within the walled area.
  9. Farms of all kinds, pastures, park areas and other very low density, open area constructions are to be located outside the walls.

  11. Section 2: Future expansion

  13. As rebuilding walls further out would be time consuming and destructive, when the walled area is fully built-up future expansion shall take place on medium-sized artificial islands to the north or west of the walled area. These islands will be large enough to contain several buildings each, and there will be canals wide enough between each island to allow passage of boats. An example of this form of construction would be Venice.
