  14. In defense of my methodology I can say that yes, this isn't the best way to represent tiers. However it's the best method that I could come up with, to represent an average of the community's opinion. Making people fill out a match up table would be probably a better way to handle things, but honestly, I doubt people would bother with it and it needs a big amount of input to represent data fairly.
