@faluthe: Have the ability to block people

@jaemin_animtes(expanded upon by Andrew): Have a report button. Since this can be abused, either try to make some sort of system to stop mass reporting by one user or one user on multiple accounts, and/or have moderators manually look through reports to see if they are valid.

@Andrew__OW: Require moderators to specify a ban reason which will be displayed to the user banned, as well as a length (0 being perm) and broadcast in chat (only to other staff) who was banned by who, for how long, and why. Also have a log that only high staff (You, Underwatch_com etc.) have access to with all the bans.

@Andrew__OW: Make an Off-Topic Section

@Andrew__OW:(I forget if I already said this in the last list so sorry if I did) Automatically delete all of the user's past chat messages when banned from chat, and if they are perma-banned from the forums, delete all their posts.
