The rules change is mainly that now licenses have to be both in the OP and in any download file; the proximate change is that moderators are now checking more tightly, and since the only reference Sarbian had regarding MM's license is your post saying it has "a creative commons share-alike license" but then making it sound more like CC-BY-SA, it's somewhat unclear what the license actually is. Therefore Sarbian wanted to confirm with you what actual license it should be under.
